Upon the withdrawl of US Troops from Iraq, Prime Minister Nechervan Idris Barzani of Iraqi Kurdistan announced full independence from Iraq. For nearly two decades, the area has been autonomous and de facto independent, but now they have legally declared full independence. Iraq has stated that it has no current position on the matter as it has more rebuilding to do and the insurgency is still partly present. Iran, Turkey, and Syria threatend to invade newly-independent Kurdistan if it does not return to Iraq.

The Russian Federation officially recognizes Kurdistan and has announced it will help defend Kurdistan if Iran, Turkey, or Syria invade. The VSRF said it would sell Kurdistan weapons for its defense and possibly send troops.
(OOC: takes a quick sniff, yep the definite smell of a WWIII situation is brewing)

SECRET IC:
French Intelligence notes that Turkish forces have been massing along the border with Iraq and Iran. They number around 200,000 and include heavy artillery, jet fighters and bombers, and mobile infantry. These reports are unconfirmed, but the probability of its verity is high.
We encourage all nations who read this report to use it to develop contingency plans, to prepare for any kind of action. While our government has yet to publicly confirm our approval of the Kurdish government, we are quite certain that PM Villepin will support the new government, considering its peaceful assent.
Furthermore, we have detailed reports that Kurdish insurgency groups, linked to the crisis in Albania may attempt to overthrow the Turkish government in a rebellion, to join this new Kurdish state. There are some reports that the CIA may be involved as well, but as of yet, there is no evidence for this claim.

Kurdish intelligence has contradicts French intelligence in that only small numbers of Turkish troops were sent to Turkish Kurdistan(not yet independent) to make sure they don't attempt to secede or rebel.
OOC: Why would Turkey send troops, they're pretty secular and really don't want to get involved in the affairs of the Middle Easts, being a future EU member. However, I can understand Syria and Iran wanting a piece o the Kurds.

OOC: But they will if Turkish Kurdistan secedes.
Secret IC:
PM Villepin is expected to make a statement regarding the self-autonomy of Kurdistan.
On other news, Syria and Iran remain rather stagnant after their calls for a return to Iraqi sovereignty. But as noted, Turkish forces have increased their presence in Kurdistan, while suspected plans are in place to increase their presence in the event that Kurdistan does not revert to Iraq. These are all unconfirmed again, but we are remaining cautious with the various factions involved presently.

OOC: Kurdistan is my NPC so you can RP part of it, but not too much and nothing major. By the way, the capital of Kurdistan is Arbin. There is a Turkish, Iraqi, Iranian, and a Syrian part of Kurdistan I think. All will eventually be formed into one Kurdistan eventually, which will be to Russia like Iraq is to the US (friendly).
IC: Kurdish militias in Iran, Turkey, and Syria were alarmed by the development. Originally hoping for a united Kurdistan, their hopes now seemed dashed and they fear reprecussions for making the first move. Prime Minister Barzani called a meeting of representatives from all parts of Kurdistan to plan a peaceful end to this conflict. A small number of Russian observers were invited. Other than them, only Kurdish leaders will be at the meeting.

=== PRESS RELEASE ===
PM Villepin speaks in front of the press, on the revelations in the world [conveniently translated your common language].
"Good evening, ladies and gentlemen. These past weeks have been rather startling in their appearance, especially concerning the affairs of France and the world. We have seen the rise of an aggressive America, and with the solidarity of the world, their invasion of Cuba has been terminated. We expect the American government to do their part and withdraw their troops, to allow UN peacekeepers to monitor Cuban elections, as they recently performed in Haiti.
We are more concerned with the developments proceeding from Greece and Russia. We express our solidarity with the two governments, hopinig that some compromise can be achieved among the two. I can assure you that France has been doing her part to ensure that conflict does not arise from this issue.
That said, we are faced with the self-declared autonomy of a Kurdish state, which is a great relief to the people in the new state. We send our hands of encouragement to the new state as they begin the process of state-building, much as the current Iraqi government still has to deal with. We send out warnings to the governments in Turkey, Syria, and Iran, to forgo forceful integration of Kurdistan with Iraq; rather we encourage their cooperation with the new state. Moreover, a war with Kurdistan will not go easily for the Turkish government, if they wish to join the EU. Syria and Iran are both known as uncooperative states, especially the latter. We urge both nations to pursue peace and avoid entangling into any kind of deep mess with Kurdistan.
As of the present moment, our protestors in the streets of Paris are peaceful protesting the American presence in Cuba, and while we do not fully condone the actions of the USA in maintaining their troops - numbering around 1000 - outside of their bases in Cuba, as this would normally constitute a breach of sovereignty, we encourage our people to recognize that the USA is a separate entity and France has no direct interest in micromanaging their affairs. Peaceful protest is granted, but with the memories of November 2005, we are not hestitating to institute martial order to maintain peace for the greater good of the French people.
We encourage the world to open to each other in open, friendly arms, expressing our faith that solidarity in the international community can achieve many great things for the world.
We bid you a good night, ladies and gentlemen, and we thank you for coming out to attend this meeting."

Kurdistan is wary of Greek's offer, but does accept help in developing its world trading abilities. Most other aspects of improving our nation are being handled by Russia.

Negotiations between Iran and Kurdistan resolved the conflict between them and they have become trade allies. Also, Iran has allowed it's share of Kurdistan to join with the rest. Kurds around the nation cheer and parade, however the conflict between Kurdistan and Syria/Turkey remains. Syria and Turkey are showing signs of backing down and Kurdistani officials are thinking of applying for UN membership.
Kurdish leaders are still meeting to discuss what to do about the future. Elections for parliament are planned soon. Russian, Chinese, Iranian, and Egyptian observers have been invited. Russia agreed and Iran declined and Egypt says it may send a few observers. The new parliament will elect a new Prime Minister. Kurdistan may invite other nations to send observers if they offer it.

The Netherlands recognise Kurdistan as an independent republic, but strongly urge the nation not to try and take over Turkish Kurdistan. After all, Turkey is strongly associated with the EU and the Netherlands would stick with their Turkish friends if the secession of Turkish Kurdistan actually takes place.
