A small Police state that lies in a corporate wasteland is comprised of a meager 5 million citizens. The populationly mainly consists of the elite. There is a upper class and then the higher upper class. With no formal government, a small group of bigwigs surveys from their high penthouses. Although there are about 10 delegates, one was selected as a supreme ruler.
Fulci's intents were simple, to make a utopia for those who he believed deserved it. To keep the population low and the economy high, he has monthly checks and census. Those who fall within a certain income are executed. All proceeds that come into the group are focused on military growth. Highly funded troops were easy since only about 110,000 are enlisted as active duty. While their military numbers are small, they try to fill in the gaps with intimidation tactics. Rumors spread about cannibalism amoung the community. Liberties and rights are almost done away with, only those who agree enter the country, disenters are shot. The population is in a constant flux, from births and immigration equalize the anarchists and those who do not belong anymore.
Less, but a considerable amount, of the budget goes into entertainment. To ensure his role as a leader, he provides as much entertainment he can.
