On this day, the Interstellar Alliance of Worlds has been founded, in hopes of stabilising the galaxy somewhat, and bringing prosperity to its members.

Alliance Constitution -
Preamble: We, the Interstellar Alliance of Worlds, agree that we shall promote peace and prosperity throughout our respective domains, as well as trade.
1 - Rights and responsibilities of Member Nations
Every, and any member nation has these rights:
To have the right to speak within the Council
The right to have the Alliance not interfere with their internal affairs.
The right to their own laws.
The right to receive aid, if they so need it.
The right to declare war, and embargoes, on non-Alliance nations.
The right to their own borders.
The right to trade with all Alliance nations.
They also have these responsibilities:
The responsibility to speak the truth within the Council
The responsibility to allow others to speak within the Council
The responsiblity to not interfere with others, without their permission.
The responsibility to allow other Alliance nations their laws.
The responsibility to give aid, if other nations need it.
The responsibility to allow others to declare war.
The responsibility to not trangress on others' borders.
The responsibility to allow trade.
2 - The Alliance Council
The Alliance Council is made up of all the nations, at any one time. Any Alliance nation can vote, however, there are a few special rules.
1 - The High Councillors, are a group of three Councillors, who are given executive powers in case of an emergency. The Alliance Council must vote these High Councillors in, and then vote on their executive powers. In case of an invasion of an Alliance nation, the High Councillors can automatically take executive control, in order to make quick, and decisive decisions. The Alliance Council can vote away their executive powers at any time.
2 - The Alliance Leader is a single person, voted in by the entire Alliance. He or she is a moderator, and makes sure the forums are kept clean, and keeps the peace in the Alliance. Whenever a decision is made, this person, chosen for their diplomatic skill, presents it on behalf of the entire Alliance. However, the Alliance Leader can not vote in normal Alliance matters, in order to balance out their powers.
3 - The Alliance Fleet Admiral is the person, chosen to lead national fleets in battle, that the actual person does not have time to lead. (For instance, if you're away, and can't lead your fleets, and you give your permission, this person can lead them on your behalf).
3 - War
War, in the Alliance, is a simple matter. You are required to donate, in either ships or money, each year, to gain the benefits of the Interstellar Fleet. This Fleet is made up of all the donations, and be requisitioned by any nation who needs help. In this way, the Alliance Council has a fleet they can control.
If an Alliance nation declares war on any non-Alliance nation, no Alliance nation is required to aid them.
However, if a non-Alliance nation declares war on an Alliance nation, every nation is required, unless they can give a good reason for their absence, to aid the beleaguered nation. This aid may be in the form of ships, resources, anything tangible, and, it may be set aside in the form of donations to the Alliance fleet.
If an Alliance nation attacks another Alliance nation, the perpetrator is put on probation, and prohibited from having a vote for an entire week. After this time, if they attack again, they will be removed from the Alliance.
4 - Trade
Alliance trading is very simple. Normal goods are traded between nations, and with a maximum tax of 2% to be imposed on the traders. Laws apply, as per normal, between nations. No-one may smuggle contraband, or illegal goods, but, otherwise, trade is not to be restricted between Alliance nations.
Also, the Outlanders Guild is a major part of Alliance trading. They are essentially the economic branch of the Alliance, and are dedicated to trading for Alliance nations, for instance, they can gain a large amount of goods from one nation, that are normally hard to obtain, or purchase blueprints to a ship you may want.
5 - Finalising
The Interstellar Alliance of Worlds welcomes all comers, old, new, democratic or otherwise, and hope that we will all be able to ensure prosperity and peace throughout our nations. Any nation, with any system of government may join.
