First Contact Vessels

When first encountering Trinity Prime ships, they will probably be one of these two types: The “Bando (http://i7.photobucket.com/albums/y293/jeudesprit/trinity/Bandoredux.png)” class Survey Cruiser or the “Gilmore (http://i7.photobucket.com/albums/y293/jeudesprit/trinity/gilmoreredux.jpg)” class Light Cruiser.

Both share the disk shape common to first generation impellor craft. This older design is still in use because of the sheer speed it can travel in Semi-Space, some ships achieving upwards of 10 parsecs per hour in favorable conditions (That’s equal to crossing the Milky Way in 128 days). The usual speed is normally lower and varies according to spatial density, between 2 to 7 parsecs per hour on average. Still, it is a speed demon for not using a keyhole drive or a jump gate.

The Bando class has a crew of 5 officers and 23 files. Normally Captained by a Lieutenant Commander or Commander, they are sent on longish patrols that usually consist of traveling from star system to star system, surveying planets and possible gate points if the survey favors colonization. The service bumps the rank of the captain (if necessary) so that while in command s/he has enough authority to deal with first contact scenarios. Often survey captains revert to lower ranks upon return, though commanding a survey ship generally means that you are on the promotion track.

Armament : Carries 12 Class C primaries in bank arrangements of two upper, one lower. Each primary has a firing rate of 60 rpm or 180 rpm per bank.
Performance : Acceleration – 12 g max, 10 g safe, inertial field rating 7-9 g.
Max Speed (normal space): .999c (1,212 hour run up)- Note: use of Semi-Space drive to dump mass can cut this run up by a factor of 100 ( 13 hour run up) but both methods are generally avoided due to dilation effects.
Max. Speed with SS drive: 10 parsecs/hour.

The Gilmore class has a crew of 10 officers and 110 files. It is normally Captained by a Commander though occasionally a Captain will be assigned. Their ranks are generally permanent with the commanders often receiving promoted shortly after a successful patrol. Their patrols are as long as survey cruisers, but involve less routine drop and scan. They cover a sector with several survey cruisers patrolling and respond to reports of interest or distress calls.

Armament : Carries eight Class C and eight Class B primaries in bank arrangements of two upper and lower/bank. The banks alternate B and C along the circumference of the cruiser. Each primary has a firing rate of 60 rpm or 240 rpm per bank.
Performance : Acceleration – 14 g max, 10 g safe, inertial field rating 8-10 g.
Max Speed (normal space): .999c (1,212 hour run up)- Note: use of Semi-Space drive to dump mass can cut this run up by a factor of 100 ( 13 hour run up) but both methods are generally avoided due to dilation effects.

Trinity Jumpgate and Assault Transport

The Trinity Jump Gate is based off of the principals of the semi-space drive. The gates have been in use for 30 years and commonly used for the last ten. The gates are a system by which non-translight vessels with an impeller drive can travel at semi-drive speeds. It can be used as a point-to-point transport between gates, with the gate system controlling the semi-acceleration and deceleration. The ship may also exit semi-space without having a gate on the other end using a “keyhole” grid system. The only limit then is the amount of breaking power of their impeller drive.

As a ship drops out of semi-space, it moves at relativistic speeds for a period of time determined by the thrust and pseudo-mass accumulation. This is safely handled by a gate-to-gate jump or a full semi-drive. (Crews normally move to “deceleration stations”, since the momentum and velocity shifts are quite dramatic even with dampeners.) A problem may occur with a simple impeller drive doing the deceleration with a keyhole grid.

The accumulation of real mass instead of pseudo-mass too rapidly will lock the craft into a “reversal flux,” where time dilation can occur from pseudo-velocity being converted too early. A semi-drive will automatically balance the two unless it has a catastrophic collapse (which leads to a different set of problems). The time dilation effects can be anywhere from 1:1.15 (1 on board second = 1.15 seconds to an outside observer) to 1: 3.15x10^7 (1 onboard second = roughly 1 solar year for observer).

The craft will decelerate to normal time according to its engine rating, but it may be a prolonged period of time objective time or subject to adverse (read impacting) interactions with stellar or planetary objects. The worst case recorded was a test bed ship, the Endeavor , arriving five years late on a long jump. Some ships counted as lost may also be in this state of deceleration.

So far, no craft using the gate-gate jump have been lost. The keyhole grid using ships have had a low number of disappearances, some 20 ships or less than a .0001 loss rate, making the gate system the safest mode of transport in Trinity space.

The history of Trinity Prime is not as long as one might think, but longer than completely known. There are two prime worlds; Xuma and Ur, along with 10 colonies, all strung over five star systems. The known sentient races comprising the Unity are referred to as Xumaians, Urians, and Dellians. The world/nation make-up is essentially the same, with the addition of a sub-nation called the Xuma-Urians. As a political entity Trinity Prime is on the verge of celebrating its 52nd anniversary (called Unity Day). The stories of each member are considerably longer than that.

One of the two prime worlds is Xuma. The Xumaians are an old people. In their day, much of their technology surpassed what Trinity currently has. By their old stories they had outposts on a “hundred-hundred” worlds and were friends and allies with that many more races. But, as so many races do, they grew tired and their society fell back to a simpler time… with very complex machines serving their simple needs. Some studies done on a few of these factories indicates a possible 10,000 solar year stasis.

Now on Xuma, it is common (except for lower life forms like insects and few species of fish) for animals and Xumaians to go through several sex changes in their lives. They are born sexless, then express first as males at sexual maturity at 12 or so, and then change to female to bear young from their late 20s to their early 50s. After that, they become sexless again until their deaths. The average Xumaian lives to be 200 solar years old. Hence much of their lives are spent on other pursuits beyond family and rearing of young. By the time the second neuter hits, they have usually developed an interest or skill that they then develop to great heights since obsessive amounts of time and energy can be poured into it. We have many great pieces of art, music, dance and literature from the old master Xumaians. Also, any interest in matters martial can lead to a surprising genius for destruction.

Sometimes the cycle reversed for a few, becoming first female then male. Culturally this used to cause problems, but as time progressed the ratio rose and remained steady at 1:4. These reversed role Xumaians became the primary source of warriors and are sought out by regular cycle females who wish to have a lover with some experience. So when you meet populations of mature Xumaians, it looks as if some great number of males had died off, but it is the normal cycle of things to have a 1 to four apparent population of “males” to “females.” (Side note: The older neuters have a distinct gray cast to their skin versus the younger reddish cast.)

The second primary world is Ur. The Urians are a younger people, but still have a society some 3,000-years-old. Its people are slightly on the aggressive side, but that drive has been easily channeled into exploration and research. Their art may be a bit staid and boring, but they do write some of the most passionate sonnets in known literature. The military has more say in political life than in most places, but on the whole civil right and political freedoms are watched over and jealously protected by the individual. Their history followed a fairly normal galactic path. A war of epic proportions occurred, however, almost 200 years ago. More on that in the Dellian section.

Five hundred years ago is when the seeds for Trinity Prime were planted. An Urian relativistic colony ship made planet fall on Xuma. There was a misunderstanding between the Xumaians and the Urians. Needless to say, Xuma was not a backwater planet to be dominated by advanced Urian technology. The resultant conflict left the Urians stranded on Xuma with no ship left in orbit, only a few orbital shuttles, and not enough materials and supplies to last more than two years. By going on strict rationing, and with the help of the now friendly Xumaians, a radical plan for natur-forming was started.

Enough Urians survived the hostile conditions on Xuma (poisonous chemicals in plants and animals, subtle compounds practically untraceable in the water, heat extremes) for the next 50 years until a fairly large area became safe. Safe not only for the Urians, but also for their few species of animals and plants from the home world that survived. During that time, there was a drop back in technology, due to lack of manufacture and proximity of the regressive Xumaians, but it was never lost. Two shuttles full of knowledge and precious items were put into a 200-year orbit to return and land automatically. It was estimated that it would take that long to have an industrial base to get back to the stars.

It took longer.

A variety of factors, including reluctance from the Xumaians and a low birthrate due to conditions, delayed a return to interstellar travel until almost a hundred years ago. The first of the old style impeller ships left from Xuma, tracing back along the path to Ur. This prompted a second visitation from Ur when craft from the two same, yet different, peoples met in space. There was a brief exchange of hostilities in space, but that was resolved when it became apparent that the Xuma-Urians were not the Dellians. Apologies and fervent diplomacy prevailed due to dire circumstances on the home world.

Ur had had a war with the third member race of Trinity, the Dellians. Only the Dellians weren't another race, they were genetically manipulated, spliced together, clones. The ruling government of Ur had taken a distinct fascist turn to its thought at that time. Sciences had advanced to the point where a permanent working class, one that could endure anything and stay subservient, could be manufactured. The result exceeded needs, creating people stronger, faster and (secretly) smarter than the Urians. The only problem, and control leash, was that Dellians could not breed true. Imagine loving someone, deeply, and knowing that nothing ever could come from it.

Even with that problem, the Dellians sat out to free themselves and destroy their creators. With excruciating secrecy, the Dellians developed the Semi-Space drive. They planned their attacks and escape. What happened? They released a series of biological attacks with ecological disasters like meltdowns and flood plane control failures. The suicide squads did their work well, as the rest of the Dellians fled on hijacked vessels converted to semi-drive. Ur was due to be uninhabitable within 60 years from the biological and radioactive attacks. The Dellians did find a way to make themselves breed true, but they had to follow strict lines of breeding... and they had to scatter to keep from being wiped out by the enraged Urians. At first they established 12 colonies in the far stars, and the Urians had found two of them. Now they are ten.

This brings us to the present point in time: The Xuma-Urians brought back the nature-forming techniques invented for Xuma. They are much more successful on home world since biochemistry does not have to be changed. While not a paradise, Ur has stabilized in the past 50 years. In maybe 200 more it will be as good as new. Alas, the same cannot be said of the population. Several large colony ships, made from the converted cruisers used to hunt down Dellians (these are huge ships, 700 m to a kilometer plus), made the trip and were transplanted to the Urian section of Xuma. Meanwhile the Dellians have perfected the Semi-Space gates and some of the small colonies bound themselves together in a parliamentary government. When the Xuma-Urians and Dellians met, it was a friendly meet.

The Xuma-Urians acted as go-betweens for the Urians and Dellians. The Xumaians themselves played a key part by acting as arbiters and releasing some of the technology they had kept locked away. A peace was declared and a parliamentary government was formed. The Dellians are accepted, grudgingly, by the Urians. The Xuma branch has moved on and actually has a lively exchange on-going with the Dellians. The Dellians, for their part, have adjusted their society to take in the breeding program that will enable them to be freely reproductive in an estimated 20 generations (it could be faster, but they have a high distrust of anyone doing genetic research on them). They even have started to develop their own styles of art and music.

The Xumaians who travel to space are mostly those who have obsessed on it, so they are happy. “Looking up old friends,” is a common comment said with a smile.

Trinity is now united together; Xumaians, Urians and Dellians, and we seek partners to help us rebuild Ur...help the Dellians attain true viability instead of primarily relying on vats...and the Xumaians wish to find out what happened to old allied races and what became of old experiments. They work and explore together to bring these means to an end.

" Today marks a wonderful and terrible day," intoned the voice of Taff Ceti, president of the Federation of Trinity Prime. "We have taken the first steps in ensuring our safety in an increasingly unsafe galaxy."

So began the speech that was to announce the purchase and receipt of a Planet Killer (http://forums.jolt.co.uk/showthread.php?p=10617172#post10617172) spacecraft. As soon as the craft was recieved, it went into extensive modification and test-bedding for new technology and weapons. The modifications and standard loading is estimated to take about 10 years time.

The real reason an albatross of a vessal like that was purchased is to have an ace up Trinity's sleeve. If one of Trinity's planets is slagged or worse, then the "Revenge" would be used to destroy the attackers homeworld.

The Bando Refit has a crew of 5 officers and 25 files. Due to expressed weaknesses in skirmishes and wargames with other nations, the weaponry has been changed dramtically.
Armament : 6 Class B primaries are arranged on the upper surface, while the lower surface now has six turrents of twin rapid fire pulsed xasers in the 750 MJ range with full hotshotting. Each primary has a firing rate of 60 rpm with the pulse xasers cyclic rate of 10 pulses/second.
Performance : Greatly improved with the refitting of first to third generation gravitic systems. Acceleration – 400 g max, 200 g safe, inertial field rating 70-90 g.
Max Speed (normal space): .999c (121 hour run up)- Note: use of Semi-Space drive to dump mass can cut this run up by a factor of 100 ( 1 hour run up) but both methods are generally avoided due to dilation effects.
Max. Speed with SS drive: 18 parsecs/hour.

The Gilmore refit has a crew of 10 officers and 115 files. The weaknesses noted in the Bando class were also present in this class. However with more internal void areas, the Gilmores were able to be fitted with a stronger Foyle Field and and much more efficient reactors.
Armament: Carries eight Class C and eight Class B primaries in bank arrangements of two upper and lower/banks.The banks alternate B and C along the circumference of the cruiser. The lower banks were also supplimented with the same rapid fire xaser turrents mounted on the Bandos but with 1.2GJ weapons Each primary has a firing rate of 60 rpm or 240 rpm per bank.
Performance : Acceleration – 600 g max, 500 g safe, inertial field rating 80-100 g.
Max Speed (normal space): .999c (121 hour run up)- Note: use of Semi-Space drive to dump mass can cut this run up by a factor of 100 ( 1 hour run up) but both methods are generally avoided due to dilation effects.
Max. Speed with SS drive: 20 parsecs/hour.

Also finished, due to their trials not beig ended, the Noble Class (http://i7.photobucket.com/albums/y293/jeudesprit/trinity/oldbattle.png) Battleship was similarly re-fitted, only with quad turrents in place of doubles (effectively doubling out-put). The weapons configuration is the same as the Gilmore except as follows:
- All "C" class primaries are "B" Class
- There is an additional eight class "A" primaries, the heaviest primaries in Trinity Fleet.

This single ship of its class should ensure that its use will never have to come to pass as long as sanity reigns in the galaxy.

As the shadows of another great war gather, Trinity wishes to announce the completed emplacement of a Sea Questurian Stargate system.

All the colonies and one of the two homeworlds (Ur) have orbital gate installations on special reception stations. The two homeworlds of Ur and Xuma also have formal installations on their surfaces as well. These installations are generally listed on the planetary index and are set to welcome visitors, ambassadors, traders and who ever wish to come in peace.

Needless to say, security measures including permanate garrisons, Foyle field generators and automatic weapon defenses are in place around all of the installations except for Xuma Station. We do not recommend trying to find out what defenses are in place on Xuma. The Xumaians are rekowned for their odd (and sometimes dangerous) senses of humor.

The Mercy has completed her shakedown cruise and trials. This first of three ships marks the start of Trinity's mission to bring aid and give support to those who are in need. Her two sisters craft, the Charity and Hope should enter shakedown and complete trials within the next year and a half.

Large vessals, coming in at 100,000 tonnes (size not mass), they carry a compliment of eight auxiliary craft (between 20 - 100 tonnes each), have 100 diagnostic/ surgical bays (50 with auto-docs, 15 with exotic environment capabilities, all with auto-med capacity) and the bedspace to carry and treat 20,000 persons (double occupancy of 10,000 rooms). The crew numbers 3,000 and includes 300 doctors of various specialties, 2500 support (nurse, pharmacist, medical techs) personel and three flight crews for each support craft. There are 20 labs (easily convertable for a variety of patient needs and testing) aboard, and two cargo bays each having cargo space equal to 18,500 cubic meters (37,000 total).

The auxiliary craft (hangared in two bays each cabable of holding 350 tonnes of craft) are: Four 20 tonne gigs for standard transport, one 40 tonne pinace for fast interception/pick-up, two reconfiguable 50 tonne cutters for long deployment in space or on planet, and a large 100 tonne shuttle capable of extensive evacuations and passenger carry.

This class of ship has no offensive weaponry, nor is it particularly fast or manouverable in regular space. It does have a robust hull and an extensive array of particle shields, dampening fields and a powerful Foyle field installation...yielding protection most battleships would find attractive.

Its semi-space drive is third generation yielding the standard run-up to lightspeed and a sustained speed of 30 parsecs per hour.


The "Echo" Class Escort

The same conditions that lead to the refitting of Trinity Fleet also lead to the re-design and building of an older vessal type abandoned some fifty years past. A class of close escort guided weapon vessals is a short term solution to redress imbalances.

The Echo Class (http://i7.photobucket.com/albums/y293/jeudesprit/trinity/ComRaider.png) uses simple lines, easy manufacture, and a combination plasma drive with gravitic technology to greatly shorten time to max velocity. It has a large charged particle and dampner field for its size. This is used to shield ships who are vulnerable. It is of small size and crew, but there is an on-board 40 tonne ships pinnace aboard. It can fire repeated volleys of "Hive" anti-missiles as well as SIM-IV anti-ship missiles.

The Mercy class never travels anywhere without a squadron of at least three "Echo"'-es, usually five.

In the interest of clarity, and to show that we are indeed a very modest power, here is a listing of Trinity Fleet and its major ships.

Exploration / Survey Fleet
This force is broken down into 30 Taskforces:
Taskforce numbers 1 - 20
composition: 3 Bando class SCA per taskforce (60 total), 1 Gilmore class CL per taskforce (20 total). For every five taskforces, 1 Noble class BB (4 total)
Taskforce numbers 21 - 30
composition: 4 Bando SCA per task force (40 total), 1 Gilmore CL per taskforce (10 total), 1 Noble BB per 5 taskforces (2 total)

Summation: 100 Bando SCA, 30 Gilmore CL, 6 Noble BB

Battlefleet
This force is broken down and reconstituted into whatever taskforce is ordered. Note that about half these ships at any given moment are in ready reserve, meaning that they are manned but sitting in home space awaiting orders. One quarter are actively patrolling Trinity Space and engaged in safety operations. The final quarter is in low power storage (able to be brought up to status within one to two days) or used for "Black Book" projects (covert ops, black flag raiding, training with other nations).

In reflection of their physical enhancements, advanced cyber-technology and development of quasi-spiritual physical manifestation techniques (it's called "the Exercise") that enable them to surpass even their considerable physiques for short periods of time...the most advanced troops in Trinity Prime are the Dellian Assault Troops.

The armor worn is an exo-skeleton using carbon/boron composites, vaporizing graphite, titanium frame, vanadium impact reinforcement and iridium shielding. The power source consists of high density batteries with a "Teacup" nuclear pile certified for six months use. The reactor recharges the batteries slowly, so often in prolonged combat (days) the battery pack is often switched out for a fully charged pack from a portable charging unit.

The suit is airtight, fully temperature controlled and able to handle temperatures from space constant to the melting point steel. It acts as 5 cm of shielding at a TVT of .25 cm for charged particles and 1.18 cm for gamma/x-rays.

The armor uses negative feedback, much like nerves do. It can be used to carefully pick-up an egg without smashing it, or crimp metal pipes with minimal effort. The suit is easy to wear and places no more restrictions on movement than a heavy winter coat. However it greatly enhances strength; each arm easily able to move and support a metric ton with the legs pressing multiple tons. Combined with the capability to accelerate a limb to 250+ km/h within 10 centimeters, it also acts as a deadly hand-to-hand weapon.

The armor's gyros are strong to stabilze most loads enough for a jet pack to be mounted for enhanced movement or even short duration flights on lower gravity worlds. In space, the package can include a low power plasma thruster for manouvering between and around the outsides of a spacecraft.

To aid in this navigation, there is significant on board computer memory crammed with all possible information deemed advisable for the mission. Security safeguards include physical destruction of memory chips if the trooper dies or the armor removed without proper codes. The only chip that would survive these situations is a "blackbox" that records input from all the armor's sensors, communications and biomarkers of the trooper. The armor uses a variety enhanced visual and auditory modes, short range radar, ladar, radiation detectors and passive motion detectors at the option of the wearer. Packages could also give long range radar, high definition scans, x-ray scan and even sonar if the fluid environment package is mounted.

The suit also has a trauma package that will deal with exotic environments, severe injury, limb amputation and the standard variety of penetration and burn wounds from combat. Minor injuries are compressed, cleaned, prtoected and anesthetized to return the trooper to fighting condition. Major trauma can be dealt with by automatic amputation, pressure point use and a variety of drugs to put the trooper into a calm/unconcious state.

With their "Esprit d'corp", physical and mental prowess and such equipment...the Dellian Assault Trooper never goes into battle feeling over matched and keeps up his courage as witness by the line: "the hoards of hell shall not prevail. " as the song goes.

"With war now once again gaining ascendancy in the galaxy, and for the protection of the Federation of Trinity Prime, we are announcing the latest fleet updates and restructuring.

"The Exploration and Survey Fleets remain the same, though their prime order has been shifted to one of aggressive problem solving. They now act as the first thin membrane of defense for Trinity Prime. Though still exploring and acting as first contact and liasons to other cultures, if a problem, situation,or culture appears to be a threat to Trinity they are now granted greater lee way in dealing with the issue independantly. Up to and including pre-emptive military strikes and operations. In times of declared war, the Exploration/Survey units will act as deep reconaissance and raiding units.

"Fleet Operations total: 200 Bando SCA, 60 Gilmore CL, 12 Noble BB.

"The Mercy Fleet has added two more Mercy Class Medistars, tripled the number of escorts and added three mobile construction ships (the Crane class) as well as four mobile Fleet Repair Docks.

"This expansion is keeping with our long standing policy of aid and rebuilding friend and defeated foe so that we may become friends. It also give the Battle Fleet new and greatly extended range for engagements deep in enemy space and support abilities for Allied fleets.

"Fleet Operations total: 5 Mercy Medistars, 3 Crane CBC, 4 FRD, 40 Echo EsC.

"The disposition of the Battle Fleet will remain secret, but will proably still be structured roughly along old lines with a greater emphasis on strike capability. All units have had the MkIII refit and most have trained with several allied fleets in joint and mixed exercises.

Operation Trench Announcement

Central Command has issued a communication announcing the largest fleet excercise in Trinity Prime history.

Elements involved in this deployment include:
- Exploration Taskforces 1-20.
- A Niti Class Gateway.
- A full Support group including a Mercy Medistar, a Crane Class construction vessal, and a Forward Fleet Repair Dock with all of their auxilary craft.
- Plantary Assault Craft.
- Elements of Taskforce Retribution.

In a dangerous galaxy, such deployments enhance our capabilities as well as serve notice to potential enemies.


It was not known at press time if aliied units were going to be involved in the exercise.

Effective immediately all Titan Beam Installations are at full alert. All Mallus satellites will be placed on fully automatic response modes and all Star Stations will be at Code Orange attack level.

There is no need for panic or fear. Our United Forces will keep any enemy from us; including the deluded, vain-glorious ESUS.

Crisis powers are now in effect by this office.

The breaking out of a formidable insurrection based on a conflict of political ideas, being an event without precedent in the history of Trinity Prime, was necessarily attended by great confusion and perplexity of the public mind. Disloyalty, before unsuspected, suddenly became bold. Treason astonished the galaxy by bringing at once into the field a military force superior in number to the standing forces of Trinity.

Every department of the government was paralyzed by treason. Defection appeared in the Parliament, in the Cabinet and in the Courts. Ministers and consuls returned from foreign countries to enter into the insurrectionary councils, or join land or naval forces. Commanding and other officers of the Army and in the Navy betrayed our councils or deserted their posts for commands in the insurgent forces. Treason was flagrant in the revenue and in the postal service, as well as in the territorial governments.

Not only governors, judges, legislators, and ministerial officers in Trinity, but even whole colonies rushed one after another with apparent unanimity into rebellion. The capital was besieged and its connection with the rest of Trinity cut off.

Even in the portions of the Unity which were most loyal political combinations and secret societies were formed furthering the work of disunion. From motives of disloyalty, or of cupidity, or from excited passions or perverted sympathies, individuals were found furnishing men, money, and materials of war and supplies to the insurgents' military and naval forces. Armies, ships, fortifications, navy-yards, arsenals, military posts, and garrisons one after another were betrayed or abandoned to the insurgents.

Parliament had not anticipated, and so had not provided for, the emergency. The municipal authorities were powerless and inactive. The judicial machinery seemed as if it had been designed, not to sustain the Government, but to embarrass and betray it.

Foreign intervention, openly invited and industriously instigated by the abettors of the insurrection, is becoming imminent. Only by the practice of strict and impartial justice, with the most perfect moderation, in our intercourse with nations can this be avoided.

The public mind was alarmed and apprehensive, though fortunately not distracted or disheartened. It seemed to be doubtful whether Trinity Prime, which one year before had been thought a model worthy of universal acceptance, had indeed the ability to defend and maintain itself.

In this emergency the President felt it his duty to employ, with energy, the extraordinary powers which the Trinity Unification Articles confides to him in cases of insurrection. He calls into the field such military and naval forces, unauthorized by the existing laws, as deemed necessary:

He directs measures to prevent the use of the post-office and electronic means for treasonable correspondence.

He calls for passengers to and from foreign powers to abide new passport regulations.

He has instituted a blockade, suspended the writ of habeas corpus in various places, and caused persons who were represented to him as being or about to engage in disloyal and treasonable practices to be arrested by special civil, as well as military, agencies. They are to be detained in military custody when necessary to prevent them and deter others from such practices. Examinations of such cases will instituted, and some of the persons so arrested will be discharged from time to time under circumstances or upon conditions compatible, as was thought, with the public safety.

The line between loyalty and disloyalty is plainly defined. The whole structure of the government is firm and stable. To protect the Unity, these orders are deemed necessary.

The President, anxious and in favor a return to the normal course of the Administration as far as regard for the public welfare will allow, also directs that all political prisoners or state prisoners being or to be held in military custody can be released; upon their subscribing to a parole and pledge of loyalty engaging them to render no aid or comfort to the enemies in hostility to Trinity Prime.

The Defense Minister will, however, in his discretion, exempt from the effect of this order any persons detained as spies in the service of the insurgents, or others whose release at the present moment may be deemed incompatible with the public safety.

To all persons who shall be so released, and who shall keep their parole, the President grants an amnesty for any past offenses of treason or disloyalty which they may have committed. Monitoring of this amnesty will be pursed by all means necessary for a minimum of five years with possible extension if the current state of emergency persists.

Extraordinary arrests will hereafter be made under the direction of the military authorities alone.
