I invite a representative of the United Eurasian Republics to come to Voronej so we can discuss relations between our nations. We will respect the wish of the UER's people and will not seek a defense however there are many other topics that could and should be discussed, including a pact of non agrression between our nation as well as a pact of economic cooperation primarily in the civilian energy sector. We believe that our nations have much to offer to each other, let us work together for a better future.

Premier Zhao raised an eyebrow as Foreign Minister Bei recited President Ivanov's communique.
"So, Rongyi, what is your opinion as Foreign Minister? Should we talk with them?"
"Comrade Premier, it is my belief that there are certainly advantages to maintaining a good relationship with the Russians. Now that we are out of any binding military agreements, we have the freedom to do what we wish; we should hear them out at the very least. If they bring nothing of interest, then we can always turn them down as politely as possible. Personally, it wouldn't surprise me if we could benefit from civilian energy cooperation; certain things would be kept to ourselves of course, but oil and other fuels are always useful."
Zhao nodded. "I happen to agree with you. Eastasia Petrochemical could certainly benefit. Alright, go to Voronej, hear them out. See what they have in mind."
