Members From Germany, France, Burgundy, Belgium and the Netherlands are to meet in Geneva, Switzerland, to discuss the future of the region's economic and perhaps draw a treaty for economic cooperation.

Robert Schuman, Forign minister for the Fourth Republic of France awaits for the other represantatives to be seated.

The other nations arrive and wait for something solid in the way of proposals. However, they all want one thing before any proposals will be accepted.

Acceptance by France and Germany of the borders as they currently exist and a treaty to that effect.

We are happy that Germany has decided to agree, Now we would like to address another issue, it has been unfortunate that over the centuries Europe has battled each other for very long creating enimosity between brothers of one home, these conflicts were over many things, over titles, over lands but most importantly over resources.

Now recent conflicts instead have ruined development of our areas,and the prosperity of one nation will cause the feeling of intimidation by the other, now to overcome these obstacles, we propose that we put our resources(most notably coal and steel) under joint management, with every nation sharing both the benefits and the expenditure.

Each nation will have equel representation in a board which will be the high authority over the project, a head will be elected by its members.

To show how keen is the Republic on this ambitious project we offer to donate 15 industrial points to begin the project.

Dr. Bruning looks at the Frenchman and looks more perplexed than anything.

"What exactly would this 'joint managment' do? It feels as if Germany is giving her resources to her neighbors. While Germany respects her neighbors greatly, it does not wish to give away her power to others. We are curious to know what this cooperation would mean for Germany."

Joint management could be defined as a joint venture between our nations which in turn can be defined as:

"a strategic alliance between two or more parties to undertake economic activity together. The parties agree to create a new entity together by both (or all) contributing equity, and they then share in the revenues, expenses, and control of the enterprise."

Of course our previous offer does not include granting us increased authority or reduced responsibillities if that is what worries you.

We realise also that this should not be indefinantly, perhaps an expiry date of 30-50 years?

Germany is more interested now that it is fully explained. However, we are still unsure exactly how this joint venture would work. Please explain in detail.

Well what I had in mind is that we spend industrial points in the begining, then after a while (a few years of development) we begin to recieve resource points (Coal and Steel) from the project and after expiry we can renew the project if desired.

However, exactly how many points needs the ruling of GB, also the maximum potential of the project needs to be determined aswell.

still considering that, I am thinking I would add all points together to figure out growth, but that would require all of you to have the same economic policy (cut spending, peacetime etc)... I would allocate who got what as far as production centers though.

France proposes to the nations a European Nuclear Agency which would work in this new field and have several potentials:

1)A functioning Nuclear Weapon.

2)A functioning Nuclear Reactor for the Production of Energy.

3)Exploring an eccentric idea (Put forward by some crazy scientist) for the production of a functional nuclear propulsion engine.

Needless to say the republic does not put great faith in the third potential, however we believe that a weapon is priority since the SU has announced that it has developed one and has disturbed the balance of power in Europe.

Of course the agency will be used to benefit all signatory nations and thus all would contribute to it aswell.
