China requests dialogue with Elias (AMW)

Foreign Affairs minister Hu Jin Tao has sent a letter to Baghdad, asking for a meeting and an exchange of ambassadors.
"Our two nations have great potential for co-operation in the fields of trade, defence, and foreign policy." Hu writes.
"On behalf of the People's Republic of China, we would like to extend an invitation for a representative of Elias to visit Beijing to discuss the aforementioned matters."

The diplomatic overtures from China are warmly recieved in Baghdad. Foreign Affairs Minister Zaki Mohammed dispatches correspondence to his counterpart, graciously accepting the invitation to Beijing and a delegation is assembled. An Air Force Tu-154 diplomatic transport soon finds itself bound for China, carrying the Minister himself and various diplomatic, trade and military officials.

On arrival, Mohammed is transported to the Presidential Palace where he is treated to a (pork-free) Chinese meal and fine wine.
When the time comes to get down to official business, Mohammed is led into Hu's office. The building is surprisingly free of press, and the room is largely empty.
"It's a great honor to have someone of your rank visit us here," Hu says. "We have several proposals that may interest you and your country."
Hu presses a remote control on his hand, and a powerpoint slideshow promptly appears on a nearby whiteboard.
"On a broader topic, we are interested in substantially increasing the amount of petroleum imported from Elias. Specifically, we are keen on transferring a large number of contracts from Yukos to Aramco, and would like to discuss co-operation in central Asian oil exploration, in areas such as infrastructure and related security."
