A letter was recently sent to several countries. It's path was untraceable and the writer remained anonymous. Here is what it stated:
To whom it may concern,
Do not try to trace this letter back to me, because you will not succeed. I have taken every precaution. It so happens I am in the market for certain weapons I cannot legally obtain from any military arms provider. The nature of the weapon is nuclear. If you are interested in providing, send a man to (insert port name, it really doesn't matter) and have him sit on the bench by Pier 3 at 4:48 P.M. sharp. You will get further instructions from there."
The letter ended at that. It had only been sent to countries who could be trusted not to leak it to the media, and who specialized in these kinds of transactions. So someone out there wanted a nuke. Could they be trusted? Doubtless they would offer quite a sum to anyone offering them a bomb with detailed blueprints accompanying.

Jaime Flores, a representative of Infoclypse industires 'Nuclear Bank' sat down at the bench precisely at 4:48, he was a precise man, dressed in a stylish, yet sensible business suit, with a close cropped, dark beard and moustache, tightly trimed hair and a silver watch wrapped around his left wrist. He had brockered many similiar deals for the Corporate State and knew well the possible dangers, to prevent any mishaps his suit was inlaid with Kevlar and he wore a shoulder holster with a 9mm pistol under his jacket.

A letter was taped underneath the bech. It said:
"Good. It is nice to see someone has taken interest in our situation. However, we cannot be sure if you are INTERPOL or someone trying to rat us out to the international community. Therefore, your next destination is the warehouse on 81st street. We will have a jammer so any electronic communications sent in or out will be scrambled. There we will meet in person. We suspect you will have some sort of firearm with you, though this is acceptable. Come alone, and do not tell anyone where you are going. You will recieve instructions on where to pick up the money once we meet and agree on terms. Be there 9:00 p.m. tonight."

Moments after 4:48 at the bench on pier 3, appeared a man with a suitcase. The man wore black sunglasses and was smoking a Russian cigar. He had a big smile on his face and carried a briefcase. On either side of him were two bodygaurds, they wore black overcoats, underneath said overcoats were AKS-74U Carbine Assault Rifles. The man with sunglasses paused in front of Jaime Flores, he then said, in a Russian Accent, "Is this seat taken?"
The mans name was Sergei Anatonov and he was a member of the Red Tide Mafia, they had recieved the note and had sent Sergei to work out a deal.

Another note was taped under the seat next to Jaime Flores. It said the same thing as the one Jaime Flores recieved. Sergei Anatonov would notice it if he sat down. Except his letter told him to come one hour later than the other man.

Jaime read the note quickly and crumpled it into his pocket, He knew how these things worked and oulle dout a book from his coat pocket to read for a little while before glancing at his watch and getting up as if in a hurry to be somewhere.
Promptly at nine he got out of a taxi and walked up to the warehouse.

A man watched through a peep hole Jaime approaching the warehouse. He shut the hole and opened the door. He had an MP5 submachine gun and was suited up in Kevlar with a helmet and a snow camo theme. This was standard attire for West Corinthian police, though they were by no means "cops." West Corinthia treated policemen like special forces trained for urban combat and they ensured every policeman had the very best training, often more training than regular soldiers.
The man at the door looked around curiously to make sure Jaime had come alone. His face was obscured by a ski mask under his helmet matching the rest of his snow camo. When he knew the coast was clear he motioned for Jaime to enter the warehouse through the door.
Clearly visible inside was a table amidst dozens of crates. The inside of the warehouse was well-lit considering it usually had no one working inside it. There was a very important-looking businessman sitting at the table looking over some papers. Some additional police were visible, though several more were obscured by the crates.
The man at the table, who was in fact Borislav Nikephorov, Chief of West Corinthian police, looked up and shouted, "Hello! Come in! We have been expecting you!" He was shouting in a friendly non-threatening manner.

"I have heard you are after Nuclear arms, you have come to the right place then."

"No my friend," Borislav laughed, "It is you who have come to the right place." he leaned forward slightly. "Let's talk. What quality are the nuclear arms you are willing to offer us? What range do they have? How powerful are they? Of course we want detailed blueprints to accompany them so we may build our own. And lastly, we shall arrange a......price." he smiled and leaned back against his chair. "I'm willing to make an offer you can't refuse!"

"We havea variety of weapons for you, Submarine Launched, Intercontinental, Tactical, even Suitcase and Backpack nukes. We have everything from 2 kiloton anti air missiles to 100 meagton region busters. Blue pritns will be difficult though, My sponsors don't like cutting of potential income from people who need more weapons, your offer will need to be very un-refusable to convinve them otherwise."

"After this meeting it is doubtful we shall ever see eachother again." Borislav answered. "i'm sure we can survive without blueprints, however, if it will really be so difficult to acquire them."
He leaned back in his chair and crossed his legs. "We are interested in each type of nuclear device you have to offer. Would you care to give us some starting prices so we can begin our negotiations?"
He took out two cuban cigars. He offered one to Jaime and asked, "Care for a smoke?"

"We offer suitcase nukes for 750,000 USD. The case is tamper proof and shielded from most standard security screenings (Not Geiger counters and what not however) and provide a handy 1 kiloton blast. Can be remote or timer detonated with a tamper lock that detonates the bomb if it is tampered with after being armed.
We have Backpack nukes, a cool 900,000 USD, yields 3-5 kilotons and comes with all the major features of the suitcase nuke.
From there we jump right to the heavy stuff, Tactical warheads, 8-12 kilotons, standard attachment fittings to most tac nuke capable missiles. all for just 1,500,000 USD
Submarine launched nukes run at 20,000,000 per warhead, the missiles have a solid intercontinental range, 2,000 miles. and are equipped with decoys and jamming to ensure a clean hit. these missiles yield 5-8 Megatons
true Intercontinental Ballistic missles yield between 8-100 Megatons. Run pricewise at 150,000,000 and can hit pretty much anywhere you point them on this earth. the Missiles have decoys and jammers as wella s limited maneuvering capabilities to complicate enemy targetting solutions on your missile.
Those prices are of course just base, the larger the yield, the more we charge. with the Strategic yield (Sub launched and ICBM) we offer options for two stage ignition. This would allow you to have a 100 megaton region buster that is capable of an 8 megaton city buster yield just by disabling the second fission stage. that kind of stuff plays well the press and gives you a better flexibility with what you destroy."

"Ah, that is more like it." Borislav laughed, lighting his Cuban cigar. "We are more than willing to purchase multiple devices. Say, 5 suitcase nukes, perhaps, 50 tactical warheads; 25 8-kiloton, 25 12-kiloton. Then, a few ICBMs of course. Perhaps, 25 kilotons. How much would this bring us to pricewise?"

Borislav took out his check book. "Who should I make the check out to?" he smiled. Once he got a price he would likely just pay it unless he felt like negotiating it. Even so, the prices were quite generous in his mind.

Borislav flickered a smile, though he tried not to show it. "Make it $3.95 billion and we have a deal." He really wasn't interested in negotiating a price he was willing accept straight off. Still, he felt it was his obligation to make an effort to negotiate, however small a price drop they got out of it.

"If agreeable, ship them into the port city of Sokhumi on the Black Sea. Mark the crates in a way we can distinguish them from the others. Our people will intercept the freighter and ensure they get to the right place. Of course, we shall wire you the money upon reception. We'll handle things from there." Borislav stood and bowed.

Borislav nodded, then said, "I am needed elsewhere. Unfortunately I am a very important man!" he motioned to the guards who snapped back to attention, grabbed their weapons, and escorted him out the door. They then drove off in several armed vehicles.
