Government: Socialist democracy with the President as the head of state.
A unicameral Congress is the legislative body led by the Prime Minister. Laws are passed by Majority Vote with at least a fourteen vote difference needed for the Law to be passed. There are 190 seats in congress, one for each province or municipality.

The development of the Ht-1 has continued. Several working prototypes have been constucted and test flight have been shceduled for later next year.


The Thai Railway Project has been given the green light by the people's congress. It aims to connet those areas of Thailand not already acsseible by rail.

First test flights of the Ht-1 Jin Helicopter occur outside Saigon. The results are good and both USEAA and UIMC generals present though highly of it.

With this stage completed Han Taik have gone forward with the project and manufacturing facilities will be ready for production to begin later in the year.

The production facilities for the Ht-1 Jin Transport helicopter outside Bangkok have finished preperations and are ready to accept orders. The helicopter is for sale in both the civilian and military markets.

Anti-japanese riots, in response to Japan receiving full SCT membership, start in Hanoi and the surrounding area.
Police security is tightned and several violent protestors have been arrested for damage to private property.
The President has called for peace, saying that Pan-Asian unity is the only way forward. Leading United Workers Party memebers denounced the government saying they were playing into imperialist japanese hands.

The rest of the country is mostly unaffected.

The Ministery of Defense has announced a massive restructuring of the armed forces to begin next year.

Also the IIA or Indochinese Inteligence Agency has been commisoned to protect the USEA from external espionage threats and to keep the government informed to world events.

Headlines:

The main political parties are gearing up for the election next year with tours starting up all over the country. Now that Vinh binh Tuan's two consecutive terms in office are up the National Coalition have been deep in debate over who his sucessor in the coming election will be.
Long weeks of waiting and anticipation were finally brough to conclusion when the much beloved Prime Minister announced at a rally in Hue that former Transport Minister Kanya Lawan who has fought her way through the party ranks is to take over leadership.
However Kanya has done poorly at the opinion polls, appearing in third and is expected to move down now that Nyugen Ai Quoc has announced his intention to run for the Indochinese Socialists.


Sisowath FC have had some outstanding matches this week after their disastrous season last year.
With the season coming to a close they have reached the finals and are set to face Saigon United at the Tanh Dinh stadium in Saigon.
Much of this sucess has been attributed to the meteoric rise of Sisowath FC's star player, Saloth Sar. The talented twenty seven year old has played for a number of local teams in the past but was signed onto Sisowath FC at the end of last season. Since then the ace striker has scored dozens of goals and gained victory for his team in countless matches.
The former student of the Sisowath University has even been offered a place on the national Indochinese team.
The coach of Sisowath FC, Vibol Samnang says he has high hopes for Saloth's future but hopes the young man will always remember his roots.


A minor protest in Hat Yai ended peacefully today as the farmers who have been relocated to make way for the Asian Space Centre by the local representative's promise to argue their case in Saigon.....

The Asian Space Programme's first launch was a certified succes as the Gio Dong module contaning various Hi tech electronic sensors was launched from the Asian Space Agency's launch facility at Hat Yai in Thailand via a Korean Sejong IRBM.

The launch went off without a hitch and the module, which contained a radio transmitter and reciever and several sensors for studying conditions in near earth orbit, achived sub orbital altitudes over mianland China before and landing in the middle of the sea of Japan.

Whilst in flight communication between the module and a series of purpose built ASA tacking stations, built in member countries, was achieved.

The next launch is scheduled for April 3

Oil prices world wide rise as the middle east crisis escalates.
As the tension increase so do the oil prices, stocks in ISE, Indochina's largest energy supplier have fallen and some of the smaller suppliers such GLP and Faipetroleum are facing bankruptcy. However the rest of the economy is largely unaffected and has weathered the initial storm due to the recent period of economic stability in the past few months. Though some areas of heavy industry have been hit adn growth was reported to slump.


Cambodia soundly beat Laos in this week's semi final, with the star striker Saloth Sar scoring two goal agianst the giant Lao keeper Huan Jing......

The results of the 1959 elections show that the Indochinese Socialist Party's majority has decreased significantly while the NCP has overtaken the Centric Buddhist Party to hold second place. President Nyugen Ai Quoc steps down from political life and starts and well earned retirement in his old age of 79 years old. The new President Phirun Sunan assumes his position while Prime Minister Yen Mai Tuyet continues in office for another term.

In light of the recent events the Abbot of the largest Buddhist monastary in Saigon has reportedly visted Prime Minister Yen Mai Tuyet in her private rooms at the Federal Palace.
Prime Minister Tuyet is a very devout Buddhist and the two have apparently been talking for hours, though the subject of thier conversation is unknown at this time it is believed to be focused on current relations with the West.


In other news mobilisations of Army units has stopped and high level military sources say that a full standown may be on the horizon, however several units of the 1st strategic......


President Phirun Sunan of the USEA turned the radio off. He continued to pace the room, his younger colleuage had shut herself in her quarters with that damned monk for over three hours now. This was a crisis how could she be wasting time praying now?
Several military aides alternately rushed in to give huim updates on the developing situation, damn this was going to get messy.

Inside her private quarters Yen Mai Tuyet sat cross legged acros from the old Abbot while around her incense burned and the small altar and pictures for Buddhist meditation were iluminated by the flickering candles.
The Abbot breathed in heavily, inhaling the sweet smelling incense.

"You know you must do what you feel is right my Child, follow your heart and stay true to your belief and we may yet servive this crises."

Yen Mai hung her head.

"I know Father, but what I am I to do if what I choose is wrong and we all suffer for it?"

The Abbot gave her a stern look.

"We all have to take responsability for our actions, much more so in your position of great power."

The Prime Minister sighed, her choice was difficult and both choices would have possibly terrifying consequences. Staring into the guttering flames of the firelight she knew what she must do. Some time passed.

"I know what I must do Father, and I will do it now."

The Abbot smiled warmly.

"Good, desciveness is always best after making a difficult descision, I only hope the choice you have made is the right one, for if it is not, the we if not the whole world will be doomed because of it."

Yen Mai grimaced at this as she rose and went for the door. Gracefully the Abbot got up in a single motion and followed her. After going into the Waiting room she turned to the old man.

"I have enjoyed our talk Father and look forward to when we will be able to talk again."

The Abbot smiled.

"As do I my Child and I can only hope that the world is in a better state when we do next talk."

With that he stode down the hall where two waiting monk were to escort him back the monastery.
President Sunan scolwed at his retreating shape.

"Care to tell me what that was all about Yen Mai?"

The Prime Minister sighed again.

"Not now Phirun, but in good time." She turned to an aid "Get the news crews and and put them in the conference room, I need to make a very important announcement."

The President did a double take.

"You can't do that! We will be ruined, everything will be ruined!"

Yen Mai Whipped round.

"I can and I will Phirun, this is the only way."

The President gave an angry shout and stormed out of the room. Leaving his Prime Minister alone in the room. She quickly composed herself for her coming task and the ineveitable bombardment that would follow.




The Conference room's simple wood panels and white washed walls were lit up harshly by the litghs for the television cameras. Stepping onto the podium and into their glare Yen Mai felt like her final judgement had come, her small frame was seemingly engulfed by the silence as the people gathered in the room waited for her to speak.

"Lately the world in which we live has become an increasingly tense and hostile place due the actions of several nations We are building inevietably to a point where we will also suffer equally no matter our colour, creed or nationality.
I have decided that it has to stop and that there is only one way to achieve this. The truth must be told.
There have been accusations against some of our allies and friends that have been meddling with the afairs of other nations, more specifically Russia.
Such accusations are grave and serious and I can tell you now, false.

The accusations against our great allies such as China are false because they are directed at the wrong party. It has in fact been Indochina behind the rise of the Siberian Sepratists.
We have since 1956 supplied them with funds to mount the political campaign fo independance and recently their guerilla campaign against the Russian governement.
In hindsight such actions should never have been taken and I can tell you know they were carried out on my explicit orders.
I come before you today to apologize to the people of the world, the people of Indochina and most especially to the people of Russia who have been most affected by this situation. I also take complete and sole responsibility for the acts carried out under my command.
I stress that our Allies in China though they had knowledge of our activities had nothing to do with it. Their scape goating by the Americans and their allies is despicable but no more despicable than the acts that Indochina has carried out.
Once again I completely give my apologies to the Russian people whom I have harmed and my own people and country which I have failed.
I am fully prepared to accept the consequences of my actions and as of this moment the Armed forces are undergoing a complete stand down to normal alertness.

I also apeal to the UN to through out the resolution to censure China as it can be proven that they are not responsible. It would be crime worse than the ones I have commited to punish them for what they have not done.

Thank you and good evening."

With that Prime Minister Yen Mai Tuyet stepped off the podium and retreated through a door, leaving her audiance in the onference room and nationwide in silence.


Meanwhile a general stand down order is issued to all untis of the armed forces, the battlegroup in the Bearing sea is ordered to hold position for the time being but not to do anything else unless explicitly ordered.

Indochina 1965

With the destruction caused by the American nuclear strikes the previous year, the government of the USEA had been left in tatters.
The military was all but annhilated and the command structre had been wiped out.
Into the desolate scene stepped Admiral Xue Wei Zhou the son of Chinese immigrants was the commander of the Andaman Sea fleet when the storm broke, the entire USEA Navy had been put to sea in the build up towards the crisis and so had been saved from atomic destruction.
Xue Wei Zhou's counterpart in the South China Sea fleet, Quy An Quang, had been driven mad to the point of selfdestruction by the ravaging of his homeland. He was killed by Amercian forces as he tried to make a suicidal attack on American pacific bases.
This left Xue Wei Zhou in command of the remaining USEA Navy, seeing the loss of communication and general confusion on the mainland he made contact with the remaining Army and Marine units. These soldiers with no leaders or orders flocked to his command, and with their help he managed to set up a provisional government in the undamaged city of Phnom Penh.

However without the presence of a central government in Saigon, the regional goverments of Vientam, Laos, Cambodia and Thailand had stepped in to try and quel unrest while making what emergency efforts they could to reconstruct the damaged infreastructure. Local Buddhist monastries also quickly stepped in to help reorganize communities and in some isolated areas took defacto control of entire provinces. Salvage of the shattered industry and infrastructre was a top priority and damaged factories were quickly dismantled and the equipment put to use elsewhere.

The now De facto president Xue Wei Zhou at first tried to stop these salvage attempts in favour of repairing the infrastructre and Industry that was already in place, however he had little reach outside Phnom Penh, and even theri he was eventually forced to agree that salvage would be best by the Regional government of Cambodia and local Buddhist monastries.

Indochina 1966

With salvage and reconstruction efforts well underway, Xue was informed that the argicultural sector was beginning to pick itself up from the disaster. Seeing an opportunity to impress his will and bring the Regional governments to heel he used part of his small force of loyal Army Pathfinders and UI Marines to secure surplus food and have it taken to military bases for shipping north to China via surviving Military transport aircraft.

However his orders were mis-interpreted and in some cases all food was taken from distribution centres. A resulting small scale food shortage inflamed the populations of urban areas esepcially the students who began to take more and more radacalist liberal views.

When presidne Xue diverted large amounts of funds away from reconstruction towards rebuilding the military, massive protests where held in cities. Independant student radio station akll over the country began talking of how it had been the old guard's blatent militarism and expansionism that had been the cause of the Amercian strike in the first place.
Left wing Buddhist rehtoric began to seep into the radical liberal message of these groups.

Indochina 1967

President Xue frightened by the massive unrest in the cities deployed his newly raised military untis to calm things down, however this only made it worse and after a tragic incident in Bangkok where several students are shot. After this poitn alrge sections of the military stop taking orders from the central government in Phnom Penh.
The very vocal student group and joined by Buddhist temples and monastries in asking for an election. Xue however refuses, stating that the crisis is still not over.
The mass protests increase in intesity and their are now protestors on the streets of major citities non-stop.
Events come to a culmination in Phnom Penh on November 21st, the protests are at their largest and radical students and Buddhist monks give fiery oratories directed at the building the government is housed in.
Unbenknownst to many, groups of UI Marines thread through the crowds headed towards the Capitol building.
At 18:00 a brief fire fight breaks out between the UI Marines and the Army Pathfinders guarding the Capitol building. The crowwds panic, fearing another crackdown by government troops, but when it become apparent that this is not the case they surge back. Meanwhile the UI Marines, outnumbering the Pathfinders, manage to fight their way through into the main building, the student protestors surge after them.
Many of Xue's lieutenants are arrested and subdued by the protestors. Xue himself however escapes via a helicopter from the roof of the building.
He makes it as far as Kampong Cham before Mirage III fighter jets from Saigon AFB force him to land and he is arrested.

Untill midday the next morning on the 22nd, confusion reigns, many fearing a military coup stay in their homes fearful of reprisals. However at 12:25 a message is relayed across the student radio stations, which had increasingly become a the main way people got news in the post- disaster Indochina, the message orginating from the Bang Kapi Buddhist Monastry in Bangkok was read by the Abbot Phramon Kolthe Pmuni. He stated that too long had the nation of Indochina been subject to the militarist yoke of the federal government. From then on United South East Asia would be no more and it's place would be The Democratic Buddhist Republic of Indochina.
Ove rthe next few days a new government was formed with it's capital in Bangkok. Consisting mainly of young political activists who had risen to prominence during the protests the post of Prime Minister was filled by Choummaly Sayasone the head of State is the current Supreme Patriarch of the Sangha of Indochina, Phramon Kolthe Pmuni.

Indochina 1968

Many new reforms are quickly made by the new government, the regional governments are given more independance on internal matters. The official religion is declared as Buddhism. An election is declared in March due to demands by Nationalist political groups, however the overwhelming majority of voters vote to keep the origional government.

Later with consent from parliment and the goverment the Supreme Patriach officially forgives the North American peoples for the nuclear bombardment of Indochina. It is conceded that the previous militarist federal government was partly to blame for the tensions in North America at the time and it is asked whether Indochina can be forgiven for that.
It is meanwhile hoped that relations can be formalized between the North American sucessor states and the DBRI.

Re-construction efforts continue but are slowed down, stock markets are partically re-opened for limited trading and the construction of Nuclear powerplants continues. The rebuilding of the military is also slowed but not stopped.

Indochina 1969

The Government announces that soon the emergency reconstrcution quotas for Industry and agriculture will be dropped.

Xue Wei Zhou is tried by a court that he refuses to acknowledge, he is found guilty on the charge abusing power for personal gain and is sentenced to indefinate house arrest. Similar charges and sentences are given to his trusted lieutenants.

Aid to China in the north continues, mainly funneled through military airlift and the Buddhist community networks.
