Feild Marshal Peshtur Namtar announced to the nation yesterday her intention to step down as Dictator. The desire to step down, as stated by the Dictator herself in her press release yesterday, is tied to her desire to move on to a family life.

My decsion to step down from the office of Dictator has been influenced by my family life. I want to settle down and dedicate my time to my personal family and devlop my private life. Serving this nation has been the highlight of my life thus far, but I feel it is time to move on.

At present the Civil Senate is looking into who will take the chair of Dictator in the government next. Candidates from several branches of the military are being considered, strong favor however is said to be directed towards an unnamed officer who has been personally reccomended by Feild Marshal Namtar.

OOC: Been thinking of doing this for a while. Hopefully it will give me the chance to push into more RP, and give people an idea of how my government actually works. Rather then assume "Dictator = Totalitarian". So I'll devlope it in stages.

The next Dictator has been officially confirmed by the Civil Senate. Lugal Puabi Ninatuma of the Republican Gaurd Armoured Corps will be promoted to the rank of Feild Marshal of the Armed Forces and inaugrated as Dictator of the Republic of Sumer.
The ceremony to swear in Puabi Ninatuma will take place the afternoon of the 11th of Sabatu, in two weeks. The ceremony officially dissolving Peshtur Namtar of responsability of the officer of the Dictator will take place that morning.

The new Dictator, Puabi Ninatuma, was elected with a 87% majority vote from the Civil Senate under the endorsement of Feild Marshal Peshtur Namtar.
Puabi Ninatuma is known to political anylists for her strict Pro-Senate and Pro-Sumerian stances at home and abroad. She is expected to make very few changes in the current political stance of the governmeny.

The Private ceremony swearing in the new Dictator took place yesterday afternoon inside SFB Kullab. Several Sumerian news agencies were alowed to cover the event, although as tradition required, the ceremony was closed to the public.
The former Dictator, Feild Marshal Peshtur Namtar, has officially retired from military service and has decided to return to civillian life. We have no word of where she has chosen to take up residence.
Lugal Puabi Ninatuma has been officially promoted by the Civil Senate to the rank of Feild Marshal of the Armed Forces and installed as Dictator. She has informed the national press of her intention to review the current postsions within the Office of the Dictator as well as her intention to reorganise the armed forces. Government officials refused to comment further on this when asked, however we will continue to keep you appraised as events unfold.

Feild Marshal Puabi Ninatuma has released her first official statement regarding the possible reforms within the government just hours ago.
According to the document faxed to our central office from the Office of the Dictator, Feild Marshal Ninatuma has created a new branch within the government, the Department of Language Affairs. The new department is slated to be headed by Lugal Tabni Humusi of the Republican Navy. Lugal Humusi commented to us durring a phone interview shortly after her promotion that her department will be responsible for the regulation and administration of Language in Sumer, including issues of national language and external relations. The Department, she says will be working closely with the departments of External Relations, Internal Relations, Immigration and Integration, and the Health and Education department.

Continuing her government reforms, Feild Marshal Ninatuma transfered the Commanding Officer of the Military Procurement department to a new postsion within the Central Intelligence and Security branch of the armed forces. Taking his place will be Commander Erishti Aya of the Special Weapons branch of the armed forces.

Reforms under the new Dictator continue as many armed forces branches are being reorganised to meet the needs of the current Sumerian defence climate. The first and most major of these reforms is the dissolving of the Special Weapons branch of the armed forces. Both nuclear and chemical weapons systems, formerly under the control of Special Weapons, will be disdributed amongst the final branches of the new Sumerian Armed Forces respective to their use and delivery. This move has been criticized as decentralising the very dangerous weapons systems and opening them to misuse, however the final outcome of the Sumerian Armed Forces will be that of a concentrated central command system which will be in close control of both chemical and nuclear weaponry.
As part of this redistribution of chemical weaponry, Special Weapons central command has been ordered to prepare a complete list for public release of it's chemical weapons stockpile. We will publish the release as soon as it is avalible.


In other news, Makkah Aeroworks has released it's new AVT-12 Assault Transport Craft. The aircraft, designed for the Marines, is a revolution in design, abandoning the traditional rotor-wing design of helicopters for a new lift fan technology. Currently the aircraft is only avalible for the military, however Makkah Aeroworks has stated that it intends to construct and market a civillian aircraft using this new system.

AVT-12 Assault Transport Craft

Concept:
The AVT-12 was designed for a need from the Republican Marines for a higher capacity and higher speed armed transport that was capable of VSTOL flight. Two concept vehicles, the RVT-901 and RVT-902 were designed and constructed by Makkah Aeroworks for the testing. The RVT-901 featured four high bypass turbofan engines mounted on fully adjustable gimbles allowing the aircraft to change the direction of the entire engine to vector the thrust as needed. The RVT-902 featured revolutionary new Lift Fan technology powered by a pair of high output and high efficiency gas turbine engines through a set of dual output transmissions. The RVT-902 was selected by the Republican Marines for further devlopment into the AVT-12 because it's llift fans did not produce potentially lethal exhaust gasses like the turbofans of the RVT-901 did.

Design:
The AVT-12 is designed around four high output lift fans which are independently adjusted by the aircraft's computer according to the pilots control input. Each of the four lift fans is independently mounted on a hydraulicly controled quick-reaction rotating mount allowing them to be rotated 360 degrees in the vertical or near vertical axis. Two of the lift fans are mounted onto the tips of the wings mounted directly vertical of the ground when set to the vertical postsion, the rear two lift fans are mounted just aft of the cargo ramp and when in the vertical postsion have a 15 degree outward canter to their output. This design allows Marines or cargo to exit and enter through the rear cargo ram without having to worry about the fan output.

Powering the four lift fans are a pair of Mk.9 turboshaft engines each putting out 6000 Kw of power into two variable dual-output high output transmissions. The transmissions automaticly adjust to the output speed as required by the pilot for each of the four engines.

The main arament of the AVT-12 is a chin mounted three barreled 15mm ATG-47 gatling gun with 1200 rounds of ammunition. The ATG-47 is slaved to the helmet mounted gunsight of the co-pilot/gunner and can fire at an electronicly adjustable rate of fire up to four thousand rounds per minute. Hardpoint mountins are provided on the cargo ramp and above each of the cargo compartment doors for the mounting of a heavy or medium machine gun as required. One weapons hardpoint is mounted on the underside of each wing and can carry up to 250kg of weapons each. Standard mounting on the wings is a 32 round capacity 70mm unguided rocket pod.

Internally the AVT-12 is capable of carrying 26 fully armed Marines and their equipment or 9500kg of cargo. An underslung cargo hook allows up to 10500kg of cargo to be carried externally.

Procurment cost is set at $38,000,000 USD.
