A cold breeze swept through the cold living room of the Brühl families eleventh floor apartment near downtown Liseberg. The family lay surrounding the small television set, all asleep except for the husband, Samuel Brühl, who was fixated on the news broadcast that had probably been playing on repeat since the morning. President Gordon Salinger, once again, had approached the podium to deliver a speech that would change the lives of the people.
“In recent decades, our beloved nation has seen rapid growth, which has geared our country into becoming one of the world’s most powerful nations. However, with the rapid growth has come a great rise in population. Although this population has become the driving force of our economy, it has come to our attention in the past few years that well, we just simply don’t have enough room to house all these people. Our city centers have become more and more dense, our suburbs have made way for multi-story apartment blocks, and our urban areas stricken with poverty and crime. It is in our interest to expand our country into the large unclaimed expanse of Kelse. Project Kelse, which will begin next month, will colonize these new lands in three steps…”
Samuel looked at his family, all asleep, and wondered about a new life in Kelse. He got up from his comfortable seat on the recliner, and went out to the balcony. There was no real view, as all sides were blocked by other apartment blocks. No stars, no moon, hell, he could barely see the sky! That was it, he had it, Samuel was moving his family to Kelse.

It had been ten years since Samuel and his family moved to Kelse along with more than five million others. Residing in Dortmund on the northeastern coast of Kelse, he opened a market with government loans and had run it into one the most successful in the city, with several branches to open next month. Since Project Kelse, several colonies along the northeastern coast of Kelse had grown into wealthy, successful trading communities that have developed thriving businesses in timber, agriculture, mining (nickel), computer software development, and electronics. The growth of these communities, primarily Dortmund and Brenner, have prompted local authorities to expand the colonies into the rest of Kelse, a wide expanse of grasslands, beautiful forests, large lakes, snow-capped mountains, and to the southeast a large, peaceful native Indian country (Great Kelowna Nation). The government back in Liseberg is strongly against expanding into the rest of Kelse, as the natural resources that lay in the unclaimed territories may power the colonies of Kelse to become an actual threat to Liseberg.
In the Lisebergian government, the Senate has ruled that any growth into Kelse is outlawed and punishable by law, and that lands south and east of Kelse are the property of the Lisebergian Armed Forces. Also, Liseberg has stopped letting citizens immigrate to Kelse and recently increased taxing on the colonies. In retaliation, the Colonial Governor, mayors of Dortmund, Brenner, and other prominent figures in Kelse (including Brühl) will meet in Dortmund to discuss the current problem and to talk of independence from Liseberg, which in recent years has become very authoritarian. Mayor Ray Holstein of Dortmund has invited foreign dignitaries to travel to the city and attend the conference, to help come to a decision that will be beneficial to Kelse, including whether or not the lands will make a move towards independence.

Anyways, the Dortmund Assembly will be RPed along with the aftermath, and I am going to need someone to play Liseberg/Colonial Governor, the Great Kelowna Nation (Native/Indian Country) and some foreign dignitaries that will be willing to side with either side. Some background information is below:
Liseberg/Colonial Governor: Liseberg, a nation of German descent, is large and struggling with numerous problems within its borders. The country try’s to appear to foreign lands and it's constantly trying to convince its citizens that everything is okay. However, the people are sick and tired of all the lying and have resentment for the government. They have held numerous revolutions, which have although been unsuccessful, that have slowly destroyed the country from the inside out. Everyone middle class and under have all desperately tried to escape the country to live in Kelse, however most are denied by the government and some have turned to immigrating illegal. The government stance against Kelse has recently become very hostile recently... The Colonial Governor just enforces these government views and sees the people of Kelse as unloyal.
Great Kelowna Nation: They are a peaceful Indian nation with several modern villages spanning most of southeast Kelse. The Great Kelowna Nation is modeled after Indian tribes in the Pacific Northwest, and they currently are lead by Chief Eagle Tacoma. Trade routes currently bring Dortmund and Brenner to the cities of Tacoma, Snoquala, Okanaga, and Seattle. English-speaking, they recently donated a large totem pole to the city of Dortmund as a token of friendships. Liseberg sees the Kelownans as primitive people that should be taken over and driven out of their native lands while Kelsians see them as powerful allies and they have no intention of overrunning them.

Dortmund Conference Center – Dortmund, Kelse (11:00am) – Mayor Ray Holstein of Dortmund arrived at the conference center early, to be there and welcome all attendees. His team of specialists had been at the center all night preparing the hall for the Dortmund Assembly, making sure it was suitable for all of the attendees and comfortable enough to host a positive environment. Preparations were nearing completion, and soon enough the attendees would arrive, prompting the beginning of a conflict that will turn the once peaceful expanse of Kelse into a political warzone.
