Kahanistan was devastated after the war with MassPwnage. Homes, factories, nuclear plants, hospitals, water supplies, coastal defenses, etc. were destroyed or heavily damaged. One million Republic Guards, 100,000 naval personnel and 100,000 Imperial Marines lay dead in Kahanistan and ViZion, and 2.7 million soldiers were wounded. The remaining military forces were press-ganging unemployed people from off the streets to work as laborers to rebuild and dig deeper siege stores in case of future wars. The laborers were paid well, but were ill-trained in the use of the heavy machinery for building. Yet they soldiered on, the damage being nowhere near as extensive as that incurred during the AMF war. The damage would be repaired within months, if not weeks.

The cost in civilian lives had taken a toll on Kahanistanian morale. 32 million civilians were dead and five to six million more were expected to die over the next few days due to injuries and disease. A further seventy to eighty million were disabled with less serious illnesses and injuries. Civil Defense had finished installing ROWPU (http://en.wikipedia.org/wiki/Reverse_osmosis) systems in 97% of all taps, in a bid to decentralize the all-important pure water supply, so that never again could the enemy pollute the water. Shelters were also to be relocated a minimum of five hundred meters below ground, immune to even nuclear bunker busters. Arms, ammunition, siege rations, and other essentials would be stored there.

With so much of Kahanistan's resources going to repairing the civilian infrastructure, the Ministry of Defense offered a contract to any friendly nation willing to aid Kahanistan in rebuilding its military.

Baltimore Shipyards has two shipyards (Baltimore and a massive one built at Lewes, Delaware). It can't really build particularly fast; further, navies in general are rarely built up especially fast. Lockheed and Martin, on the other hand, can both build new factories fairly quickly and can hire temporary workers if worst came to worst.

The CV-98 is smaller; however, it can carry a similarly-sized air wing, along with a moderately large AD battery. My only other suitable design is a large trimaran hull; it would take fifty years to complete that order.

Fifty billion dollars was chump change to the Ministry of Defense, and the government wasn't about to dig itself into even deeper debt with loans. The resources of Kahanistan were sufficient to rebuild the civilian infrastructure, but rebuilding arms factories could use some extra funding... Not looking a gift horse in the mouth, Delray replied.

The Kahanistan Republic Guard is interested in bombers, stealth bombers, refuelers, and electrical intelligence / AWACS planes. Does the CZB-9D Hailstorm heavy bomber have stealth capabilities? Even if it does not, we would purchase 800 of them for a total of 240 billion Universal Standard Dollars, and continue our search for a stealth bomber. These will make excellent substitutes for the B-1 Lancer (and B-2 Spirit, if they have stealth capabilities.)

If the bomber does have stealth, we would be interested in 1,000 of them, for a total of 300 billion Universal Standard Dollars. Please supply us with the needed information on the Hailstorm bombers.

We have an abundance of munitions that we did unfortunately not get the opportunity to contribute toward wiping MassPwnage off the face of the earth due to their rapidly acquired air supremacy. We are in no need of munitions at this time.

OOC- Archer is a updated and smaller version of the Patriot missile system, with a vast increase in accuracy and range. It can attack ICBM's, cruise missiles, and Planes, along with air, surface, and sea launched missiles up to 75 KM away, with an 80% kill rate, and is proven in combat.

Missile defenses are prime targets for enemy high-speed anti-radar missiles, known to MassPwnage as HARM's. Such missiles travel at Mach 6, but we are looking for CIWS that can target a missile traveling at Mach 8 with 70% success or higher.

We are interested also in your superdreadnaught design, what specifications are available for it? We have our own SD, which is likely much larger at 1.5 km. However, size does not matter, performance does.

The Arrow is an anti-ballistic missile defense system, while the Patriot 3 is a relatively short ranged anti-missile and anti-aircraft defense system. The Arrows is also a joint U.S.-Israeli project, Arrow being the American/English name, and Chetz-1 being the Hebrew nomenclature [Chetz being arrow]. The two aren't really comparable, and for basic anti-aircraft defense the IDF doesn't use the Arrow.

We can offer the X-27 Phalanx-Z CIWS system, using the proven design, while incorpertaing new sytems, such as firing what can be compared to a wall of bullets, with 76% sucess rate, a much more powerful radar, able to target steath and sea skimming missiles,along with new guidance to target on the fly missiles with Thrust vectoring sytems and pop up manuvers.

About the SD design, it is incorperating Lessons of the Doujin and other influential SD designs, and shall fit 32 inch naval ETC cannons, and meet your length requirment. It is to replace every other SD in willink naval service.

Welcome to the introduction to the X-27 CIWS system, we will run down several important points of the design.

The X-27 is enclosed within an Depleted Uranium-armored turret, from which the gun pops out in about 1.5 seconds. This protects it from Missile launched bomblets designed to destroy Air defense Systems. Along with this, it's guidance radar can also be enclosed within the turret. It takes advantage of the Willink designed C.E.P Target Recognizisation and target aquisition system, which Finds the target from a list of over 25,000 military weapons, and identifies the targets weakness, atributes, and specifications. It then uses a Visual and closed-loop fire aiming system, somewhat like a Computer games crosshairs, from which it targets the Enemy's weak spot, and fires a whopping 10,000 rounds per minute, throwing up what can be compared to a "Wall" of fire. The gun itself consitists of 4 PPZ-17 20mm rapid fire guns, which provide nearly twice as much firepower as the Phalanx.The ammuntion used are Tungsten-nano enhanced 20mm bullets, for increased speed and stopping power. Using its Visual range crosshair system, it can target Anti-ship missiles with thrust vectoring systems with ease, scoring an 76% kill rate on Thrust Vector equipped missiles. The system also utilizes a rapid fire system, were it will fire several dozen bullets at one missile, calculate the kill rate and move on to the next, all within a second. It can also be used to target low flying plane formations.

While the plan sounds acceptable, we wish to observe a few problems. First of all, the only level land such a tank as the Merkava IV could make it through is under attack by Parthian forces, which may make it onto the land and intercept the tank. We would recommend, instead, using such a vehicle as the Scorpion II, which due to its unique hexapedal design could make it over the mountains or plateaus, especially in the extreme southeastern corner of Czardas (where a mountain pass would allow the descent of the vehicle into Kahanistani or neighbouring territory). Czardaian government officials have been transferred to Mjenaz following the threat of attack upon Czarna, so your agents may arrive at any point (if necessary a team of Czardaian Special Operatives can escort the Scorpion II to the border, where the tank will be picked up by Kahanistani troops and brought to Najaster).

If this sounds like a viable plan, or if you can think of something better, please inform me.

It is less likely to be identified as Kahanistanian, and our agents will be in this tank, at the border in the southeast of Czardas, awaiting the RV with the Scorpion. We do not have the technical skills to construct hexapedal tanks of our own.

Inside a Kahanistanian Asad Babil tank

Four Special Combat Service personnel, three men and one woman, sat in the tank in the heat, drinking vodka and smoking pot. One of the men was a designated driver, and as such did not drink or smoke.

The designated driver was a Captain. He stood outside his tank, not wanting to breathe the pungent fumes of the marijuana that the rest of the crew were smoking. Cannabis was fine, as long as the designated driver did not have to breathe it. He awaited the Czardaian tank that would carry its delegates past the Parthians. The Kahanistanian Communist Party had just won the elections, and they were big on Shooban rights. They had their own beef with Parthia, but they lacked the military strength to fight them.

Goddammit, 11 PM and it's still thirty degrees out. The captain could not open his uniform jacket, as his NBC and body armor underneath were necessary to protect him. Luckily, Kahanistanian canteens held a liter of water and were made of ceramic that resisted enemy fire. The captain took a long drink, waiting for the Czardaians so that the noises of the two stoned men and the woman drinking, smoking, talking, et cetera, would end. He didn't want to have to clean puke, bile, or other fluids out of that tank.

Sitting within the main crew chamber of the Scorpion II and watching the displays, Lorin Dax wipes his brow. Even with the automatic climate conditioning within the vehicle, the change from eighteen to almost thirty degrees outside cannot fail to be noticed.

One of the Special Operatives, driving the tank, makes a noise of assent. "Kahanistan isn't exactly known for its cold climate," he said.

A second SpecOp, watching the real-time imaging of the large arachnoid vehicle scrambling down the rocks and boulders into increasingly arid terrain, adds, "Besides, we're almost there... I think they're waiting for us now."

Dax smiles sardonically. "Of course, because they've never heard of Czardaian logistics."

The second SpecOp grits her teeth. "Sometimes Logistics makes me so annoyed. If the whole military was made up of just special forces..."

"...we'd've been overrun by the CAD long ago," the first SpecOp answers without looking up. "All spec forces means no navy, no airforce, and virtually no numbers for anything. No matter how annoying they are, you have to agree that the benefits of such things outweigh the costs, by a long shot."

A third SpecOp, serving as navigator, speaks for the first time in a long while, startling Dax, who is sitting in front of him.

"The border post's up ahead now, about a hundred metres... and I can see the Kahanistani tank there."

From the Kahanistani tank, one could see something emerge from above a hill not too far away. From afar in the darkness it would look like a huge black spider; until it reached the light of the border post one would not realize it to be a tank... about ten feet in height, eight in length, six in width, its main and secondary gun turrets glinting in the light...

Captain Gregory Morrison of the SCS saw the huge spider thing approaching. He screamed in panic and entered the Asad Babil to retrieve his RPG-7. That thing wasn't going down to an M-16. Didn't know Czardas had that kind of wildlife... but no sense pondering. Kill it! Kill it! KILL IT!

But by the time he had retrieved his RPG, loaded it, assumed a firing position, and taken aim, it was close enough to him that it was obviously mechanical. No matter what sort of wildlife existed in Czardas, nothing natural had a metal body. He put down his weapon and saluted.

"Captain Gregory Morrison, Republic Guard, Special Combat Service," said the Kahanistanian officer.

"Haha, gave you quite a shock there, didn't we? Lt. Thomas Irian here, 14th Special Operative Division... the 14th Special Operative Division, if that means anything to you. Our envoy's inside this thing...he ought to be appearing momentarily."

As Irian speaks, a door opens in the side of the tank, and a staircase descends, allowing Dax himself to exit. Dax is an extremely short clean-shaven man, 5'5" in all, with dark hair and indeterminate features, and an impish expression. He waves hello.

"Lorin Dax here... chief assistant to the Foreign Minister... I'm the one that actually does the work." He extends a hand to the Kahanistani officer.

Meanwhile, the tank disappears almost silently as the Kahanistanis are distracted by Dax's approach.

Morrison started the tank up, oblivious to the moans coming from the back of the tank as they headed for Najaster. They would arrive in 24 hours.

"By the way, the Ministries of Defense and Foreign Affairs have authorized the establishment of a Czardaian embassy in Najaster, which you can use to hold diplomatic meetings if your homeland is unsafe for them," said the Kahanistanian officer.

Meanwhile, the crew in the back finished having sex. As the Lion of Babylon struck one of Kahanistan's numerous potholes, a 1024-size Super Economy Pack of Trojans fell to the floor of the tank. Morrison continued to drive as if nothing had happened.

I understand your choice of tank is for utility purposes, but however, it's quality is sub-standard. You want an armored vehicle that has both utility and the firepower to survive. Meet the L-21 "Kodiak" Heavy Armored Vehicle series (in attachment at the end of the letter). A domestic design by the United Kingdom of Isselmere-Nieland, it is the pride and joy of Isselmere Motor Works (http://forums.jolt.co.uk/showthread.php?t=391319) to sell such a vehicle that has utility, the firepower and the endurance to stand up to the best of the best in modern tank warfare worldwide. Perhaps the Kodiak could be a successor to your venerable Merkava?

The MiG-35, is severely out of date. I say you take a visit to OMASC/NDI (Omzian Military Aerospace Corporation/National Defence Industries) (http://forums.jolt.co.uk/showthread.php?t=278248). The Omzian Air Force is arguably the best of the best in the world - they once made the Freeks (along with several other powerful entities such as Sniper Country and Omni Conglomerates), convince them in backing down due to the fact that their own air force rivalled the Sentinels in quality - the war ended up in a stalemate: the closest thing anybody has ever achieved in destroying the myth of Freek invincibility. The F-120A "Darkhawk" Air Supremacy Fighter should do well in the MiG-35's place (see attachment at the end of the letter).

And, just as a tip in case your nation actually gets occupied by a foreign imperialistic power: adopt the vehicle we have adopted in case of that. The Z-39 "Pit Bull" Close In Combat Vehicle (see attachment at the end of the letter). Created by the Incorporated Ordnance Company (http://forums.jolt.co.uk/showthread.php?t=394656) (now taken over by Portland Iron Works (http://forums.jolt.co.uk/showthread.php?t=457777)), the Z-39 was a product of Sarzonian humiliation by the Doomingslandian-Generian forces, whom supported the Inkanan Republican Army, while Sarzonia and the UKIN backed the Imperial Inkanan Army, in the Inkanan Civil War. With the Incorporated Sarzonian Army hopeless at urban combat and lacking an urban combat vehicle to support ISA soldiers, the Z-39 was created to answer that. Adopt it to your own Home Guard, like we did, just in case.

The Kodiak tank appears to be similar to our own prototype Merkava V-K. We will look into the possibility of obtaining some Kodiak tanks, and comparing them to the weapons we have on the drawing board.

As for the F-120A Darkhawk, Omz only sells these to close allies. While we are hostile to AMF, we do not consider ourselves allies of Omz. We have already replaced many of our MiG's with F-22 Raptors and F-35 JSF's, but many of our pilots are accustomed to the MiG. We are gradually attempting to wean them onto the superior fighters, however.

The Z-39 is most useful of all, Kahanistanian infantry rarely get to shine in urban warfare, our specialty, because we rarely face enemies who care to avoid bombing civilians in our cities. We have therefore been forced to rely on large, vulnerable air defenses, made only slightly less so by the addition of CIWS systems.

OOC: In speaking of air defenses, talk to Clan Smoke Jaguar. He was one of those that backed Omz222 in the "Homeland Defense War" when Sniper Country, backed by AMF and other powerful states. CSJ is also a military expert overall (mainly on land, somewhat on air and on naval)....he critcized your long-range missile, remember that? Give him a TG on air defenses and he shall gladly help out....

I am most pleased that you are taking into consideration the L-21 Kodiak Heavy Armored Vehicle series and the Z-39 Close In Combat Vehicle as units to be used in your military. I strongly recommend them - they are fine examples of weaponry. The Z-39 units, while they have not been tested into actual combat, are extremely useful in the Home Guard.

On the Omzian aircraft - ah yes, I should have read the catalogue more clearly, forgive my mistake. As your nation's pilots I also see that your nation needs attack submarines and frigates. Meet four more designs, all made by the UKIN (United Kingdom of Isselmere-Nieland), the Forthar-class SSN and the Nowotny-class SSN. As for a successor to the La Fayette-class frigate, either one of these UKIN designs should do the trick - the Bullfinch-class or the Furtive-class.

All four UKIN naval designs are located in the attachment at the bottom of this letter. Oh, and General Valens, in one of my previous communiques, I sent you a copy of the proposal I had for the Director-General of the Royal Shipyards of Isselmere-Nieland - have the other Presidential Administration members agreed to the proposal? Have you even contacted the RSIN Director-General saying you want a partnership?

I read the profile before and compared it to Doom's Aquila, and I concluded that the Raven was superior to the Aquila in terms of quality...but in terms of pampering and fiscality, the Aquila can be used en-masse and taken care of more easily than the Raven.

Well, the F-22 carries more missiles (up to 8), and plus, Mekugi only sells 300 Ravens to each customer. They won't be replacing anything in active service in the Kahanistan Air Force anytime soon. Do you think an F-22 or F-35 JSF could stand up to an Aquila?

OOC: Doom used to field RL tech like some NS rpers before they turned away from RL designs to NS ones. Amongst those RL designs Doom used to field, are the F/A-22 Raptor and the F-35 Joint Strike Fighter. It's even detailed in the Aquila's article (http://s13.invisionfree.com/The_NS_Draftroom/index.php?showtopic=553). F/A-22 Raptors and JSFs will stand a better chance against the ACI-73 (the Doomingslandian domestic designation) than the MiG-35, but not by much. Nonetheless, even a small percentage is better than nothing.

P.S. Did you lose all the MiGs in your air force? Or are the 1000 lost only a portion of it? Because quantity doesn't always matter, especially in the NS world where it's still mostly Cold War style tactics. Quality often does.

Once its done, i could present rights to production for my new Fighter, based on the Mig design and controls, but incorperating modern and Very early PMT (2012ish) lessons, Designed to completly outperform fighters like the TSF-620 "Xeon" and the F/A-91.

PMT in the sense of technologies still in developement in MT, such as Nanotechnology(The only thing even relatable to PMT i use), but 2012 is a far cry from stuff like, say, Fusion reactors, and such. I just use micro nano miniturization(Making Comp chips the size of a finger nail, but that is about it.)

As for your other concern, I don't think there's a concensus for what's considered MT or PMT in terms of years. I've heard 2010 or 2015 as limits. I've even heard 2020 or 2025 I think. Considering the fact that we're in 2006, I don't think 2012 is so fantastically ahead of us that it can't be considered MT. There've been a number of concepts that sound far-fetched now but were under development in the '70s or even earlier and were scrapped for lack of funding.

Your concern about adapting to new tech is a valid one. If you're changing your tech base to something NS-derived from a RL system, it's going to take some adjusting. Basing a new aircraft somewhat on the MiG but then advancing beyond it into NS-capable tech is a good, common sense approach to an upgrade of technology.

Sarz, there are apparently projects involving invisibility, antimatter, and some new discoveries about black holes the Israeli Army is using, although they're state secrets and I doubt anyone has gotten very far with them, that would easily be considered FT but could be developed as early as 2016 IRL. So tech limits are really defined by the much-faster-moving real technologies...

The tank entered the capital, and the now alert tank crew located the President's palace. The President and President-elect were there, as the President would be leaving office the next day.

The tank crew escorted Dax out of the tank, and to the palace, where he was taken to see Kahanistanian President Mohammed bin Yusuf al-Za'if, and Defense Minister Marcellus Q. Valens, the winner of the 2006 Presidential election. The President was a fat Arabic man in his mid-40's, and the Defense Minister was a seven-foot tall white-haired man in his late 60's or early 70's.

They were accompanied by a tall, slim, dark-haired young woman in a Republic Guard uniform, about 27. Her name tag and rank insignia identified her as Major Fulton. She introduced the three Kahanistanians.

"Mr. Dax, I presume," said the officer, with a wide smile. "I am Major Mara Fulton, the President's chief of security. This," she nodded in the direction of the man only an inch or so taller than her, "is Mohammed bin Yusuf al-Za'if, the President of Kahanistan. And this," gesturing to the very large, imposing old general, "is General of the Republic Guard Marcellus Valens, the Minister of Defense, until he is sworn in tomorrow as President."

"Now, let's get down to business," said the Major. "We're here to set up a Czardaian embassy in Kahanistan. First things first, the impending change in Presidents will have no effect on our policy toward your government, these decisions have been made by the Ministry of Foreign Affairs and the Supreme Soviet. The Embassy complex is three blocks down the road you came and two blocks to the left. I'll take you there when you're ready."

The officer went back into the palace, leaving Dax alone with the President and the Defense Minister.

I have spent ten years in college at various levels of undregraduate and graduate study, including an M.S. in environmental science, and never have I read anything about communists being genetically different from anyone else. In fact, since communism is not a genetically inherited trait, your findings are biologically impossible.

An example, if a communist is persuaded to abandon his or her beliefs in favor of capitalistic ideology, do they get a boost of 10 points to the IQ? Or would one's IQ automatically go down upon adopting the ideologies of communism?

If you did not wish to help us rearm, why do you bother to send us such propagandistic drivel?
