[OT - This is here because I don't want the thread to vanish. This way we can look back and remember what we said and didn't say, since having a war on the regional would be futile, as there are only so many slots for messages]

*** DECLARATION OF INTENTIONS ***

The Kryozerkian House of Commons hereby declares that it will deploy the full extent of its forces to defend the sovreign land of Andocha from Talematrian forces. Talematrian forces have entered Andocha illegally and they will be treated as any invading force shall; fire will be met with fire.

They are to pull out.

At this present moment, on a majority vote from the Kryozerkian House of Commons, the Kutou-koku-Andocha border, (with the permission of the current monarch and the Kutou-kokunese Congressional Body) Kryozerkian forces on stand by, ready to assist should the invaders fail to pull out in 24 hours time.

In the mean, all Talematrian assets have been liquidated, properties have been seized, under an ancient Kryozerkian law, Anti-Foreign Ownership, which permits the nation to seize all foreign assests and properties owned by foreign nations which have been deemed to be hostile to Kryozerkia. Further, all diplomatic envoys which have been escorted by Kryozerkian security back via air to their home nation. All Talematrian nationals have been given 48 hours to voluntarily leave the nations. Those who are found during such period will be ordered by police to take their belongings and leave. They will not be eevicted by force but they will be tracked to ensure compliance.

Any Talematrian national that remains following the 48-hour grace period will be subject to the Kryozerkian Ethnic Laws, which were previously legislated only to keep out Protestants, as fanaticism and religion fundamentalism have been banned in Kryozerkia for many decades. This law now includes Talematrians, as they are seen as unfavourable in the eyes of Kryozerkians.

Their government is aggressive and shows no remorse for its threats.

The people who come share these views and these extreme views violate the laws of the land.

In the mean time, a parliamentary session will be contravening to discuss the escalating tensions.

It was late at night but there was a meeting called to get the highest ranking elected officials in Parliament for an emergency meeting. The House of Commons would be contravening in the morning.

"Prime Minister..."

"What is it?"

"Are you sure it was wise to let a bellicose individual like our esteemed regional envoy to speak on behalf of the nation? He may be an experienced general but he'll set back relations. He still is seeing red over the incident in which we lost Farflorin."

"He has no teeth, minister. He is old and stuck in his ways. I'll allow for his diplomatic manouvers. They're better than what we've done to expect from him."

"But it has Talematros swearing vendatta."

"They can swear it all they want."

The Minister of Intelligence and National Defence sighed.

"According to our intelligence, they're gathering up resources in a manner which suggests that they are prepared for war.

"They're going after our citizens! Surely you should've realised this when you put such a man at our diplomatic helm. He's no diplomat... he's...he's a warmonger!"

"But he's got the kind of grit we need in the face of such...audacity." the prime minister replied. "Send for our top five generals! And I want all MPs to report for work at 7AM."

A short while later, the generals appear.

"Thank you for your prompt response."

The mood is sombre.

"I trust you all know the situation with Talematros."

"Yes, Prime Minister." the oldest replied. "And we've been monitoring the developments since they declared their intentions on moving their 'legionairres' into Andochian land.

"Such movements aren't welcomed. We don't much care for those hypocrites. They preach about sovreignty when it is their's on the line but when another nation has an internal conflict they have no qualms with sending in their 'elite' forces."

The PM nodded. "The state of our forces?"

The youngest stands up. "Sorry Prime Minister, but I'd like the floor. I have an annoucement.

"Since our last public proclaimation regarding our MS forces, we've made incredible gains. We've reduced the size and increased the mobility capabilities, as well as the nagivation system of our MS-AUs.

"However, the system now tunes into the pilot's brain-wave frequency. It is both good and bad. Testing has shown the pilots to low their humanity while allowing them to be the ultimate warrior. This could affect our population when these pilots are forced to retire."

"Enough nonsense. Are these MS's good to go?" the oldest general demanded.

"Yes...."

"Then call a parliamentary session. We will not stand by and be mocked by a bunch of bleedin' yuppies and their overpriced gas-guzzlin' SUVs."

Several hours later...

The Speaker of the House rises. "The Minister of Intelligence and National Defence will be speaking first."

A parliamentary session had been called and all MPs had shown up early.

The Social Credit's Minister of Intelligence and National Defence rose. "Thank you Madam Speaker.

"Good day. As we know, Andocha hasn't a military to defend its interests. We don't have any true interest in Andocha. But, as a nation without a defence they are vulerable, as it was shown by Talematrian audacity.

"We are faced with the prospect of war and it remains unpopular amongst Kryozerkians. But, polls suggest that they would support war and enlistment should the nation go to war with Talematros. They don't favour war in any other circumstance.""

"Madam Speaker." The opposition critic for Intelligence and National Defence stood up. "I concede that we're dealing with a rogue nation here and a nation which has admitted to few defences, but is it truly wise for us to pursue such actions? What is the state of our forces?"

Stand up, the Minister of Intelligence and National Defence replied to the speaker, "Our forces are in excellent shape. The increased spending has paid off. Our traditional infantry has been reduced, but our mecha power has been greatly increased. Our navy is in excellent shape. Our air force, which works closely with our infantry is reporting excellent developments, though they lag behind in recruits.

"Libra has been brought out of commission because it is obsolute and replaced with Orion-XI and its Children-Orbits, which has better facilities and it will be up and running in less than 24-hours. All that remains is to get the rest of the forces and supplies up to get her up to full capacity.

"Orion-XI guarantees excellent control of Kryozerkian space. It is also the main base from which our air units take to the sky for aerial combat."

While the minister sits back down, the opposition critic rises. "What is the state of our missile defence system? Have we upgrades since? We're dealing with an enemy who isn't afraid to use fire power."

Before the minister can reply, a security guard walks in, an envoy of diplomats following.

"Excuse me, Madam Speaker, but a delegation from Farflorin have insisted on coming here and have requested the floor."

"This is highly unorthodox!"

"They would like to speak to the house about supporting them."

"We don't need a bunch of pot smoking hippies helping us."

"If the opposition cannot control itself, you'll be asked you leave." the Speaker of the House replied simply. She turned her eyes to the delegation. "You may have the floor."

The delegation moves to the middle of the floor and the leader addresses the house.

"Our esteemed neighbours. We come to offer you assistance. We aren't going to provide military assistance; we are offering intelligence support as well as economical support. Our intelligence officers are on the ground in Talematros. Many of them have duel citizenships and have used them to infiltrate key points. We had this done after the last incident with Talematros.

"We feared for our national security and saw it to be in our interests to plant agents. We picked a diverse range of agents who look harmless."

The Prime Minister rose. "How does this help us?"

"We will forward all intelligence reports to the military. They will be relevant to their operation."

The opposition leader retorted. "How can we trust you?"

"We paid back our load, didn't we?"

The tight-lipped leader sat back down while the PM considered for a moment the offer and replied. "It is a deal. Bring whatever you have to the KIA HQ ASAP."

"Yes and... what do you intend to do if war breaks out?"

"Defend the nation."

"Our nation's military is factions of militias who control regions of Farflorin. They can't possibly fight..."

"We'll get Kutou-koku to help if you're stuck."

"Not good enough."

"But our forces will be weakened if we split it between two fronts!"

"We're merely asking for a token gesture; something for the waters."

"We'll get back to you on that."

"When you agree, we'll provide the economic support."

With their concluding statement the Farflorinian diplomatic delegation departed.

The opposition critic rose again. "Madam Speaker, we still don't know the state of our MDS."

"The MDS is in full working capacity and an upgrade is underway. It is functional. There are weak spots over a couple of ecologically sensitive areas, while our urban centres remain protected."

The Minister of Finance rose to speak.

"The nation's budget could help sustain miltary operations should the need arise."

Administration: $0.00 0%

Healthcare: $15,936,745,791,504.38 9%
Education: $42,497,988,777,345.03 24%
Religion & Spirituality: $0.00 0%
Defence: $35,414,990,647,787.52 20%
Law & Order: $0.00 0%
Commerce: $23,019,743,921,061.89 13%
Public Transport: $8,853,747,661,946.88 5%
The Environment: $19,478,244,856,283.14 11%
Social Equality: $10,624,497,194,336.26 6%

"According to our estimates, our military could stand to see an increase in spending should the need arise. Otherwise, we are in good shape. The only remaining concern is that our unemployment rate is rather low, so it wouldn't be rise to cut into the public and private sectors with a conscription legislation. We'd best leave it if we want to ensure success."

The Minister of Intelligence and National Defence rose. "Our numbers are excellent and there is no need to introduce any such legislation. If people wish to enlist, they will. The motivation is there. Plus... a little propoganda should the Talematrians decide that they wish to launch a pre-emptive strike, we'll be ready. There is no need to initate war. It is in the interests of patriotism that we let them sink themselves."

“This is ridiculous!” screamed President Montag. “Now the Kyros are in on it? This is unacceptable!”

“I agree Herr President.” says Kesselring calmly. “The Andochan terms are acceptable and if they were all we faced, I would encourage you to take them, but the Kyros complicate things.”

“Listen to those bastards!” barked the President. “‘Your ICBMs will not penetrate our Missile Defense Force’” he mocked. “Bulls***! Stonehenge is the best anti-air defense system in the region and it can only shoot down 40% of the most advanced ICBMs! They act like little immature kids playing war who think they’re invincible!”

Secretary of Defense Yosef Gunner stood up. “We have a slightly larger stockpile then the Kyros, but we are must more urban then they are. Any nuclear war would not only destroy the region, it would present us with a disadvantage on the civilian scale. We estimate they could shoot down about 30 to 35% of our weapons, coupled with our Ion Cannons though, we could lower that to about 25%.”

“I’m not leading us into a nuclear war!” yelled the President.

He looked out the window, then turned to Kesselring. “Call up the Andochans. Tell them we will comply to their terms, as well as pay for any damages and make a public apology, but tell them to tell the Kyros to mind their own damn business. The Kyros kick us out, we kick them out. Let them keep all their material, but give the land as a grant to local Anti-Kyrozerkia organizations, just to piss them off. Make the Kyros pay for their delegates transports out of the Federation though. Also, ground all flights bound for Kyrozerkia and keep watch on all Kyro citizens. Gunner! Down to DEFCON 2, mobilize all legions, order mayors to prepare for war, move congress and the courts underground and put the shadow government on standby.”

“Sir, we aren’t going to war are we?” questioned Gunner.

“No, we’re just showing those interlopers that we mean business, now patch me through to Visari. I need to make sure the Drybreadians lend their support. If these hick ass Kyros want to start a war over Andocha, they’ll get it...”

“Herr President!” a Legionary saluted as the President briskly walked past followed by the top generals and secretaries of the Federation. They walked deeper into the bunker. “Situation?” asked the President as he undid his tie. “The Kyros aren’t backing down sir.” said General Guderian.

“Damn it! Give me real statistics. If the Kyros were to attack, how would we hold?”

“Our infantry are second to none in the region sir, they could hold the line at our borders. The problem is their mech units. Simulations have shown though that Orca Jetcopters and our Falken Jet Fighters can match them. Our surface navy is extremely weak and won’t be able to do much, but our submarine fleet will be able to penetrate their space and launch missiles. Studies show that cruise missile strikes coupled with ion cannon shots are very effective.”

The President looked off into space. “I can’t believe we’re talking about his. Surely the citizens of Kyrozerkia don’t want to go to war over Andocha. We sure as hell know the citizens of Talematros don’t.”

“Sir, if we launch a pre-emptive strike...” The President interrupted. “No! If there is war, we will not be the ones to start it! Now what about the Drybreadians?”

“They pledge full support sir. As does the Union. Wathorn remains neutral.”

“How ready are our forces?”

“The 13th, 14th, 41st, and 61st is ready for action all others are either being deployed or are being taken off leave. All air squadrons are battle ready and patrols are already taking place. Stonehenge is battle ready and all Ion Cannons are ready for firing, minus Triton which is being repaired. All Ion Cannons are also in defensive positions to halt any space based attack. All missile silos are armed and currently on DEFCON 2. All available “Dudes” are loaded and aimed at major urban centers.”

“What about the Andochans? Have they responded to our agreements and terms?”

“No sir, but we do understand that the Kyros heard and understand them.”

“Then why won’t they back down?! We are giving to Andocha’s terms!”

The President looked blankly again. “We’re like school kids who care so much about pride and honor... May war be avoided...”

“Reports from our agents in the Kyro government Herr President!” The Legionary ran up to the President, saluted, then ran back to his post.

“Now the Farflorins are in on it? How could those moronic Kyros trust them? Stupid potheads.”

“Don’t you think it’s funny Herr President?” said General Guderian as he stood up. “Don’t you think it’s funny the Kyros accuse us of getting involved in other nations conflicts, yet they butt into our sovereignty, as well as Andocha's. Then they start this conflict now that has the potential to destroy life in this region”

The president looked at him. “No, I think it’s stupid. Those Kyros are gun happy hicks. Their fascist government has brainwashed their people. There is no problem with the people, it’s their totalitarian government.”

“No, it is the people.” said the Secretary of Domestic Affairs. “Our people live their lives in...” The Secretary was interrupted by a Legionary rushing into the war room.

“Sir! TFS Cruiser “Zephyr” was attacked by Kyrozerkian gunboats off the coast of Terrnia! Took slight damage from torpedo skim. Captain confirms having destroyed two of the boats while the other 3 fled. Captain has 3 prisoners.”

General Guderian stood up. “It’s started! Herr President! I urge you to launch a cruise missile strike coupled with OICs (Orbital Ion Cannons) into their heartland!”

The President stared at him with disbelief. “This could be an isolated event. Stupid trigger happy Kyros may have just fired without authorization.”

The President looked at the map in back of him. “Why won’t they back down?! We’ve agreed to Andochan terms!”

General Guderian responded. “Sir, the Kyros are morons. They won’t stand down while looking at our nuclear missiles, but I bet they will step down if those p**** ass Andochans tell them to. I urge you to send a wire to the Andochans. Tell them if war starts between Kyrozerkia and Talematros, Andocha will be considered an enemy and will be dealt with.”

“Are you mad?!” the Secretary of Domestic Affairs stood up.

“Shut up you idiot!” Guderian yelled back.

The President ran in between the men. “You can’t fight in here! This is the war room!” The two men hesitated, then sat back down.

“We will wait for the Kyro response to their attack us. We will inform the Andochans in a war with Kyrozerkia, Andocha will be included. Since they couldn’t even keep tabs on their own people, they started this.” The then President sat down.

Undisclosed Kryozerkian Naval Port

It was late in the office of the naval coast guard outpost when a group of military police walked in, escorting a groupof ruffians. The highest ranking of the MPs pushed forward the leader of the group of rebels.

"Sir! We found them prowling around in international waters, sir! They were outside of Talematrian waters and they fired on civilian boats."

"What? Are these men of ours?"

"No, sir. They're ruffians from Blazi'ik Valley. They're from the small militia which has been carrying out underground attacks on Talematrian nationals who've visited."

"Ah yes, those 'attacks'; damn media wouldn't let up."

"What do you propose we do with them? They've attacked another nation without the government declaring war. This puts us in a position that we don't want to be in."

Pausing the officer picked up a piece of paper. it was a fax he had received. "Well, we're simply on standby, and word has it that we're not at war, therefore, these people would've acted on their own. Turn them over to the civilian police and let them deal with the buggers. Put them in a public light and have them condemned for such actions.

"This makes us look bad. We didn't order an attack! If we had, it'd put us in conflict with the damn Wartime Criminal Code."

The MP saluted his senior. "We'll escort them to the station. We've rounded up their boat and resources. They had a king's ransom in arsenal. Which would be of great use for the police."

"Excellent. Now, we'll send a fax to the KNTN and publically annouce that the military had nothing to do with the strike. We don't need those asswad Talematrians using the actions of a few radicals to justify their attack."

"Sir! yes sir!"
