The United States Government has today announced a massive program of construction and preparation known as Project Storm Shelter, to be undertaken on Liberty, the capital planet of the United States of Human Space Colonies. Project Storm Shelter is being initiated in order to increase the difficulty of enemy forces in invading the HSC Home world, and Phase One entails the following:
Each Settlement to maintain deep-ground shelters in order to allow a minimum of one-quarter of the population of the planet to take shelter in case of orbital bombardment with nuclear-strength weaponry (One Quarter currently being equal to 750,000 inhabitants of the capital planet)
Each Settlement to maintain within these shelters a stockpile of projectile and energy based small arms and rifles to allow the surviving population to fire upon invading ground forces.
Key institutions and facilities within each Settlement to be rigged with explosive charges, to be operated in the case of invasion and only upon the order of the Mayor upon the passing of Emergency Powers through the HSC Senate.
The current project is expected to take 10 NS Years to complete (10 RL Weeks) and will ental the survival of 750,000 citizens. As the population increases on Liberty, Project Storm Shelter will be continued as other phases of construction as new settlements are created upon Liberty.
