Contract submissions being accepted!

The Devine Celestial Imperium is seeking a nation or company or a joint proposal to oversee the establishment of our military training facilities, large scale military bases, and military production facilities. The federation and its commonwealths are collectively willing to spend five trillion dollars. The project will be financed by the amalgamation of our departments of law and order, and defence. The project is being sponsored by The New Market Order, The New Credit Order, and Ordered Market from North of the World. Our friends from North of the World will be providing the capital to maintain the facilities, oversee our defence, and maintain order in the federation and commonwealths, as our resources are being devoted to the construction costs.

What we are looking for is:
• Facilities to house our combined militaries which will be approximately sixty million personal.
• Facilities to have two hundred and fifty thousand air force personal entering the program per NS year, with the program taking four tears to complete. The contract includes the production of all necessary accommodations and facilities.
• Facilities to train five hundred thousand army and police personal entering the program per NS year. With training taking three NS years. The contract includes the production of all necessary accommodations and facilities such as firing ranges.
• Facilities to train seventy-five thousand navy personal entering the program per NS year. With training taking four NS years to complete. The contract includes the production of all necessary accommodations and facilities.
• The contract includes all necessary equipment for training of our armed forces and police personal.
• The construction of great fleet yards in order for us to be able to construct and maintain our own navy. The facilities must be able to construct and maintain craft as long as 1250m. Most of the facilities will be devoted to the construction and maintenance of vessels of between 25m to 750m.
• The construction of facilities to construct aircraft of varying sizes and types. The facilities will be maintaining in the upwards of fifty thousand aircraft. Including more the seventeen thousand UAVs and UCAVs.
• The construction of immense military bases in the federation and the commonwealths. Each of the 60 bases will be serving as headquarters to approximately seven hundred thousand personal. They must include training facilities, repair facilities all fashions of military vehicles, and arms. They must include the proper facilities to house all military vehicles currently totalled at two hundred thousand.
• The construction of factories to produce for all manner of military vehicles. For example: Advanced Amphibious Assault Vehicles, artillery, tanks, and armoured personnel carriers.
• The construction of factories to produce all equipment for our armed forces and law enforcement personal. Look at your own militaries to see the type of equipment you use.
• All facilities will be fully furnished by the successful bidder of this contract.
• All equipment for our factories, training facilities, and repair facilities will be constructed by the successful bidder of this contract.
• All cost over runs occurred during construction will be at the expense of the successful bidder of this contract.
• Any successful bidder must agree not to supply the blueprints and a list of weaknesses to New Nicksyllvania.

Note to all bidders: This is a regional undertaking. Together we have a combined defence and Law and Order budget of $5,366,351,903,513.10. A few members of the region North of the World are willing to help cover the costs if necessary.

Pale Rider Arms has reviewed your request, and has determined that we can fufill the following with the greatest of ease:


• The construction of immense military bases in the federation and the commonwealths. Each of the 60 bases will be serving as headquarters to approximately seven hundred thousand personal. They must include training facilities, repair facilities all fashions of military vehicles, and arms. They must include the proper facilities to house all military vehicles currently totalled at two hundred thousand.
• The construction of factories to produce for all manner of military vehicles. For example: Advanced Amphibious Assault Vehicles, artillery, tanks, and armoured personnel carriers.
• The construction of factories to produce all equipment for our armed forces and law enforcement personal. Look at your own militaries to see the type of equipment you use.

Our solution would be to construct a total of sixty PRA-standard Arcology structures. These massive structures can comfortably house up to 937,500 residents, and contain facilities to construct a wide variety of equipment, from military vehicles and firearms to civilian automobiles and cellular phones. The Arcologies are largely self-sufficient, each relying on a trio of fission reactors to provide power, and an extensive series of buried aquaculture and hydroponic gardens to supply food. While this is not enough to feed the entire populace for long periods of time, an Arcology can hold out for weeks, and even survive sustained bombardment from an entire enemy armada.

Each arcology costs only 50 billion USD, for a grand total of three trillion USD. However, due to the large size of the contract, PRA would be willing to place its bid at 2.5 trillion USD. We are aware that you may have some difficulty paying this sum, and would be amenable to negotiating a payment plan. Construction of each facility would take approximately two years, and could be constructed concurrently with the aid of local labour. Please consider this generous offer.

If you take the time to add up the defence and law and order budgets of the Federation and the Commonwealths you will find that our combined defence budget is $3,060,153,351,166.70, our law and order budget is $2,306,198,552,346.40 for a total of $5,366,351,903,513.10.
If you also took the time to read that this project is being sponsored by a few other countries one of them The New Market Order has a defence/ law and order budget of $2,086,595,963,426.52. A few more of our sponsors also put more then one trillion dollars into these areas.

We suggest our expertise in underground construction to create a secure underground site for 'housing' with minimal above ground support for reduce the impact of any attacks or reconisance on the movements internally underground to a depth resistant to surface and subsurface scans in the EM and sonic systems.

This is the most complete and detailed offer so far. The army bases would be on mountains terrain with the exception of seven which would be located more or less in a plain. We were thinking of ten fleet yards. All located inland of course with connections to the ocean. Only two need to be able to service vessels up to 1250m.
With regards to the airbases we would prefer to have seven large bases. They would all be located partially in mountains to protect the aircraft. “We recommend as with intracircumcordeis system an underground high-speed rail system to transport equipment more securely.” Now that is a good idea.

We are not asking for production rights of any products to be included. The factories will be producing weapons that are generally considered in the public domain, and if we will be producing any weapons that were created by a NS user such as yourself we will purchase production rights at that time. We are not intending to violate any users production rights. As the factories in your bid were in the complex I am assuming that they would be run by citizens of the Imperium. If you or any other contractors wishes to have observers in the facilities in order to insure the protection of production rights they are welcome to do so. If any contractor(s) wants there products to be produced in an Imperium factory they would be selling the Imperium any products produced there at cost.

sorry about not reading the previous posts more carefully about the base it'll consist of a naval base with an airstrip and about a small army base it'll consist of 20 fighter jets, a couple hangars, a 1.3 mile runway, about 1000 soldiers/crew, and other basic defence and non lethal stuff.

we promise to not compromise any rules in your country and follow your orders we would just like to ask you to give us a restricted fly zone above our base and we'll be just fine, the 100 billion will be transfered and all the construction work will be done by our country
