A man sits at a desk staring at the lens of a television camera, which is right now broadcasting live. The man is heavyset, middle aged, with thinning gray hair, and a crown on his head. His paunch is covered with expensive clothes, tailored to fit him, in a royal red colour. Behind him stands a young man, dressed in the same royal red. He is fit and muscular, his hair is neither thinning nor gray and he has a large beard, in which several ribbons of scarlet have been interwoven.

The older man begins speaking

"Greetings, I am King Arcadial of the Nation Hasfut, and behind me is my son, Crown-Prince Kelrakli. I come bringing a proclamation for my land. As some may know, from statistics from international aid workers and such, my country is facing a crisis. We have a veritable epidemic of AIDS. I believe that it is caused by those who fornicate outside the bounds of marriage. To stop the spread of this terrible disease, all those who have commit such an offense, will be tortured and put to death, and their family will be as well. All those with AIDS will also be put to death. I must reaffirm that I only do this for the betterment of my nation and my people as a whole. Indeed some people may suffer, but they will suffer only to save us all. This enactment will be put into affect immediately. I have established the Volker to carry out and see to it that my reforms are enforced throughout the land. The Volker shall be the police of the land, if you defy them you defy the kingdom, therefore death is what you shall receive.

To assist in my reforms I have assembled a council of fifteen men consisting of nobles and military generals. This council shall be called the Fremont Council, and I demand the utmost respect for these men. Later today the Fremont Council, my son, and I will hold the first private meeting to discuss further measures and reforms needed to achieve perfection in our nation. We hope that other nations in the world will see us as an example of how a nation should be run and enact similar reforms.

The green broadcasting light went red, signaling they were off the air. King Arcadial leaned over to his son and whispered something in his ear. Prince Kelrakli nodded and walked quickly towards his office to transmit the orders.

Within an hour of the television broadcast tens of thousands of the King’s secret police, the Volkers, were storming the houses of all people infected with AIDs and their immediate family members. The Volkers dragged infected men and women from their homes and lifted them into waiting trucks. Immediate family members followed behind their infected family members. Those that tried to resist or flee were immediately shot. Their corpses were laid in the middle of the road so that it could be a sign for all to see. Nobody was allowed to bury the body or move it from the road.

Slowly the large trucks pulled away, inside you could see and hear the continuous cries and screams from the people in the trucks. The trucks were each sent to makeshift prison camps. At each prison camp was a regiment of his majesties soldiers, standing guard. The torturing was conducted out in an open courtyard, for all to see. Those with AIDs would be the first. Twenty torturers waited eagerly in the courtyard for their victims. Slowly the first batch of men, women and children marched towards the courtyard, soldiers stood nearby. The torturers would first break each person’s knuckle and fingers with a hammer. No gag was put into their mouths so that everyone could hear the tremendous screams of pain. Following that the torturers poked the AIDs infected bodies with red hot metal rods, or stretched out their bodies so each joint was dislocated. Then their noses were broken with a metal glove worn by the torturers. Following that the quadriceps was slashed with a knife and the Achilles tendon was cut with a large scissor. Finally the torturers slashed across their gut region, and tossed the body to the side.

The entrails then slid out from the AIDs infected bodies into their owns hands. Since the Achilles tendon was cut they couldn’t escape. They would die with their guts in their own hands. After each AIDs infected person was tortured and killed their families followed. Each family member was given the same treatment as the AIDs ridden people had received. Those that tried to escape or flee were shot in the shoulder or leg, so that they can still be tortured.

In the end a total of 250,000 AIDs/HIV infected people were killed. Over one million family members suffered the same fate.

King Arcadial was once again sitting in the now familiar old wooden chair located in the broadcasting office. Behind him stood his son Crown Prince Kelrakli with a stern look on his face. King Arcadial quickly reviewed his papers as the numbers ticked down, 5,4,3,2, and 1. The red light quickly lightened up to the green broadcasting light. He shifted in his chair momentarily and then begun.

“Greetings citizens of Hasfut and people of the world. I have come to you today to announce several important developments and decisions that the Fremont Council and I have concluded. First I am happy to declare that the AIDs, and HIV virus have been fully eradicated from our lands. No longer will those that have committed fornication be able to contaminate our people’s good souls. Them and their families have been sent to hell to spend an eternal life of damnation.
Earlier today the Fremont Council assisted my son and I on several reforms that we believe will result in the further purification of our people. All people of non-heterosexual orientation shall be sent to government built homes, where they can live out their lives away from those of good heart. Two neighborhoods have already begun construction. Each neighborhood shall house homosexual males, and homosexual females. A large metal fence and a military detachment will keep watch over all inhabitants. I have given the permission for Volker police units to shoot any man, woman, or child who attempts to interfere with the transfer.

I also wish to announce that human sacrifices shall be allowed, however the following points must be acknowledged. The sacrifice should be of a person that is not from our nation nor should he be Christian. Foreigners are fair game unless they purchase a certificate of fifty million dollars from the government. Hunting parties in foreign lands shall be permitted. All sacrifices must be for the God of Abraham. Should a person be found of sacrificing towards another religious figure he will be tortured and shot.

We wish to ensure the people that more reforms will be installed in order to affirm our perfection as a nation.

The green light went red. King Arcadial leaned back in his chair, “Order the bombers to begin mobilization. The homosexuals can be gathered in a day or two. Once the time is ready I want you to give the order. Prince Kelrakli merely nodded.

All across the kingdom thousands of Volker police gathered tens of thousands of homosexuals into waiting trucks. The cries of family members rang out in many neighborhoods. They were silenced by Volker beatings. Some tried to escape the cleansing. However the king had accounted for that and helicopters hovered in the skies, reporting the positions of those fleeing. Volker units would then enclose the suspects and shoot them repeatedly. Just over one hundred thousand homosexuals were gathered that day; sixty five thousand females, and thirty five thousand males.

The “homes” promised by the king was military issued tents that accommodated six people. Inside were government issued blankets, meals ready to eat, pillows, and canteens. That was all that was given. Numerous guard towers were lined up along the wire fence; each had a manned machine gun. Several water trucks pulled into camp each day to fill up the canteens. That was the only water available to them. Most couldn’t imagine living in these camps for long, but they wouldn’t have to anyway. During the night in the third day of encampment four B-52 bombers took off fro Aklias Air force base. Two bombers set course for the female camp, the other two towards the male camp. As the bombers flew over the campsites they released their cargo. Numerous bombs carrying sarin were dropped on the unsuspecting camps. The job was done.

When morning rose the king issued a statement pertaining to the deaths of those in the homosexual encampments.

“I am sadden to say that the one hundred thousand occupants of the government built homosexual neighborhoods are dead. During the night the nuclear reactor of the northern provinces melted down. The men manning the reactor are also dead. In order to ensure that no more lives are lost I have ordered the military to secure the infected area. I wish to affirm to you, the people, that the area affected is small and insignificant. No major harm to industry or farming should come of this. We should be grateful that those of impure spirits were the casualties of this event.”

In the following days and weeks numerous foreign tourists, and visitors were captured by highly pious citizens for sacrifice. Citizens would first chant a prayer with family and friends before the head male would rip out the heart with a dull knife, and then gut the victim. Their blood and entrails were splashed upon the altar signifying the hope of a long and prosperous life. Then the carcass was burned on the altar, signifying the death of those that oppose the will of God.

Official Statement From the Teslian Government

Dictator Namazov and the Teslian Nationalist Government have issued an official advisory to any Teslian citizen who would be travelling to the nation of Hasfut, with respect to the recent radical developments and hostility towards foreigners demonstrated by the Hasfutian citizenry and condoned by the Hasfutian government. While there is currently no air service to Hasfut, all Teslian air carriers have been prohibited from offering flights to the nation until otherwise informed.

The Teslian government has no terrible concern with Hasfutian internal policy so long as no Teslian citizens are found to be harmed. Should this be the case, it will of course be construed as an act of war.

Raven corps see nothing wrong with the action that this nation has taken, although we must say we could have used them for more better things. And could have made use of them. But its not our place.

The advance wings would tell the wing commanders of the transports where it was safe to land the transports when they got there.

The planes streaked off the tarmac at the recently rebuilt air force bases in Kahanistan, flying low towards their destination.

Kahanistan Republic Guard forces approaching Hasfut

The other 245 transports circled around the airport, looking for other airfields to land in, or those in nearby countries. The Raptors and MiG's, refueled from the few Stratotankers that had survived the last war, circled around as well, awaiting the transports, but remaining vigilant.

Each transport had ten Republic Guards armed with OICW's, NBC, and body armor, security if the plane were forced to land and someone attempted to murder the crew. They awaited the entry of numerous AIDS patients, homosexuals, non-Christians, and others whom Kahanistanian Intelligence had said were persecuted.

Hafutian soldiers kept their distance as the aircraft landed. Surrounding the air strip was five thousand Hasfutian soldiers, security incase the foreigners had more in their minds than just rescuing some refugees. As the final plane landed Commander Jenik gave the order to release the refugees. Just over three hundred were released, mostly criminals, and people being housed in the Hasfutian prisons. As the final person was released the control tower gave the foreign aircraft the go ahead to take off.

Although we in the United Socialist States of Schultaria Prime know and understand that the pervasiveness of Acquired Immune Deficiency Syndrome is perhaps one of the greatest threats to public health in nearly three hundred years, we tend to agree with most nations who have responded thus far in the deplorable methods by which the members of the Hasfuti government have engaged in finding a solution to this quandary. The actions of the Hasfuti leader Arcadial, although technically correct from a standpoint of classical logic (remove the source of the disease to obtain a full remedy), are quite abhorrent in international circumstances for their unusually vicious and callus disregard for the individual sanctity and protection of human life; despite the perceived "success" of the Hasfuti government in the remedy of this problem, their actions have earned them the lasting ire of many powerful states.

While we in Schultaria Prime deplore our own inaction in helping to preserve the livelihoods of those who have already been lost in the existing pogroms of the leader Arcadial, we will not tolerate the continued persecution on behalf of the Hasfuti government. Instead of committing troops and weapons, however, we offer a proposition to the Hasfuti government which might prove materially beneficial to all parties within the nation. History has shown that time and time again those nations who are the more tolerant of peoples of different religiosity, ethnicity, and sexual orientation are those who achieve greatest material and financial prosperity through the free flow of ideas. Therefore, we in Schultaria Prime offer the following terms to the Hasfuti government as a means of showing to the world their willingness to improve their governmental power:

1. Reduce and eventually remove government restrictions concerning physical isolation of any and all members considered to be "deviant from the Hasfuti governmental standard", thereby allowing peaceful and law-abiding members of homosexual and non-Christian communities to integrate and rebuild on their own accord.


2. (If applicable) Reduce and eventually eliminate any and all restrictions concerning employment, post-secondary (University) education, or training of all members considered to be "deviant from the Hasfuti governmental standard", thereby allowing skilled individuals the ability to excel at fields beneficial to the national economy (and tax base) without fear of governmental reprisal.


3. Maintain commitment towards the peaceful preservation of life by the allowance of certain measures of toleration, including legal codes insuring the preservation of the individual's right to due process of law and the ability to petition the government in cases of legal argument, thereby allowing the citizens of Hasfut the added ability of feeling they are a part of a secure and stable infrastructure open to the interests of the population as a whole.


4. (If applicable) Allow for the inclusion of term-limited appointments to certain members of the Hasfuti government bureaucracy along with the possibility of regular, public, audits and censuses thereby insuring that government corruption is correspondingly reduced and that progressive legislation will take a better foothold in Hasfuti localities.

Of course we understand that the process of legal and executive alterations on even this scale can take many years, but in doing so Hasfut's government will be more open to its populace and thus more profitable financially. As a means of helping expedite these changes, we are willing to offer a series of open, publicly accessible, series of support measures designed to offer the Hasfuti government tangible incentive.

One, the University of Schultaria Prime system to allow Hasfuti engineers, scientists, medical doctors, traders, skilled laborers, bureaucrats, and leading members of the legal community to attend our world-renowned public educational institutions at little charge compared to other international students.

In addition, due to the government's reasonable economic success and financially conservative spending practices, the United Socialist States of Schultaria Prime have vast amounts of federal capital, nearly 1.5 trillion USD per year, which may be of some help.

Should the government of Hasfut decide that these offers are acceptable, the education opportunities and fiscal compensation (which will be offered in a series of open vouchers and loans / bonds respectively) would be available as soon as an independent group of international diplomats and heads of state (to be determined between the Nations of Hasfut and Schultaria Prime) could be established to help guide and gauge the progress of reform in Hasfut.

The Republic condemns the Kingdom of Hasfut's actions in genocide of its own people and legalization of human sacrifice. This part in your official statement particularly concerns and angers us:

Although in itself deplorable, you do have the right to keep foreigners out of your soil, although killing them is going to far extremes. I would like to make it very clear to the nations of the World that this rogue regime in Hasfut does not speak for the entire Christian or Jewish Faiths. He is but one in many ictators who seek to use our God as a way to justify his brutal exeuctions. As such, it would be the Trinity Empire's duty to thwart this heresy and ensure God's name and the Christian Faith is not used to justify mass execution.

To prove this threw Biblical logic, no where in the Bible or any document in the Jewish or Christian Faiths does it say God demands human sacrifices, at the most it is the sacrifices of animals. The Diplomatic Situation Room seemed to breathe and loosen its fixed edges as messages of international support for the Schultarian-sponsored Hasfuti reconstruction grew to eat up more of the massive wall screens surrounding the select members of state still in attendance. While most of the room's occupants were starting to feel a slight sense of relief and accomplishment, none of them relaxed with as much casualness as the room itself reflected. As generals of the SKC paced about maps of the Hasfuti region nearly as wide as the long diamond conference table planning possible military options, members of the National Assembly and Department of State were conferring with local diplomats for emergency assignment to Hasfut as brokers of the process. Frenetic as the pace was, none of the Directors of Schultaria Prime participated in the heated exchanges; for now, it was their job to be the judge and impartial viewer. They had already cast the final word on the nation's response, and now it was up to the rest of the members in the room to help bring it together.

Of course, as signers of the proposition, the three felt it necessary to speed up the Schultarian front. In situations like this, delegation would have to wait until both the Schultarian and Hasfuti governments could meet at the same table.
