The Government of Kahanistan seeks to determine what the international community thinks of it, and to form strong diplomatic ties. In order to accomplish these objectives, the Ministry of Foreign Affairs is issuing this open government document to the nations of the world, hoping for replies.

If a nation so wishes, Kahanistan will exchange embassies with that nation, provided it has a decent regard for basic civil rights. We hope that the feedback we receive from the world will help us in making future foreign policy decisions, and influence the course of Kahanistan for the better.

Although the Kingdom has never had actual dialouge with your leadership, it seems your government style is fairly similar to our own. From the information in your factbook, it would seem that you are a good nation full of good people with good leaders. We may be interested in exchanging embassies with your honorable nation, but at this time we have not established an area in our nation that can house foreigners safely. Many of our citizens would not take kindly to foreign presence I'm afraid. But someday their may be a place in the capital that can have the necessary protection to serve as an embassy.

That said, we have a somewhat higher regard for your nation then for others, as you have not presumed to tell us how to run our nation, or our Empire.

We also note that you do not hesitate to stand up for and act in the name of your nation's principles and ideals, and such conduct is admirable; however, we also note that because of this, you have been drawn into a number of conflicts that have escalated beyond your capacity to resolve in your favour.

Should your nation choose a more prudent course of action, we might consider pursuing further relations, but for the present, we harbour doubts about your long-term survival prospects so significant as to mitigate against any such pursuit.

Though we have not been involved with your nation in the past, the Republic of Minnechusettsfornia views Kahanistan's past actions as generally noble. We support your actions against the oppression of the Kraven Corporation in particular (though you can't tell them we said that). We also appreciate your high-minded approach to civil and political liberties.

The Supreme Soviet of the Republic of Kahanistan needs hardly be told that Holy Xirnium views your nation with the most highest esteem. Though, as all nations do from time to time, your State has faltered before from its unending pursuit in the furtherance of liberal civil and political rights (specifically during the Torontian incident), it must be said that on the whole your record both at home and abroad has been nothing short of exemplary.

That said, both I and the High Ecclesiarchy as a whole are gravely concerned for the security of Kahanistan. Though the intentions that guide your foreign policy are most admirable, they are often unwise. The unescapable fact of the matter is that the world is dark and cruel, with States such as yours and the Eternal Republic bastions of light in an otherwise terribly unending sea of darkness.

To war abroad for the sake of the inherent rights of all humans may be noble, but it invites disaster. In my opinion Kahanistan would benefit from a military isolationist policy and aloofness towards the numerous conflicts of the world, a doctrine that has served the Eternal Republic rather well.

The task of governance is never an easy one, and in this world in which we live it is difficult enough to defend the interests of one’s own people. Surely if one can do that, then it is enough.

We have never had the luxury of positive relations with you, but I am sure we could both agree the Pacitalian government is not responsible for that. You have chosen to paint us as Freekian apologists, and failed to heed the advice of many nations when you were about to be slaughtered. And you were. Now your nation is slowly rebuilding from its decimation.

We find we cannot be admiring in any way of the Kahanistani government, especially since it seems to go out of its way to criticise our policies and our relationships. The day this government returns the favour will definitely never come, since we work on a level above such primitive diplomatic policy. Your unfortunate missteps in diplomacy have led to an irreparable void between our two nations that could have been repaired if you had earlier seen we were on nobody's side on that conflict.

In any way, I should clarify the Pacitalian government has a neutral opinion overall of the Democratic Soviet Republic, but we most certainly do not appreciate the character assassinations placed on us by your government. I hope you have already taken this into consideration.

Dear Minister Delray,

Minister Lin is unable to answer this himself as he is in Czardas attending a conference that allows stronger relations between the Libertarian Concordance and the United Sovereign Nations, but neverthless, he asked us to write down our national government's opinion and general public's opinion on the DSRK should you ever have released a litmus test to see what was the international community's opinion on your nation.

We have had little contact with the representatives of the DSRK and have never met one of it's high-ranking government officials, but we do agree that the world is a cruel place. There are powers-that-be often become absolutely corrupted with power and abuse them, oppressing those for the sake of benefiting themselves, intolerant of dissent and show not even a small token of respect for human rights. But what your government doesn't wield well, is that it doesn't use the effectiveness of politics enough to convince rogue states with poor human rights records to make them back down.

Going to war over human rights abuses doesn't exactly help those nations, as the oppressed peoples may view your rolling military as a greater evil than their corrupt totalitarian rulers, or think the Kahanistanians to be just as bad as them. Not to mention that your nation has gone up against countries with oppressive regimes that are at the same time global powers (these names sound familiar, don't they: the Ottoman Alliance, the Excessively Armed Empire of Automagfreek, now the Holy Empire of Doomingsland and CAD) with superior armed forces, quite often in greater numbers, in superior tactics and superior quality of weaponry.

We suggest that the next time you lock horns with a human rights abuser, use diplomacy more effectively. When diplomacy fails, still restrain yourself, it will give the international community a better perspective on the DSRK. And if they respond with military action (especially if it is a mighty military bloc) make sure that you have a coalition of powerful states backing you along with a Kahanistanian military that is more up to current standards and better in tactics.

Madam Delray,

You have asked for the advice of this Ministry on a "prudent course of action". Normally we would not presume to instruct another nation on how to conduct their foreign affairs (unless of course we are affected), but your office has made a request for our recommendation. We caution you in advance; you have asked a question few want an answer to, so we may be giving you an answer you don't want to hear.

Before I enter into that, allow me to clarify a few things; firstly, Macisikan is at heart a monarchy, with an ancient landed aristocracy and an established church. You are a socialist state, with no such institutions or establishments. We think these facts, while interesting to anthropologists and political scientists, are irrelevant to this discussion, or to the development or relations between our peoples. Secondly, no, Macisikan will not directly intervene in your affairs, or anyone else’s. It is not in our nature. This policy of non-interference has a double effect; firstly, you can rest assured that we have no designs on altering your government or affecting your internal politics, but on the other hand we will not act to ensure your prosperity.

Bearing the above in mind, we have a number of recommendations to make to your government.

Firstly, we advise a tactical withdrawal from the conflict in ViZion. While from a cold, albeit tactical, point of view, your nation is providing an invaluable service to the Congressional Forces by drawing away resources, troops and materiel that would otherwise aid the Presidential faction, the cost to your own nation is now so high as to pose a direct threat to the continued survival of your own people. While there are undoubtedly those who agree that your aims and intentions are noble, there is no-one who would disagree that there is little you can do to further such aims if your nation is destroyed or turned into a satellite state of your enemies.

Proceeding upon the point above, your interventionist approach to international relations has, we have noted, frequently involved your nation in conflicts and matters that have been, as far as we are aware, without fail beyond your ability to resolve favourably. We would strongly advise you to take a more discreet and circumspect approach to nations whose policies you disagree with. In the past we note that you seem to have a preference for direct action, most frequently military intervention, that has lead you into conflict with nations such as Automagfreek. In the future we would recommend a softer approach to such matters, with attempts to solve issues via diplomacy rather then brute force as a first resort. That is, of course, if you should continue to choose to intervene in such matters. We have noted that the nation of Xirnium tends to adopt a more aloof approach to other nations’ internal affairs; while they continue to intervene in such affairs that concern them, they have not suffered the consequences that your nation has been unfortunate enough to.

Building upon the above we advise that if you do decide to intervene in the conflicts such as that currently underway in ViZion, that you choose to involve yourself in those you can be sure of attaining a favourable outcome.

Our third recommendation is that, rather then relying on the ad hoc coalitions that are specific to particular conflicts, you instead turn towards building a more concrete system of alliances, which may be called upon as needed. Such groups also have the beneficial side effect of being good trading partners. We would however, caution against relying on any single alliance or force to provide military aid, rather building up several such groups of ties. On that note, we would like to point out that at this stage you cannot be too picky about who you ally with; after the Automagfreek incident you have precious few friends in this world, as the nations willing to ally with one who has opposed Dreadfire being few and far between. That aside, you have also managed to attract the ire of several large and powerful right-wing nations, and with them currently enjoying a significant military advantage over you, few left wing or centrist nations are willing to bail you out (although that may change with President Sutton’s recent announcement).

Furthermore, we advise you to build up relations with neutral, moderate, and centrist nations, federations, and corporations. While the last may seem against your principles, remember that no nation can ignore its resource base (and there is a certain irony in a socialist state using a corporation to further its objectives). In any case, having a large number of links to non-aligned centrist parties will ensure that it is nearly impossible for your enemies to cut off your civil support networks. In a bid of shameless self-promotion, we would nominate ourselves as one such state. It is a little known fact of our nation that we simply do not comprehend the mindsets of the far right, or the far left. We are not inclined to follow either path, for our own reasons that we shall not delve into here. But returning to the central point here; we refer you to our Standard Embassy Exchange Agreement. The SEEA provides that foreign governments are given an account with the Foreign Exchange Bank of Macisikan; an special account where financial matters can be transacted with the minimum of fuss and no interference. Other banking houses in the UIK offer the same service, but foreigners require an account with the FEBM first. Discreet banking and financial services are only the first of a number of advantages the UIK offers to trading partners and foreign partners; as we are probably the most avowedly neutral state in the world, our ships are welcome everywhere, and we can trade with impunity in places where most others would come to grief (of course this is due to both this Ministry and the Ministry of Defence; UIK weapons give third parties second thoughts).

Most urgently, you need to resolve the situation with Doomingsland and MassPwnage as soon as possible, before they attempt to achieve what Lord Dreadfire choose not to.

It is the considered opinion of His Imperial Majesty's Government that if your leadership does not adopt a policy in line with at least some of the points outlined herein, you and your leaders may be long-term guests of His Imperial Majesty’s Government, as political refugees from a nation that has been fallen to darkness.

If your nation does manage to survive the current situation with your institutions and leadership more or less intact, and your nation retains its sovereignty, you may wish to contact Baronet Julius Madarr, and request a copy of the SEEA. If that meets your approval, you may wish to contact Lady Justina Valdir, Minister for External Affairs, and request an Embassy Exchange, pursuant to negotiating other treaties between our nations, such as a Non-Aggression Pact and an Extradition Treaty. Keep in mind that there is no guarentee that such a request will be approved.
