Risban has, in the past, held a "somewhat-a-member" status, occasionally showing up to meetings and constantly speaking with the members. However, never has Risban been on the official membership roster.

Risban would like to remain a "somewhat-a-member" unless new changes forbid it, in which case Emperor Scorpius has, despite his wife's protests, given the Foreign Minister the power to petition for Risban's membership in the HGADAHRC.

Its good to hear about yet another wonderous achievement of none other than the Generalissimo himself! I have been given full authorization from the Emperor of Yurka to say that we would be honored to assist the sovereignity of your nations from the insane outsiders which are ever-presently attempted to destroy you and your great people.

While we treat our own people rather well, it is a rather common occurence where members of our governments view foreigners and outsides as sub-human. Though of course I in no way view the Generalissimo or his people as that, we can see how some people would be treated less than perfect. The Trinity Empire is not nessecarily as 'evil' as one might think. Though we have received countless condemantions by Human Rights Organizations regarding our more moral and conservative policies which restrict some rights--such as immiedately execution of sexual criminals.
