The Holy Empire of Naktan has been troubled by the recent outbreak of domestic piracy and illicit trade ships in the Imperial waters of the Naktan grounds. His Holy Eminence has commissioned the Ministry of Economic and Industrial Resources, the Ministry of Defense, the Ministry of Dometic Affairs and intelligence, the Ministry of Foreign Affairs and Intelligence to find a contractor to help rebuild our modest fleet of two hundred wooden junks into a small-maritime fleet of some hundred patrol ships and no more than twenty small frigates. Prime Minister Sodryestos Karmala realizes the small nature of this project and has prompted to find the best manufacturer to commit to a small project. Minister Miroin Trumin has therefore promised a $10,000,000 dowry to any corporation that sincerely reviews the specs and builds a prototype. After the prototype is complete, we would then review the ship and send out a commission of ships to be built, and pay the costs for their manufacture. A good job on these matters will lead to a preferential treatment on future contracts.

My name is Gahrdin Nubahlk, and I will be the reference point for these dealings, as the Minister is busy with other affairs, managing the Empire's resources and trade handlings.
From our reports on the navy, our pirates seem to be well-supported. While we would like to get to the root of their support, we first need a fleet to combat them. Their ships are relatively fast, compared to our wooden junk fleet. Therefore, our new patrol ship line must be swift. The firepower of the pirates seem to be wewak compared to conventional weapons, but they still harm our fleet, and while we do not anticipate using these ships in major engagements, we would like to have a moderate firepower and fire range for these ships.
In all, the Council of the Admiralty concluded that we require a patrol with 50 meter length, 10 meter width, capacity to fit a crew of 33 persons, two forward, rotating turrets (to 60 degrees) that fire a 80mm shell at a minimum range of 900 meters, two forward, rotating gun turrets that fire .45mm ammunition, and cruises at about 30 knots with a maximum speed of at least 45 knots.
We believe that these are high enough standards that they might procure some time, and we are hoping that you will take this task. Our relative technology level is rather admittably low, and we require beneficent corporates to help us build our relative strength against these pirates.
If we are satisfied with the results of the prototype, we will begin commissions as we see fit, not to go under $50mil per patrol ship. Furthermore, if we are absolutely satisfied, we will also provide plans for our frigate design, which we hope will be within reason, as our defense budget is not admirably high.
Again, tell us what your architects, engineers and corporate personnel consider this plan. And if these are agreeable, we will pay the $10mil - as promised - upon completion of the prototype.

Would 76.2mm and .50" guns be acceptable in replacement for the 80mm and .45" guns? Further, we'd advise putting two 324mm (12.75") torpedo tubes on the ship.

These plans are absolutely wonderful. The Minister of Economic and Industrial Resources was so pleased that he has received approval from PM Karmala to increase the dowry to $15mil. Furthermore, we are offering $100mil for the first ten ships (totaling $1bil for all ten ships) to be made. Following the success of these ships in combat, we will report to you on the future contracts for these ships. At the moment, ten will suffice. If you believe that this is not enough, please offer us your opinions on the price. Additionally, PM Karmala and Minister Trumin would like to know when the first ship is set for her maiden voyage, that they may be present at the christening ceremony. And furthermore as a request from His Holy Eminence, we would also request the the first name of the PG-1 Hampton Roads class ships be "HHS [His Holiness's Ship] Taiarai".

As you may have seen, our leader was very, very pleased with your business and as a result, he has approved of continuing to our second project on designing a good frigate for our fleet. Our admirals say that a good frigate must have a good firepower and fire range above all. Likewise, the armor for this ship should be stronger than most conventional ships for its size and payload (although there is no need to stress this point completely). They have listed the specs below:

We've tested a scale model at Carderock, and found that it can handle up to Sea State 8, although effectiveness drops in wind speeds greater than 40 knots. Desalinization capability is included, as in all of our designs larger than corvettes; this ship can handle 3000 gallons/minute. We hope this is satisfactory.

The 76.2mm guns work well enough for AD, and a CIWS would probably be a bit more effective than a 90mm gun. I hope this isn't too expensive for your budget; if need be, buy in stages (one per NS year (RL day)). Beam (width) should be, unless you're working with a small boat or with multiple hulls, one-tenth the length of a ship, to ensure stability.

This is a most excellent design. We are willing to purchase a fleet of 3 frigates at the said price $200mil (therefore $600mil - the total being $615mil for the prototype completion and the ships). We will test out this design in combat against our pirates and see what comes of it. If the results are satisfactory, we will send out an order for another 6 frigates at that time (with one frigate bearing the UCAV vehicle).
We greatly appreciate this business, and our Minister of Foreign Affairs and Intelligence also sends his regards for communicating our desires to your government. As of the present, the proposal in the Assembly is still being debated, as some of our hardliners are against expanding our international relations with foreigners. However, we are very grateful for our business with you.
