It's fine considering he's using a Star Trek-ish government, where nobody get's payed and everything is done for the good of society. It might not be based on the based on the Star trek government but I have a feeling it is I.E all the phasers, Star Trek ship names and the fact that it say's Star Trek at least once.

OoC: Jesus Christ, 7% isn't "way too much", if you want to have a nice, streamlined economy, then yes it is, but not everyone subscribes to the awesome Western style military/economy. A few nations actually choose to be poorer and have a high ratio of people in the military than others.

I am [mostly] star trek based. I use Replicators massively. They free up 20% of my workforce because they are in production and there are replicators. (think about it its cheeper and you can have a larger army)
