It has been with two recent events, the Kuampala incident where 50,000 communists were taken in and intergrated with MelekTaus life styles from Kuampala, and the recent fight to protect the All Soviet States, the general air of MelekTaus has been one of support for a Communist regime. The Emperor himself agrees with the domestic advantages of such a regime, but is quick to declare he will NOT abdicate his throne. Instead the Emperor has proposed the following Communist inspired ideology.
Socialist Imperialism
Socialist Imperialism is a combination of Communist domestic policies, and an Imperialist military doctrination. There will be two seperate Government sectors, one for pure military and foreign policy handling, the other for other, more domestic affairs. The militaristic part will be called the Imperial Court. This 'Court' governs foreign policy, diplomacy, and all military matters. The head of this organisation is the royal family, the chief of which is the ruling Emperor or Empress.
The other part is the People's Imperial House. This government section is dedicated to enforcing law and order, economy, the ownership of all private companies amoung the people, and every other aspect not to do with foreign and military affairs. The Military Police, which were the only police force, would be split in half. One half will remain called the Military Police, who would govern law and order within the military, while the other half will be the People's Police, which will govern domestic security. The head of the People's Imperil House will be the Premier, who will dictate domestic rules on behalf of the people, and will act in accordance to their decisions. The premier will be an elected person, and the next level of rank, the People's Senate, will have the power to over-rule any laws he/she makes that are deemed unsuitable for the People. The People's Senate will be a council of 100 members of the public, chosen at random by a computer, to be employed as Senators for 3 years service. To ensure quality is within the senate, only those with a futher education beyond compulsary education, and qualifications to prove passing off, are eligable for the Senate draw. The Senate's duties are to over-see the rulings of the Premier, to vote upon the Premier's decisions if deemed neccissary, and to ensure the People's Voices are heard. All other departments are created by the Premier's decision.
The Imperialist side of the nation will remain true and fresh by the fact it is the Emperor/Empress alone who decides when to go to war, and with whom, the Emperor/Empress alone who has the right to make and break military alliances, the Emperor/Empress alone who may command the establishment of colonies and embassies, the Emperor/Empress alone who may decide what military organisation is conducted, what military research is made, what policies the military follows, what rules and conducts the military upholds, what units or organisations are created and disbanded, and the Emperor/Empress alone who decides foreign attitude. To assist in this, the Premier and the People's Senate have the right to speak their mind direct to the Emperor at any reasonable time, as well as to advise him on the People's Opinions. All members of the Royal Family must go through military training and a minimum of 20 years service before being allowed to become the Emperor/Empress. Only those Royal Family members with 15 years of service may be granted royal rank by the Emperor/Empress, as in leadership of one of the major branches, and answerable only to the ruling Emperor/Empress.
This form of bi-government, however, is not yet part of MelekTaus ruling, and is only an idea. The Emperor is still the head of government, and the sole ruler of MelekTaus, and only he can make this ideal law when he so chooses to.
