Help needed urgently!

The United States of Wilhelmar, my ally, has been struck by an earthquake of high magnitude. Wilhelmar, being located on the West Coast of the former United States, is prone to earthquakes due to the San Andreas fault. One has struck in the Los Angeles area, devastating parts of the city, knocking out electricity to more than 6 million people and breaking gas, sewer, and water lines.

We are located in the region called New Avanakos. Arbedor is doing everything it can, but our region has been fading in recent months and there is not enough help. Any nation willing to help will be graciously accepted.

The people of Kilobugya will send you emergency help as much as we can. The Kilobugya Emergency Agency is ready to send you doctors, drugs, and material to build emergency hospitals, houses, ... Our planes will be ready to take off in a few hours. Volunteers are already arriving at airports.

Could you tell us what are your most urgent needs, so we could concentrate our efforts on that ?

well if you will live there. I mean it's your fault you and your people live in an area prone to earthquakes. You should have made sure your government put away subsidies for such a disaster. I say 'you made your bed now lie in it', nuff said me thinks!

I am sorry to hear about this, but my nation is young and her economy is still developing so we cannot afford to send money out of the country for a natural disaster.

Also my people are cheap and dont expect help or give it <_<

The Help that has so far been given is greatly appreciated. And I'm afraid that, while I do have a lot of money, I don't have it now, nor do I have the coordination to do this by myself as I've just emerged from a war not too long ago.

In terms of the supplies most immediately needed, I'm most definitely reeling from a lack of food, drinkable water, and medical supplies/personel. Just this morning, a 5.6 magnitude aftershock struck one mile northwest of the original epicenter. That neighborhood, one of the worse-off ones after the initial tremor, is now in turmoil as damaged buildings collapsed. The deathtoll has already risen to somewhere between 100 and 150, with hundreds more wounded. They're being shipped to San Diego, San Francisco, and Davis, but there is only one undamgaged runway to operate from, and the highways are almost impassable. People have been flooding to places like convention centers, despite the warnings that this situation could become another Katrina. However, helicopters have been swarming over the city evacuating people all day today and all day yesterday. Rescue efforts have been halted right now, due to nightfall and smoke from fires.

To better coordinate, telegramming me might be the best way. The United States of Wilhelmar is most willing to pay for resources, and we most definately do not expect handouts, nor is it likely that we would accept them on principle. We believe in giving value for value.

The Wilhelmaran exchange rates are listed below for monitary reference. There is currently 774 billion dollars available which can be diverted from unneeded government programs and agencies. Forty billion of that is money which has not been diverted to any cause yet. A resolution to divert that to disaster relief is currently before congress, and it's expected to pass unanimously.

I am Sending 200 squads of Rangers who specialize in disasters. They have enough medical supplies,and food, to last a state the size of texas 4 months. They will be arriving via V-22 in 2 hours. I dont expect nor do i need to be repayed.

Cruon Commercial House, RFS is willing to offer an amortized 10 year loan, because of your disaster there is a six month grace period on startup on sea water to drinking water purification systems. There is 5% compounded annual interest. We have small scale systems designed to work on floating barges. We have been working much longer on this problem. Importing water is not effective in the Commonalitarianism. We have small systems capable of converting 1000 gallons a day. These will cost $10,000 a piece. We can ship 1000 of these to you within a weeks time. This is a non-negotiable offer.

20,000 Norringtons are being wired to your bank accounts immediately. We accept your aid gratefully. If there is anything more in terms of payment that you should request, we will try, depending of course on its reasonablness, to fulfill it.

Commonalitarianism: We accept your loan, and promise to pay it off as our economy recovers from this terrible disaster. We will remain true to our word as well as our values. We are willing to pay 10,000 Norringtons to the corporation who holds the pattent on that sea-water to drinking-water purifier for the initial construction plans, and 1,000 Norringtons for every additional apparatus that we here construct. We hope to find a spot where our values do not intersect yours, and vice versa.

In terms of aid workers, and where to have them stationed, you will not want to put them in the city. That was one mistake I think the Los Angeles area has learned from Katrina. Aid stations have been set up to the North and to the East. Tent cities have been set up, including medical stations and such.

Earlier today, looters began pilfering the city, taking advantage of this situation. They were not just pilfering neccesities like toilet paper and food, but jewlery and such. In fact, police have been breaking into stores and passing out food to those who need it, and so far no shop owner has protested. But theft of valuables is not acceptable, and when police confronted looters, fighting broke out. Our police and military are having trouble keeping this situation under control. I feel obligated to inform you all about that, so that you will know the risks to your aid workers, and such. So far, no aid workers have been put in harm's way by either side, but we don't know for sure it will stay that way.

The People's Republic of the Soviet Caribbean is willing to offer you what aid we can. Although the bulk of our armed forces is bogged down in New Katovnia, we will offer you what resources we have in our emergency reserve. We will do not request to be directly compensated, but rather have a proposal to make.
On account that our nation's are relatively close geographically (the consituent states of the Soviet Caribbean include the formerly independent nations of Cuba, Haiti, Jamaica, & Trinidad and Tobago), our premier, Percival d'Arnault proposes the North American Natural Disaster Mutual Assistance Pact (NANDMAP). Under this agreement, all nations will be required to assist member states struck by a natural disasterto the best of their ability. Nations along the San Andreas fault could benefit from earthquake protection, and the Soviet Caribbean would benefit from hurricane protection.

Your military forces are not needed, but we appreciate the gesture. The Los Angeles police and California State Militia have the sole responsibility of taking care of this situation. The Wilhelmaran military has been recalled due to constitutional matters. Wilhelmaran Legal Code states that "No branch of the armed forces shall be used to enforce civilian law; nor shall a foreign military body be permitted to enter a City in Wilhelmar or its territories for the purposes of law enforcement. Militias, to be called up at the discretion of neither the President, nor the Congress, nor any legislative body whether state or national, but the individual Governors of each State, shall have the legal authority to keep the peace, to fend off invasion, and to enforce the laws of the Union.”

Soviet Caribbean:

Your offer sounds good to us. While we are a representative democracy that is libertarian in nature, and your nation is quite the opposite, we do not hold this against you, and had this disaster happened to you instead of me, we would indeed be offering as much help as we could give to you. A disaster relief pact would seem to be a good idea, and we will accept it in return for aid. If ever you require aid or disaster relief, contact me. Add me to your Dossier. I shall do likewise.

Well, I guess that I'm fortunate that my Military has not been drastically affected by this disaster, and that I have the Billion Man Army of Opaopa on my side. All I would need to do is send a call for help to my closest and longest ally, and I'm sure they would help me. They've just returned from a diplomatic mission, so they're in the perfect position to defend any attacks. Plus, from a sensible point of things, what would be the use of attacking and taking over a nation reeling from the effects of a terrible disaster? All you would do would be to create more problems for yourself.


Soviet Caribbean: I've added you to my Dossier. If you would like to talk more about the pact, telegram me. I've spoken to a friend of mine in my region, and he is interested in it as well. Perhaps we could create a meeting place and talk about it together. Let me know,

No, I do not think your officers are needed. Most of the rioters have agreed to stop. There is now only hit-and-miss rioting, which our police are fairly successfully fending off. In the case that we need your officers in the future, will they still be available to help?
