Lisbon, Capital of the Portuguese New State
António de Oliveira Salazar, 1st President of the New State Council of Ministers (Prime Minister) delivered a speech on the floor of the Portuguese Parliament. In that speech he denounced decolonization and the “meddling” of unnamed foreigners in “Portugal’s Colonel Empire”. “The New State will never allow Portugal’s Colonel Empire to be lost.” The Prime Minister peppered his speech with references to how Portugal’s “overseas provinces” made it “a Great Power”. The Prime Minister further assured the Parliament that “measures” would be taken to “secure the overseas provinces from destabilization.” In a concession to Great Britain and the United States, Salazar pledged to spend additional revenue to “better the condition of the natives.” The Prime Minister's speech was met with applause and unanimous support by Parliament (due in no small way to Salazar's National Union Party controlling every seat).

The Portuguese Government spends additional revenue in the Colonies (4.75 points total), but little of it is spent to better the conditions of the people. Some communities near the coasts are given some aid (a school, clinic, est: gets .25 of a point) but that is simply window dressing to impress/distract visiting foreigners. The vast majority of the allocation is spent improving the instruments of Colonial Oppression (police, prisons, spy networks: gets 2.25 points) and resource gathering/communication (railroads, telephone/telegraph lines, new mines, est: gets 2.25 points).
