The United Empire of Comatica has not annexed new land for several years now, which is very uncharacteristic for my government. Therefore, we are prepared to purchase land from any willing nation. If you are interested in a transaction, please submit information on the land you wish to sell to Comatica, along with a reasonable asking price. We will review the information, and place our bid for the land.

Pananab's government is debating on this issue. The presence of a foreign military power would definitely help subdue mass rebellions or another invasion by the Emperor Pudu, but Pananab is unwilling to sell any of its land on the continent. The Republic has come up with a solution, however. Pananab has laid claim to an island off of the African Coast, named the Stowes Island. Pananab is willing to sell Comatica at most 50% of the island to Comatica in exchange for a defensive military alliance and a monetary compensation.

The island measures 75 mi. by 90 mi.

The Pananab Republic will accept the promised amount of $7,260,000 in extended payments or up front. Comatica will have to make its own arrangements for development of the land and a border has been drawn on all future maps of the Stowes Island. A draft for the Defensive Lliance is being written.

We are considering your porposal. There are two sets of islands that your government can use. However, one set of those island, known as the Woodfall Swamp, is inhabited by the dangerous Deku tribes. There also exists a newly discovered chain of islands to the north of our nation that is in our territory. There are a total of eight of them. The largest one measures 90 mi by 105 mi and the smallest measures 30 mi by 55 mi. We will be willing to negoiate a fair price and hopes to establish ties between our nations.

We accept your proposal for a purchase. We will pay 2,150 USD per square mile for the land. However, the land inhabited by tribes and covered with swamps we bid a lower price: 1,400 USD per square mile. We hope you find this offer most reasonable.

Nation of Quebec accepts your proposal. You are free to start moving into the islands as you please. Due to them being in our region of Xindus, they will be subject to some of our laws. We will assisst you in removing or relocating the local tribes on the islands. We also adivse you to not intrude on the two islands settelled by Kantoriuma and Celes 5.

Article 1: The Purchase
3300 acres of the Pananab-claimed Stowes Island will be sold to Comatica for $7,260,000 at $2,200 an acre. These lands will be operated and used by Comatica for their use, so long as the activities on their land do not overwhelmingly have a negative affect on Pananab. In this case, the Pananab government will make a proper decision from that point.

Article 2: The Alliance
Pananab and Comatica will sign this document as an official mutual defensive alliance. Neither nation shall participate in a conflict that was instigated by the other unless it otherwise involves them. In the case that both parties go to war for any reason, this alliance will remain in effect should an undesired [By Comatica and Pananab] third party become involved for any reason. Both parties may become otherwise involved with the other if it directly involves them or is desired by both nations.

Article 3: Pananab's defense
Pananab, as it is a stabilizing nation, is susceptible to foreign invasion or domestic uprising or succession. In any of these cases, Comatica will use appropriate or requested [By Pananab] force to halt, impede, or destroy the threat. Should Pananab be invaded because of its own hostile actions against a nation that did not instigate such a reaction, *Comatica is only to defend the Pananab constitution and its citizens. Comatica, in this event, would be in charge of the elections or reform of the Pananab constitution. Comatica is in no way allowed to restrict the voting privileges and/or choices of the people. Should foreign intervention threaten Comatica homeland security and/or its government, Comatica's only responsibility, if so desired, would be to only protect the Pananab people from the invader(s) and from themselves.

Article 4: Comatica's Defense
Comatica will write this article.

Article 5: Nullification
Should the Pananab government be replaced or overthrown by a domestic or foreign power, Comatica will do its best to make sure that the Constitution is preserved. Should this be unsuccessful, Comatica reserves the right to nullify this alliance, but all borders will be preserved.

Should Comatica become hostile towards Pananab unprovoked, Pananab and Comatica have the right to nullify this Alliance. Pananab, in this case, has the right to re-claim teh entirity of Stowes Island. Comatica, however, does not reserve the right to claim the entirity of Stowes Island under any condition.

Comatica may write this part of Article 5.

Neither Pananab nor Comatica may nullify this Alliance unless the reasons stated in Article 5 are fulfilled.

Semi-IC: *Basically, a foreign Military Police to protect the Pananab Constitution and the Pananab Citizens. Comatica will deploy military forces to defend Pananab borders from both foreign and domestic wars. If Pananab does something hostile to someone else unprovoked, Comatica would only defend the citizens of Pananab. Comatica would be in charge of replacing the government representatives, so long as it is through a democratic process of the People of Pananab. If doing so threatens Comatica directly, Comatica can allow the invader to establish their own government, so long as the Pananab people are protected.
