Streets of Havana, 6 February 2006 :

Nearly a day after the Supreme Soviet of the Soviet Caribbean was
expected to confirm Percival d'Arnault as premier, the nation's legislators have still failed to secure the 60 percent needed to select a head of government. The confusion has led to mass uprisings against the communist government all across the caribbean. Guards at the building of the General Secretariat have fled or joined the throngs of disgruntled citizens who are storming the nation's government buildings.
In Port of Spain, in the nation's south, a Congress of Peoples has voted to begin a mass exodus to a newly constructed artificial island off the coast of Liberia. This island is home to the newly constructed city-state of the Republic of the Mullatoes; a haven for multiracial immigrants and a vocal supporter of civil rights the world over.

In the wake of the Soviet Caribbean's collapse, Dr. Richard Thompson-Holt, the immenseley popular 79-year-old President of the Republic of The Mullatoes, had the following statement to make:
"The Republic of The Mullatoes will welcome all recent immigrants from the Soviet Caribbean to our territory off the coast of Africa. In the aftermath of this revolution, the Republic of the Mullatoes looks forward to becoming the legal successor of the Soviet Caribbean in diplomatic matters. Within one hour, the Republic of the Mullatoes will assume all military and economic controls once possessed by the government in Havana."

The Congress of the Republic of the Mullattoes has officially joined President Holt-Thomspon in requesting aide in ensuring that all Soviet units that once occupied the Caribbean region exit peacefully.

"I say we just invade them anyways and get ourselves a nice new vacation spot," suggested Grand General Skops. "It would be a nice training exercise for the troops, too."

"If it were up to you, General, we'd invade every country smaller than us," glared Alexander Perkins, the senior diplomat of the Grand Imperium of Risban.

"They just overthrew a soviet government," said Lord William Plutus, Minister for Finance. "We should be thanking them."

"I still say it would be a great vacation spot," insisted General Skops.

"Quiet, all of you," ordered the Emperor, his voice rising above the rest. He turned and looked at his officials. "Alex, release a statement offering aid to the Republic of the Mullattoes."

"Yes, sir," said the Foreign Minister, bowing.

"So, we aren't invading then?" asked General Skops in a dismal tone.

"No, we aren't invading."

Salutations, friends, and congratulations on your victory against your soviet oppressors. To ensure the safety of your new government and avoid a civil war, we offer to send in military forces to help protect your government against possible soviet backlash, as are businesses are willing to open branches and give jobs to help stimulate your economy.

We offer an embassy exchange with your nation. Jorge Gomez shall be our ambassador if accepted.

Sincerely,
Alexander Perkins

President Richard Thompson-Holt will gladly accept military aide in the Caribbean region; we welcome you to dispatch your troops there. However, we will not allow any foreign units to enter the waters off of our home island. We mean no offense by this. However, the political environment in your nation is admittedly disturbing, and we cannot allow your units in the vicinity of our coast. Thankyou for any military support you can provide in the designated region. We will accept your embassy exchange and look forward to working with Mr. Gomez. We have chosen Philip Schumacher IV to be our ambassador.

Understandable.

Three Type 23 Destroyers and an amphibious assault ship are en route to the designated area with 25,000 troops to aid in securing the area for your government.

The Defense Department of the Republic of The Mullatoes is issueing a warning to the armed forces of Risban:

One of our missile frigates has been torpedoed in the "designated zone", near the Turks & Caicos islands. As that the Soviets had conducted submarine maneuvres in this area, it is advisable that your men be on the lookout for Typhoon class vessels in the region. After reading the report of the composition of you armed forces, we reccommend that you bolster your subsurface naval complement in order to insure against Soviet submarine strikes.

Added to the Risban fleet were three Trafalgar submarines, two Swiftsure submarines, two Seawolf class submarines. Likewise, a Risban Imperial Command Cruiser is being dispatched with some SH-2 Seasprites and Eurocopter Cougars.

Over the past several hours there have been several disturbing violations of Mullattoe Republican airspace. Although our missile defense system and small air-force has been put on alert, if there is a full-out Soviet strike we will not be able to defend our domestic front and Caibbean assets simultaneously. Half of our total fighter force, four F-35 Joint Strike fighters, are patrolling the our coastal areas with orders to engage any aircraft that may illegally cross our borders. If an aerial engagement takes place, all military units in the "designated zone" are under threat of a full Soviet military engagement, icluding those of Risban. In such circumstances, no support could be given by our military to Risban units. We suggest that you either prepare for a full military engagement or withdraw from the area. If you choose withdrawal, your actions will be completely understood by our government.

On behalf of West Corinthia I would like to ask for the establishment of free trade between our nations. This should help your growing economy and help us get wanted items from the Caribbean, like Rum. If this interests you, reply to the same address.
-Aleksandr Demrovich, Head of Diplomacy, Czardom of West Corinthia
Our own territory includes all of former Georgia, Armenia, Azerbaijin, and areas of Southern Russia north of those territories, between Ukraine and Kazakhstan.
