Uranium industry takeover

Malus strode around the empty council chambers. As he circled the large desk for the fifth time his eyes fell upon a seminally innocent pile of papers left there by his late trade adviser. Malus sat down and thumbed through the pile casually until his eyes fixed on the latest trade deals with Yallak.

Putting down the pile bar the document that had caught his attention Malus' eyes began to widen into a look of pure intent. Here in his hand was the solution to the problem that had kept him up the night before.

The pirates had been getting bolder and the Lamehken navy was hard pressed to deal with them and other security matters. A serious upgrade of the fleet had been on the drawing board for ages however suitable funding had not been found, yet.

Before Malus were the percentage amounts of various resources currently being traded with Yallak. The figure in particular that had caught Malus' attention was that eighty five percent of the uranium produced in Lamehk was being exported to Yallak.

Although the uranium industry was the lifeblood of Lamehk it to had been effected by the pirate activity so much so that production on one of the southern islands had almost been halted as raids disrupted shipping routs.

As Malus' plan became more realistic he rose from the chair and headed to the intercom system and summoned Hetal, his new trade adviser, to the council chambers.

A few moments later Malus was seated in his chair at the far end of the table when Hetal entered.

"You requested my presence sir. Is there something wrong?" Hetal addressed Emperor Malus formally and remained standing.

"No, nothing is wrong," Malus started while gesturing to Hetal to take a seat, "I merely require your thoughts on an idea I have recently come up with."

Malus paused for a moment while Hetal took his seat.

"As I am sure you are aware production of uranium on the south island has all but ground to a halt thanks to the pirate activity and once more I am sure you are aware that Yallak currently imports eighty five percent of the Uranium currently being produced."

Malus once again paused but this time it was to make sure that his trade adviser was following him and that he did not need to get another one.

"What I am proposing is that we offer to sell the south island to Yallak." Malus continued but did not let his excitement show. "With the extra revenue we can purchase more ships to better defend other sites from the pirates."

Hetal was amazed. Selling the island to Yallak would not only raise the required revenue but would also lead Yallak possibly maintaining a military presence closer to Lamehk.

Malus watched as Hetal comprehended the proposal before him. "I take it by the look on your face that you agree with my proposal Hetal?" Malus asked coolly.

"Yes sir," Hetal replied.

"Good I will send a transmission to Yallak and notify them of this opportunity"

With that Malus stood and headed to the communications room to send the transmission.

To: Lord Balor, Emperor of Yallak
From: Emperor Malus, Lord of Lamek

We would like to offer you the chance to purchase the southern most island of our island chain. It has large Uranium mining industries established on it which, we believe, would be of great use to you. Please notify us of your interest at your leisure.

Official Imperial Transmission

To: Emperor Malus
From: The High Council of Arrandin

This is a most interesting offer and I can assure you that the Empire would be most glad to acquire such a resource. May I ask though why you no longer wish ownership of not only an entire island but also its decently large and important industry assets?

Regardless, this is a most valuable offer you have given and you need but name your price. Our hastily conducted analysis of the area has indicated a substantial deposit remaining in the area and (unless you have a required price) I make our offer of five hundred and fifty billion USD for the island.

"Five hundred and fifty billion USD" Malus was surprised this offer was most generous given the inherit complications.

"Hetal send a reply back to Yallak and notify them of our expectance of their offer. Also notify them of the pirate problem we do not want to hide anything from them." Malus finish his orders and dismissed Hetal with a smirk on his face.

Ha. I would like to see those pirates faces once we have bought more ships and have Yallak near by

To: Lord Sollonaal, Supreme Magistrate of Yallak
From: Lord Hetal, trade adviser for the Lamehken court.

We are most impressed with your generous offer of five hundred and fifty billion USD for or island however Emperor Malus wishes to warn you that pirate activity in the surrounding waters was the reason we had offered to sell the island. Production on the island had recently been halted as transport ships were being raided too frequently. If you wish to reconsider your first offer in light of this information Emperor Malus is more than happy to renegotiate. If you wish to continue with the purchase the had over will commence at your request.

Our offer still stands. Unless I am mistaken, then I already offered our assistance in dealing with the pirate activities. This arrangement will merely push forward our plans to a sooner date. We appreciate Emperor Malus’ honesty about the circumstances and I will see too making the transaction immediately.

A battlegroup will be dispatched to the island within the next few days to secure the area. They will make contact upon arrival in your waters.

Brotak entered the council chambers to find Emperor Malus and Lord Hetal discussing the latest transaction. Upon noticing Lord Brotak, Lamehk's treasurer Malus signalled him to join them.

"So Brotak, has the transaction from Yallak come through?" Although Malus already knew the answer, as Brotak was here, he was in a good mood so asked anyway.

"Yes Emperor Malus it has. All five hundred and fifty billion USD of it," Brotak replied also in a good mood.

"Good then it is time to do some shopping," Malus now imagining the pirate island in flaming ruin, " Brotak I want you and General Dielk to contact all ship yards and find us some new toys."

"Yes sir," Brotak said and left the room.

"Hetal send a reply back to Yallak notifying them of the successful transfer of funds and that at Khalek will be meeting there battle group."

"Yes sir" Hetal replied and also stood and left the room to send the transmission.

To: Lord Erkal, Foreign Affairs Minister
From: Lord Hetal, Trade Adviser for the Lamehken Court

We have recived your transfer of funds and Emperor Malus wishes to inform you that Lord Khalek will be meeting you battle group at the island to facilitate transfer.

"Emperor Malus," General Dielk's voice came over the council camber intercom speakers clearly and echoed round the room, "We have received the frequency and security codes for the Yallakian fleet."

"Good. Give them to Khalek and have him fly out and meet them." Emperor Malus was pleased everything was going smoothly.

"Khalek's chopper is on the pad as we speak sir and Khalek has been briefed and ready to depart at your command." Dielk's voice seemed more confident echoing of the solid walls.

"Send Khalek now. He can handle waiting on the island until our gests arrive," Malus replied. He could almost picture Khalek's face when he realised that he would be waiting on the island for a while.

It will do him good. Maybe even toughen him up a bit.

"Will do sir. Khalek should arrive on the island in less than an hour. Dielk out."

On the helipad Khaleks helicopter rose and turned before heading south.

Taskforce Uranium
Lamehken Waters, Approaching South Island

The Imperial Battlegroup slid silently through the water, bearing ever closer to the Empires newest acquisition – a uranium rich island.

Admiral Arisâ Levrin stood motionless on the bridge of the IYS Iorlass as she looked down towards her ships tactical display. She had only recently been promoted to the rank of Admiral, in recognition for her actions during the war against the Kraven Corporation, where after the death of her commanding officer she has taken command of his Battlegroup.

Below her the 3D map showed the forty ships of her fleet arrayed across the ocean closing in on the island, which was now less than fifty miles away.

‘Lieutenant,’ she called without lifting her gaze from the map, ‘inform the Lamehkens of our approach.’

Khalek watched as the Yallakian ship pulled into the designated harbour, the rest of the battle group taking up defensive positions around the harbour entrance. His back was turned against the wind and he cursed Malus under his breath for making him wait down here for so long.

As the mooring lines were being thrown ashore Khalek walked briskly along the wharf heading to the command vessel, the pace of his walk giving him some extra warmth against the stormy wind not uncommon around the south island. As he approached the side of the ship the gangplank was lowed into position.

Two, well armed, personal questioned him and Khalek showed them his identification before he was cleared and shown on board.

‘Greetings, Lord Khalek,’ exclaimed Arisâ, turning to face the Lamehken as he was led into the Iorlass’ bridge by the two soldiers, her long burgundy hair contrasting nicely against the black of her Imperial uniform. With a dismissive wave of her hand she sent the two Imperial soldiers away.

‘I hope you weren’t waiting too long?’ she asked sarcastically, knowing full well that Khalek had been sent hours ago after the initial funds transaction had taken place.

"No. I have not been waiting too long. It was better for me to be here on your arrival then you having to wait for me," Khalek said professionally, "I do not wish to keep you occupied here for long as I am sure you have security issues to sort our concerning the acquisition."

Khalek placed the leather bound suitcase he was carrying on a nearby desk. Flicking the latches open, he proceeded to withdraw several pieces of paper stapled together forming one document.

"Here are the official transfer forms," Khalek said as he handed the document to Admiral Arisâ Levrin, "Please read through the document and sign them at your leisure. Once I have co-signed them as a witness I will leave you to your duties."

On the front page was the Lamehken Land transfer legislation.

OFFICIAL LAMEHKEN DOCUMENT OF LAND OWNERSHIP TRANSFER

For the purpose of all Lamehken land sales the following criteria must be met and confirmed before the transfer can occur:
1. Requisitions must be made in writing and must have requisition forms attached. Forms not properly filled out will incur cost penalties added to total price of the purchase. Penalties will be determined on the basis of each case and have to be paid regardless. The purchaser may or may not be notified.
2. Requested requisitions must be passed and signed by the Emperor before it is put before the Lamehken court.
3. Any purchase of Lamehken land is to be sanctioned by the court of Lamehk.
4. Once a requisition has been sanctioned the purchasing party has twenty-four hours to supply the pre-determined sale amount.
5. If the pre-determined sale amount can not be supplied within the twenty-four hour time frame purchasers have four options:
1. Purchasers may request a time extension
2. Purchasers may resubmit requisition
3. Purchasers may contact a member of the Lamehken Court to act as a representative for their case resulting in a sale guarantee.
4. Purchasers may withdraw set purchase request.

6. If set purchasers request a time extension a deposit of one fourth of the purchase price must be made and remaining costs will incur a twenty percent interest fee compounded quarterly until such times as the amount plus incurred interest is paid back.

7. Re-submission of purchase request will go through the same processes as stated above and has no guarantee of a second approval. Any re-submissions will incur a fee of one fourth of the purchase price regardless of acceptance.

8. If a purchaser is able to find a Lamehken court representative the addition of interest fees will be waived and the required land withheld for the purchaser until the pre-determined price can be provided.

9. Withdrawal of purchase request will incur no fees however no new requests can be made for a period of twelve months.

10. The land purchased will be signed over by a Lamehken representative after purchase price is received at a non-negotiable time and date. Failure to turn up at set time and date will result in immediate dismissal of acquisition without refund.

11. After the receiving the required funds and signing over the land, there will be a period of forty-eight hours wherein a refund of half the purchase value will be made for the land if the said purchaser is not happy with his or her purchase.

12.Any or all of the above procedures may be waived on personal intervention by Emperor Malus. Such intervention may not be requested without funding.

Attached to the legislation was a land purchase request form already filled out in triplicate including all obscure information such as the forms health care number and home address. Khalek knew that to find such irrelevant yet vital information would probably cost applicants more than their intended purchase.

At the bottom of all of the sheets was a familiar signature.
Signed Emperor Malus

"If you could just sign below Emperor Malus on all three sheets I will co-sign them." Khalek said while withdrawing a pen baring the Lamehken emblem and offered it to Admiral Arisâ Levrin.

Taking the pen, Arisâ signed the three pages with her typical efficiency.

‘And that is all that is required?’ she asked, returning the pen to Khalek. If so then I find Lamehken legislation to my liking, she added to herself.

"Yes," Khalek replied while adding his own name to the list, "It is amazing how strings can be pulled and important things just work isn't it? " Khalek collected the documents and put them back in the suitcase.
"If there is no further matters to attend to I shall leave you to your duties."
