Government

The domestic government of the RNBBT is divided into twelve tribal councils, which dominate the policies and political life of the nation. Each month, the Presidency of the council rotates to a different tribe leading to a great deal of instability for internal policy unless a consensus can be reached amongst the tribal leaders. Due to the national character and a desire of each tribe to dominate the others, this is an uncommon occurence.

Foreign Affairs, however, come under the purview of a council of elders known as the Brown Guardians. How this body is selected is unknown, but in theory the Brown Guardians provide the stability to foreign relations that a roving presidency cannot. Yet in practice, the sudden changes in policy direction seem to suggest that this branch of government is as unpredictable as the other branches of government.

Much of the Government and its large bureaucracy is either inefficient or corrupt, or both.

Economy

Despite the illegalisation of private industry, the RNBBT is judged to be economically ‘strong’. A large, efficient and popular black market in Chinese Exports is known to exist. There is also a large government industry in mining, which helps to fund national projects and keep the Income Tax Rate at around 20%.

The currency is the ‘Gold of the Conquered’.

Foreign Relations

The RNBBT is the founder of the Court of Black Hearts, and is currently allied to nine nations, the prominent amongst these being the Kingdom of Scaldonia and The Federation of Perfetic Weasels. These nations are opposed to the CGP and our allies. The regions stated aims are:
1. No Gay Rights – like the right to an attorney;
2. Big Brother – Chips implanted will reduce Crime to nil;
3. Death to the evil Global Region for Free Trade;
4. No Democracy – The power of the will is the leaders alone; and
5. Growth beyond our wildest dreams – Capitalism forever!
These aims show an utter intolerance towards us and our GRFT partners. Coupled with an unstable thought process behind the RNBBT reasoning, such as it is, these goals provide a real possibility for further conflict between our nations.

As of yet, it is unknown if the RNBBT has established diplomatic relations with any nation not a member of its own region.

Internal Politics and Policies

To maintain the tribal presidency, the RNBBT have made political parties opposed to leadership's interests' illegal. However, due to the position of the tribes it is difficult to see how political parties could develop. The RNBBT is effectively an authoritarian state. Crime, however, is a moderate problem and no state prisons exist.

Many NGOs, such as the Institute for Foreign Policy Research, believe the erratic nature or RNBBT foreign policy is due to attempts by the nation's leaders to unite the populous against a foreign foe, thus diverting attention form the political and domestic problems at home.

Overall Assessment

The RNBBT and allies must be considered a Clear and Present Danger the National Security of the Commonwealth. The goals, which the NSC, with the exception of No.5, finds abhorrent, effectively reduce the status of the RNBBT to ‘terrorist state’.

Opportunities to normalise relations have failed and the nation now seems locked on a course it cannot, for matters of prestige and internal politics, deviate from. The CGP Government must effectively isolate the RNBBT diplomatically if any improvements are to be seen. Recent communications directed towards the CGP show that, although several nations of the CBH are hostile, they do not work as a single entity. Further, many of the RNBBTs allies have had no prior contact with the CGP and a peaceful future with these natons maybe explored.

Militarily, the RNBBT itself is no real threat, but the union of the nine nations within CBH may increase this danger.
