The following has been gathered from a Swedish newpaper reporting on King Charles XV speech on The New Sweden:

In an attempt to gurantee its dominace over the Scadinavian Pennisula and its existance as a power of the European World, King Charles XV, who recently suceeded his father, has taken some drastic steps to change Sweden-Norway.
First, Sweden, whom holds the majority of the power in the union, has decided that it has given Norway too much power for too long. Thus, henceforth, Norway will become a province of Sweden and will cease to act as an equal power to Sweden.
Secondly, Sweden has begun to focus more upon its navy and will begin to construct a far greater navy than the one that now exists.
Lastly, an expedition force of several thousand soliders and civilians have been sent to colonize and conquer southern Madagascar as it first step towards joining the Imperial powers.
This, King Charles XV hopes, will begin a new and prosperous era for the nation whom most other nations ignore.

OOC: What follows is the actual (historical) text of the agreement reached between the French Emperor III and the Austrian Emperor Franz Josef I at Villafranca on July 11, 1859 (like it says...).Armistice of Villafranca between Napoleon III and Franz Josef I

His Majesty, the Emperor of Austria and His Majesty, the Emperor of the French have agreed to the following:

The two Sovereigns encourage the formation of an Italian Confederation. This Confederation will be under the honorary Presidency of the Holy Father.

The Austrian Emperor cedes to the emperor of the French his right to Lombardy, with the exception of the fortresses of Mantova and Peschiera, so that the frontier of the Austrian possessions will begin at the extreme edge of the fortress of Peschiera and will extend in a straight line along the
Mincio River up to Legrazie, from there to Szarzola and Lugano on the Po, whence the present frontiers will continue to form the limits of Austria.

The Emperor of the French will remit the ceded territories to the King of Sardinia.

Venetia will constitute part of the Italian Confederation, while continuing to remain under the Crown of the Emperor of Austria.

The Grand Duke of Tuscany and the Duke of Modena will return to their States, granting a general amnesty.

The two Emperors will call upon the Holy Father to introduce indispensable reforms in his States.

A full and complete amnesty is granted by both parties to those persons compromised on the occasion of the recent events in the territories of the belligerents.

Fait à la Villafranca, le 11 juillet, 1859.To the Sovereign States of Italy,

In accordance with the wishes of the signatories to the
Treaty of Zurich, signed on November 10th, 1859, the nations
of Italy are invited to assemble in Rome on March 1st, 1860,
for the purpose of creating an Italian Confederation. This
Confederation, modelled after the German one, will commit
the states of the peninsula to economic cooperation and
common defence. It is proposed that the honorary President
of the Italian Confederation be the Holy Father.

Signed,
His Imperial and Apostolic Majesty, Franz Joseph I, By the
Grace of God, Emperor of Austria, King of Hungary and
Bohemia, King of Venetia, etc.OOC: The nations specifically invited to this conference
are: The States of the Church

The Kingdom of Sardinia

The Kingdom of the Two Sicilies

The Kingdom of Venetia (held by The Empire of Austria in personal union)Nations listed in red are player-states.

One of the issues to be discussed is the disposition of the so-called “United Provinces of Central Italy”, a group of revolutionary states that emerged in late 1859 when the subjects of the following principalities rebelled: The Duchies of Modena and Reggio

The Duchy of Parma

The Grand Duchy of Tuscany

The Legations of Ravenna, Ferrara, and Bologna, along with much of the region of Romagna (all part of the Papal States)According to the Treaty of Zurich, the Grand Duke of Tuscany and the Duke of Modena (who is also the Duke of Reggio) are supposed to be returned to their thrones (nothing was agreed to with regards to the Duchy of Parma or those parts of the Papal States, in and around Romagna, that had rebelled against Papal rule).

So the first order of day for the conference will be to agree to establish the Italian Confederation; the second will be to agree on its basic rules. Then we can discuss mutual defence, internal trade, economic development, diplomatic cooperation, etc. - although this will likely come after addressing the thorny issue of what to do with the rebellious territories in Central Italy...
