Last week the President of Nigeria pushed two pieces of legislation through. One regarding the nations Railways the other regarding the many militias that are maintained by the various ethnic groups in Nigeria.

The First was about standardizing the nations Railways. "Because our railways our uncared for and disorganize, our entire infrastructure suffers," the president of Nigeria said upon passage of the bill. The plans call for the rail system to be standardized, major expansion of the inadequate system, and the purchase of many more engines and cars to precipitate the change. It is anticipated that by 2008 the railways system will be sufficiently standardized to ensure there use in the moving of large materials along existing tracks. By 2009 the Railways system will be the best in Africa with every major city having a station for freight and passengers.

The second was concerning the Militias which are present in the country. The Nigerian President challenged the local leaders on Friday in a Public speech saying, "We are Nigerians, not Christians or Muslims, not Yoruba or Igbo, but Nigerians. The army is here to protect you as Nigerians. These Militias are just going to drive a spike between us who should be brothers." So far response to his call has been varied. In the south and east of Nigeria militias have been quick to disarm. However in the Muslim North West, disarming has been much slower. Many more radical groups are resting disarmament.

Israel thanks Nigeria for breaking down the religious barrier (of Muslims and Christians) and uniting as a nation.

IC: The US also applauds these moves by the Nigerian government. Hopefully Nigeria will become a good example to Africa of a peaceful and free country.

The Kremlin announced it will include Nigeria in its plan to modernize and enrich Africa. Russia plans to help Africa get back on its feet after over 400 years of pain and trouble. Africa will be made a rich cultural paradise again. We will prevent the West from causing too much trouble and building too many McDonald's and make sure every African has bread to eat and water to drink. Our farms are being made more productive so we can provide Africa with cheap food while African infrastructure is rebuilt. In return, we only ask for peace and support of Russia. Please disarm the militias and unite into one. United we stand, divided we run out of vodka... ;)

Nearly two months ago the Militas were outlawed in Nigeria. Now today the last of the Islamic militas have been disarmed. Now he new Railways can move into the north of the counrty unhindered.

In other news, the number of polio vacinations has gone up as the number of Islamic Militas decreased. This is a sign that the fundamentalists are losing power in Nigeria. Wether this is because of the peace with in the middle east or the amrmed militans being disamrned no one can say.

With extra security in Nigeria since the militias are being disarmed, several US oil companies would like to invest in the Nigerian oil industry. Also, the US would like to increase its ties with Nigeria and offers help to Nigeria to get its economy going. If Nigeria needs to purchase weapons or something like that for its defense the US would be happy to sell some, or sell the rights to build some.

The Republic of France would like to offer Nigeria assistance in modernizing its infrastructure, to provide better means of transportation, communication, and modernization for your people.

If it is also desired, we would like to offer subsidies to Nigerian farmers who follow Free Trade Regulations, minimilize argicultural damage to native forests, and likewise enforce preservation standards [in payment to the government for dispersal to the farmers].

Goverment planers anounced today that plans are under way to build a new paved road system that conneccts all major cities. it is estimated that this project will take ten years to complete without outside help. However it is estimated that with this improvement incomes will increase five to fifteen percent in all employment sectors.

In part with our promise to support infrastructure improvements, we are offering to offset the costs of this project by 25% [ooc: conceptually, a little number but a lot of money...].

The government of The Netherlands would like to offer assistance to the government of Nigeria as well. We think your revitalisation of the local infrastructure will greatly benefit the people of Nigeria. In addition to that, it will also boost the profits of Royal Dutch/Shell, which has long been among the biggest investors in your nation.
However, we do hope that you will respect the possessions of Royal Dutch/Shell and will not get any wrong ideas about nationalising oil-industry-related equipment.

Russia will assure that all Nigerian oil is owned, processed, and exported by Nigerian companies if Nigeria so wishes.

I will simply assume that the Russian representative means to say that, IF a decision was reached to nationalise assets in the oil industry, Russia would support that decision, as long as the companies whose assets are lost, will be reimbursed.

OOC: It's more of a message to the West that Africa is ours. A subtle one though. We would help remove foreign companies if Nigeria asked...forcibly remove. Maybe we would loan money to Nigeria to nationalize the oil and expect some shares in it or eventual payback.

OOC: I realised that was what you were saying. But I didn't want to say directly that you could **** yourself and can't have it! ;) Also, btw, doesn't France have quite a strong influence in Western Africa? It seems quite random if Western Africa would suddenly side with Russia, right?

IC: Of course the Nigerian government should not feel pressured into dealing with Russia... When need arises, the European states might be willing to assist in any way. But without actually having to sell your soul...

Nigeria would like to remind the world that we have no intention of nationalizing our oil industry so long as wages are fair, and benefits packages are effective. As a matter of fact we would be pleased by to have additional investment in our oil industry. We would also considering opening up the possibility for manufacturing facilities to further facilitate our economic growth.

Occ/Russia, I don’t think you own Nigeria; I was under the impression that I was an independent country. I am sure that France the EU and the united Sates would love to take over your job at supplying support to Nigeria; you don’t own us/Occ

Russia may be out of his league, but give him credit for trying...usually Africa is no man's land...

The Republic of France feels that while supplying assistance in oil infrastructure would provide a better in road to the economy of Nigeria, we would feel better if we provided assistance in matters that mean most to people living in the country in general - that is to say, roads, railways, hospitals, electricity, running water, clean water, and additionally our program to introduce agricultural subsidies for all French imports from Nigeria that follow Free Trade regulations, utilizes and protects rainforest habitat, and use cultivate organic products. In presenting these investments, we hope that Nigeria could be better acquainted and better assimilated into the global market.

If the Republic of Nigeria would like to have French assistance in oil infrastructure [drills and refineries], we would be glad to offer that as well. However, we would rather deal with the other matters first.

OOC: Russia owns everything...you may not know it, but Russia controls half the world...well it used to. ;) I wasn't serious there. I know we don't own you, we could "own" you(lol). We just are acting like your big brother and want to protect you from the Western bullies. ;)

IC: Russia has no intention of deposing or removing Nigerian sovereignty and fully respects that right.
