Official Imperial Edict MCXXIV
By both order of his Imperial Highness, the Most Holy Satanic Emperor Anton IV, advised by a 75% in favour vote by the general public in an official census of opinion, the Official Imperial Edict MCXXIV has been passed.
Imperial Edict MCXXIV officialy declares MelekTaus as a Socialist Imperial state, combining the Imperial Military of old MelekTaus with domestic Socialism.
The Government is in two parts, each advising and communicating with each other, but neither the superior or inferior of the other, and no official head of state overall.
The first of these governments is the Imperial Court. The Imperial Court is responsible for the running of Military Affairs, expansion of Imperial lands and holdings, running of intelligence agencies, the welfare of all MelekTaus citizens in foreign lands, the running of MelekTaus embassies in foreign lands and all other duties of a Military department, Foreign Affairs department and Intelligence Services. The head of the Imperial Court is the Holy Emperor/Empress. All other members of the Royal Family must join the Military at what ever level (Soldier/Officer e.c.t) they have the educational qualifications for, and the branch of their choice, for them to hold any military power if they so hold any in a military career at all. Any heir to the throne has NO choice but to undertake a military education in preperation for their duties as ruler of the Court. It is only the Emperor who can decide, with advising from the People's Court,
The second of these governments is the People's Court. The People's Court is responsible for all domestic and law and order duties, including the management of national courts, police, the conversion of all private business to public ownership, management of public transport and infrastructure and every other duty to the people within the homeland, including the laws that govern them. The head of this government is a nationally elected Premier who serves for three years, who is also in constant communication with the Emperor/Empress, for the two to share advice to one another. The Premier's duties are to manage all People's Court affairs, to create and remove laws to better serve the People and law and Order, and to control all budget works, in co-operation with the Emperor, who gets a 40-50% slice of the government budget for the Imperial Court.. Aiding the Premier, and voting of whether to pass laws he creates is the People's Council. The People's Council is made up of 100 individuals, randomly chosen from all citizens of MelekTaus to serve as Councillers for three years, during which time their jobs will be protected by law to be returned to them after their term. To ensure quality in the Council, only those with atleast a college qualification will be allowed to serve under government pay in the Council. The Council votes on all laws the Premier submits to them, and it shall only be passed on a 3/4 majority vote. The Council may also veto any choices on members of governmental departments the Premier makes, on a 3/4 majority vote, or call for an election to replace the Premier on a 3/4 majority vote. The Council also advises the Emperor/Empress on public opinion on any wars, or choices to go to war, he/she may make.
