Minovsky Physics Society (http://ns.goobergunch.net/wiki/index.php/Minovsky_Physics_Society) declare the beginning of the construction of an O’Neill cylinder in orbit over the planet. Exact designs of the structure yet to be released, but conceptual designs are available.

This week, the MPS have announced that with cooperation from the Federative Spacial Aeronautics Research Bureau (FSARB) construction of an O’Neill cylinder (http://en.wikipedia.org/wiki/O%27Neill_cylinder) will begin this month in geosynchronous orbit over the Mongolian SSR. The new spacial habitat is expected to be named simply Habitat One (Mir Ava) and house approximately ten thousand inhabitants.
Current specifications of the Habitat One are yet to be released, yet researches in the SBS have come up with specification that can be expected (based on previous constructions of space habitats):
- Name: Habitat One
- Length: Approx. 15 km
- Diameter: Approx. 1.5km
- Housing capabilities: 10,000 residents; 1,000 staff

Due to some distrust of claims made by the Soviet Union, the Federative Central Government has allowed various nations in the following list to observe with the promise of not intervening in the construction process:

-Pacitalia
-Aztec National League
-Upper Xen
-Island of Rose
-Camel Eaters
-Macabee Imperium
If there are any other nations wishing to observe in the construction process, they are urged to contact the Federative Central Government for deatails.
On another note, the Minovsky Physics Society stated that Habitat One could be expected to be completed within the next five years and available to Soviet residents in six. Aboard Habitat One - joining the residents - are expected to be resident scientists, physicists, and government officials. However, considering that Habitat One is entirely residential, it will not be armed with offensive weaponry.
Along with laboratories, monitoring modules, and residential areas aboard Habitat One, the Soviet Union will be constructing an international conference area at the base of the massive habitat to hold international meetings and conferences.
Premier Troskin stated in a press conference earlier today that, “The construction of Habitat One will be yet another victory to add to the score card of the Soviet Union. It will be a great accomplishment for the workers of this fine country. Yet, we hope it will open relations with other nations so that we may learn from one another.”

Dr. Minovsky sat in his desk across from his colleagues. They each smirked as the press conference got underway. They would be there to answer if they didn’t have pressing matters to handle.
“So, it’s finally begun,” started Minovsky.
“Yes, yes it has.”
“When do you think they’ll find out about it?”
“They probably won’t. The world is full of illiterate fools who don’t know the difference between black and white.”
The two chuckled, the other doctor remaining quiet as he watched the conference.
“So,” continued Yuri, “exactly how do we propose using the tachyon technology (http://en.wikipedia.org/wiki/Tachyon)?”
“As you know, we can use your I-Lattices to slow the tachyon below its terminal speed. Simply harness that energy and...well, you know the rest.”
He smirked. This truly would surpass the Angara (http://ns.goobergunch.net/wiki/index.php/SOBS_Angara). No longer would small scale offensives be possible if Mir Ava was constructed. The wonderful story was the last card in the castle. All they needed now was launch devices for the pre-fabricated modules. Build the cylinder, dress it up, and it would be over before anyone could know.
