Background
The Federation of Allied Anime Worlds is a formerly spacefaring nation from another dimension. It was founded about 5,500 years ago when Serene Moon fulfilled a prophecy and ascended to the Silver Throne, which signalled the rebirth of the Silver Millenium. At that time, a new calendar was instituted, called the Silver Year.

Government: Technically a Imperial Republic, but the position of Emperor is currently unfilled and will continute to be so for the forseeable future. In practice, the Federation is a representative democracy.
Political parties: Due to the widespread satisfaction with Neo-Serenity's and then Endymion's rule, the only viable political party has been the Imperial Party. However, party identification is largely irrelevant.
Suffrage: Nonstandard. Citizens are granted majority as soon as they can pass set of tests demonstrating basic life skills and critical thinking skills. Average age of majority is 16.4 years.
Executive branch: Technically granted in perpetuity to the Impereal Household. However, every ten years, citizens can challenge the current chief executive to a set of political simulation games. Round one is against an AI programmed by Neo-Serenity, and the second round is agianst the current chief executive him/herself. The winner would be granted the authority of the chief executive, with the understanding that the Impereal Household would simply rubber-stamp any decisions for as long as the person could hold the office. Very few have been able to beat the AI, and because of Neo-Serenity's and Endymion's extensive experience, only one or two people ever proved a significant challenge.
Legislature: Unicameral, with each district recieving one representative. Districts used to be one per planet, but as an ad-hoc measure, districts are drawn by the President and have a maximum population of 30,000.
Judiciary: Court system not dissimilar to English common law.
Legal system: Laws are passed by the legislature and ratified or vetoed by the Empress. If the Empress exercises the veto, the law goes onto a national referendum, where the populace can override the veto with a 55% majority. Laws can also be made by Impereal decree, whuch must be endorsed by 40% of the legislature. With the position of Emperor unfilled, President Endymion has claimed the right of veto, but not the right of Impereal decree.
Military structure
The Federation military is not divided into roles, (army, navy, &c.) but is rather divided by the type of equipment used to carry out operations. Primarily "hardware" operations are assigned to the Mechanized Infantry. Primarily "wetware" operations are assigned to the Magical Soldiers.
The mechanized infantry have most of the ground and air vehicles, effectively making them the army and air force. However, ground forces are not made up of traditional tanks, but bipedal versions thereof. These Mechanized Walkers, or 'mechs for short, form the backbone of the Federation ground capability.
The Magical Soldiers usually take on espionage and sabotage missions. However, they are also used in combat when anti-personnel capability is needed. Because Magical Soldier Commandos (MSCs) rely on magic or pseudomagical powers to do damage, they do not need to carry or maintain automatic weaons.
The Federation Navy is an almagamation of the two forces. Because Federation engineers are having a difficult time solving the "large gun" problem to the satisfaction of the Federation brass, Federation Navy ships count on a compliment of Magical Soldiers to do damage. Magical energy is collected from the soldiers and channeled through cannons. Large ships are still necessary to support a large contingent of personnel for an extended period of time, and so ship size is comparable to, although a little smaller than, other ships of similar power at "near future" tech levels.
Although the demarcation by "hardware" vs. "wetware" might suggest that the Mechanized Soldiers get more funding, the fact is that R&D is considered a "primarily wetware" operation, so it turns out the Magical Soldiers get the lion's share of the funding.
When determining who has authority over whom, it is not sufficient to state rank, but rather rank and branch. A Lieutenant in the Mechanized Infantry should not necessarily expect orders to be followed by a Sargeant in the Magical Soldiers, unless instructed to do so by a superior officer in the Magical Soldiers. Fleet Admiral Emeralds is the only exception to this due to the nonstandard nature of the Federation navy. The issue of which branch of the Federation military has authority over the navy will need to be addressed in the forseeable future.

Bio: Empress Neo-Serenity ruled the Federation from 0 SY (Silver Year, or -1000 FY, Federation Year) until 3713 FY. She was a wise, just ruler, and one of the shrewdest political thinkers in the Federation, even if only because of her extensive experience, and beloved by her people. She fell at the Battle of Neo-Crystal Tokyo in the War of the New Dawn. Despite already suffering significant losses, this battle was a major turning point, signaling the beginning of the end of FAAW as a viable interstellar power.
President Endymion
Age: 24 (physical) 5213 (chronological)
Position: President (formerly Prince Consort and Admiral)
Bio: President Endymion took the reins of the Federation in 3713 FY, but refused to take the title of Emperor, believing that his beloved was the only one worthy of it. After building Neo-Crystal Tokyo 2, he proved himself to be a stronger military leader than Neo-Serenity, but was ultimately thwarted by the superior technology of the New Dawn and plummeting morale at home.
Amy Waters
Age: 20 (physical) 5209 (chronological)
Position: Secretary of Internal Affairs (formerly planetary viceroy)
Bio: It is thanks to this brilliant scientist's effort that the Federation exists at all today. After it became apparent that the surrender of the Federation would be inevitable, she and an elite group of scientists feverishly began work on a way to flee their universe entirely. The dimensional portal was ready a scant fifty years before the Battle of Neo-Crystal Tokyo 2, which would have wiped the Federation out entirely. She also worked to save as much Federation technology as possible, but due to many holes in the documents she saved and the lack of advanced fabrication plants, the Federation's technology level is near future, not far future.
Raye Sun
Age: 20 (physical) 5209 (chronological)
Position: Secretary of Defense (formerly planetary viceroy and Rear Admiral)
Bio: She is regarded to have a strong paraoid streak, but it is rare to find her concerns unfouded; perhaps due to her phenominal intuition, or perhaps due to the nature of international diplomacy, since some one (or some nation) usually is out to get you. She is best known for saving the lives of approximately fifty billion Federation citizens when she drew up battle plans to fight the Klickars, despite orders not to do so.
Mahoro
Age: 432
Position: Secretary of the Incredibly Obvious
Bio: Mahoro is an android whose job it is to remdind the Cabinet when they are missing something incredibly obvious. She rarely has strong opinions about anything, except pornography. She really hates pornography.
Fleet Admiral Emeralds
Age: 28
Rank/Position: Admiral/Special military advisor to the Cabinet
Bio: Fleet Admiral Emeralds is the commander of the entire Federation navy; all three ships of it (as of this writing). Her impressive work at the Battle of Neo-Crystal Tokyo 2 bought valuable time which allowed several million Federation citizens to escape through the dimensional portal.
Colonel Chio Miyahama
Age: 14
Rank/Position: Colonel in the Magical Soldiers/Special military advisor to the Cabinet
Bio: She is one of the Federation military's child geniuses, who achieved a very high rank very quickly by taking advantage of the Federation's long-standing "Honores volentibus potenibusque eunt" (Position goes to the willing and able) policy, in which all official positions, including military promotions, are given on the basis of merit and merit only. However, unlike most "wunderkinds," who are superb programmers, engineers, and occasionally pilots, where the young soldiers could be kept out of harm's way with a nominal degree of work, young Chio Miyahama was found to have an awesome talent for espionage and hand-to-hand combat. Rumors that the Imperial Family tried to delay her promotions (and thus assignment of dangerous work), in violation of Federation law and ancient traditions, are officially denied.
Lieutenant Sagara Souske

Rank/position: Lieutenant in the Mechanized Infantry/Special military advisor to the Cabinet
Bio: Lt. Sagara Souske, who occasionally refers to himself as "the garbage boy" for reasons unknown, is one of the Federation military's fast rising stars. He first saw combat in the ill-fated Battle of Neo-Crystal Tokyo 2, where his heroism and quick-thinking allowed himself and his unit to escape into the dimensional portal after the final retreat was sounded. He is currently the commanding officer of the Federation's Elite Mechanized Assault Company.
