The massive city which had taken eight decades to complete had now finished completion of its newest district. It was to be called the Embassy District, and would house all foreign delegates living within Yurka City II, something which would have been unheard of in the previous two generations. Foreigners were considered filthy and barbaric, and any coming remotely close to Yurka's territory were killed on sight, or captured and never seen by the outside world again. This was of course, to keep the people of Yurka safe, something which was no longer necessary with its currently amassed power. To help cement this power though, they would need help from the very people they had tried so hard to keep out; foreigners.

The district was to be housed in one of the old political domes dotting the cityscape, and as such would be expected to hold upwards of two hundred thousand people. If, by some chance they needed more room, they could simply kick some of the businesses out in the lower levels to make room. Of course there would be rules for ambassadors living in the city, as foreign civilians were still never allowed within the country's limits, but such rules could be addressed later.

The interior of the domed building was massive, with numerous interior gardens specially designated courts to sell goods and services. It was a rather expensive undertaking, but in the Yurkan Government's arrogance to impress foreigners, they would spare no expense. In fact, the entire building cost nearly half a trillion USD, more than most military budgets and low-class cities combined. The defensive grids themselves comprised entire floors of armed security to make sure no terrorist attacks ever happened to shame the government. In some ways it could be considered a prison, since none of the delegates would ever be able to leave without a small contingent of Yurka's guardians watching over them.

Thus, the message to Yurka's potential allies was finally sent out...

Message to International Community

Greetings and good will to you, our foreign neighbors in the world. Recently it has come to our attention that to better improve our international image, and perhaps to shape an image in many cases, we would need to allow foreign delegations to enter our nation. Along with this, we are also currently looking into alliances, trade proposals, and working with others to create numerous scientific projects in our nation's agenda. So in an effort to accomodate all of these things, we would like to begin the transfer of ambassadors and embassies.

All delegations are please asked to make sure that they bring no more than five hundred military personel per nation, and that no biological or viral weapons are brought along. Other than that any weaponry availiable is allowed, however we must ask that you rely on us for transport, as Yurka City II houses upwards of eight-hundred million people, it is far too easy to get lost, and seeing as we do not want to microchip your delegates or have them barcoded like our own citizens, they will not be allowed to travel around without two guides present per person. If this is not acceptable we are willing to negotiate.

Thankyou for your interest in our nation, and if you wish you may pre-select one of the 120 floors for your delegation in advance, and state if you are willing to share the floor with delegations from other countries or if you plan to use the entire floor for yourselves.

The Imperium has heard of Yurka's re-emergence onto the international scene, and we would be honoured to exchange embassies with you. Archon Gevrion Barantsa'i has been delegated as the ambassador to Yurka. He will bring with him fifty diplomatic personnel and a guard of ten Shadowers, five Minitanks, and fifty Legionnaires. Armament will be as follows:

For each Shadower --
Full body armour, including mounted turrets firing .22 armour-piercing rounds;
Custom-made incendiary/med-cal machine guns;
Rocket-propelled grenades;
6.5mm or 9mm sidearms of assorted make
For each Minitank --
One (1) 76mm main gun;

Your terms are agreeable to us, but take note that the minitanks will need to stay within the garages on the lowest levels, unless they can fit within the hallways. We will also require that in the case that you do want to leave the District without two of our personel escorting you, in the case that something happens. All of our population is barcoded and microchipped to allow us to find them at a moment's notice, and seeing as we doubt your men and women would like to go through this process, it is for the safety of all parties involved that our personel be within distance of you should anything happen. While we are sure you will not come under any danger, having a guide will also help should you ever become lost or need to locate anywhere in particular.

In response to your offer of us sending a diplomat of our own, it will be done immediately. As it is a subarctic location we will send Artimis Branca of North City, as that too is in a climate such as yours. Along with him we will send thirty diplomatic personnel, with twenty guards armed with automatic weapons. As for his vehicle an armored limousine and lightly armed transport helicopter would suffice. We are not on Earth , we are on a artificial planet about the size of 1/2 earth . We do not expect too much help , but a little would suffice .

The Representatives and their bodyguards exited the spacecraft and started walking towards a Limo pre-arranged by Mationbuds officials . The limo drove to the Presidential Palace and prepared for a meeting with the Yurkian president/leader . Their agenda : Economic , military cooperation and a embassy exchange .

Upon arriving at the Imperial Palace a large number of black uniformed guards, nearly twenty total, surrounded the delegates from Mationbuds and escorted them through the main lobby to a pair of huge elevators. The Emperor was expecting them on the 100th floor, having just been briefed on their arrival mere hours ago. Luckily the drive through the enormous city had given him time to prepare, and as the delegation was led down an immense ornate hallway towards the black and red doors leading towards Imperial Chambers, they received dozens of salutes from personnel working on computers, along with simple guards.

"Delegation from Mationbuds, we hope your limousine ride was comfortable." An advisor in a black uniform said quietly as the doors opened inward, "Please have a seat, our Emperor is prepared to begin diplomatic talks. However he just arrived from a military rally yesterday so please cut to the chase."

The Imperial Chambers were massive, nearly three stories high and with enormous crystal chandeliers hanging overhead. Towards the walls were a number of trees and other plants, along with the same black uniformed imperial guard as before. At the back of the room, near an artificial window overlooked a false view of the city, sat the Emperor in a large black throne behind a desk. The actual throne was kept in storage, and would not have been able to have a desk placed in front of it.

"Ah greetings. I've been expecting you... It must have been a long trip, please have a seat." The Emperor said calmly as he pointed at a row of red seats, both couches and chairs, prearranged to seat the men, "Now lets talk business... I would like to open economic trade and perhaps have an embassy established in your home territory. After this has been established we can get talk started on a military alliance. However we lack the technology to get to where you're from, so at most we can offer simple soldiers should war ever erupt in your homeland... Of course they would need to be transported by you."

We will have the minitanks stay in the garages unless they are needed. As they are 6' in height, keeping them in the hallways unless they are absolutely needed would be a bother and an inconvenience. Nonetheless, in case of an emergency, the Shadowers would need to work with them in order to repulse any attacks upon the Bandurian embassy. Therefore, we would like to request a floor near the ground.

In addition, we will put your fears to rest: The Imperium uses a similar system of microchip implants to root out terrorism and crime; we will simply alter the frequencies to connect to your intelligence service rather than ours.

Your conditions are acceptable. As all ambassadors to the Imperium do, he shall reside and work within the Imperial Palace in Banduria City. We would request that his microchip frequency be altered to [xx - xx - xxx] of the Imperial intelligence service for safety purposes, to make locating him easier in case of a terrorist attack (unless he plans never to leave his offices).

We would also be honoured to enter into a full alliance with you. Perhaps we can arrange a meeting in one of our countries to discuss the terms?

The Deegates were visibly stunned when they saw the architectual design wonders of the Yurkian people . They came back to reality a while later and saluted the Emperor before politely sitting down facing the Emperor , a group of 5 Mationsbuds Black Guards formed a semi-circle around the Delegates .

"Emperor of Yurka , we come to seek diplomatic ties between our nations . We are willing to have an embassy exchange if nothing goes wrong . Our ambassador will be Mr James Gerten , 44 years old with his wife and 2 kids . What is yours ? We also are open to economic ties . We suggest free trade agreements and tax discounts for both Yurkian and Mationbuds Traders/Businessmen . For Military Ties , we can hold joint Military exercises and can help to strenghthen your army . We can also sign a treaty to help each other in war times . "

"As for transportation problems , we are willing to give your nation 100 free space-crafts meant for transporting troops and machinery . Armed with light cannons to defend themselves ."

All of your terms are acceptible. You will be placed on the 21st Floor and given access to our military express elevators. This will ensure that you are able to access the minitanks in a matter of seconds upon entering the elevator should such a thing ever occur.

As to the frequency for our diplomats, consider it done for the entire group, to make things easier on you. We are also glad that you have allowed us the ability to do the same with your people. Seeing as we both have our nation's security in mind I can feel more at ease with our future diplomatic alliances...

Speaking of which, we are more than willing to enter a full-scale alliance with you and your people, from one Emperor to another as it seems. Currently I am not able to leave the Eternal Empire of Yurka, so it would probably be for the best if you or someone you send comes here. Of course they will be treated as well as I would treat a man such as yourself, and since there is barely any crime in the nation due to my police forces that too can be put to rest. So with that, you are allowed to enter our nation whenever you see fit, as long as you give me an hour's notice to prepare myself.

The Emperor smiled a bit as he looked up from his desk, finishing writting something quickly on a small computer console hidden from view. He then looked over to one of the armed guards and nodded as a few pieces of parchment were brought forward for signing. The entire room was being taped as well, to document what was about to transpire. Taking a quick look through the documents, the Emperor literally ripped one out and tossed it aside.

"Alright... I agree with all of the above, however we currently do not need to bother you with official joint military exercises, however should any occur with your soldiers we will be happy to oblige. As for everything else as soon as you sign these everything will be in order. To be quite frank this went easier than I expected...

Your delegates will be housed in the Embassy district, though seeing as your delegate is bringing children along I am sure they will be either tutored or placed in one of our Noble Military Academies, whichever you prefer. Safety is a concern, even with our complete lack of any actual crimes taking place. I will place then on the 90th floor in the district, and should they need anything I will send some servants to do whatever it is they wish.

As for our delegate, I will send Uriel Sambra, of our Noble House Sambra, along with six of his workers and ten armed guards. If it is alright I would also like to supply them with an armored limousine and some type of aerial transport should anything happen. Is this alright with you?"

Once he had finished speaking, the Emperor stood up and looked towards the artificial backdrop for a second before staring at the parchment with a pen. Once they had finished looking through it he too would sign, making the entire ordeal official. Yurka would also partly pay for the 100 space-crafts, according to the final documents in the pile.

"I would like to thank you in advance for the spacecraft, and I will keep them stored in one of our military bases in the Northern Mountains. Of course we are obligated to pay, since we would not want to be viewed as a miserly people. Taking something without paying... It wouldn't seen very honorable in the newspapers."

Our ambassadors have sent word about the good news . We welcome our new ally and would like to invite the Yurkian Emperor to visit our Dictator . Our dictator plans to throw a celebration to welcome your ambassadors .

That would be agreeable once I have a bit more time on my hands. We are currently in a small war, and leaving the country before it is over might not sit well with my people. However in place of me I would gladly send my son, Alan Yurka, one of our more accomplished scientists in Obelisk along with being the current heir to the Empire. Would that be alright? If not I'm sure I could simply go to meet your dictator once the war is over. It should not take long.

Eamon O'Brian the newly appointed Ambassador to Yurka looked out the window of his plane at the vistas of Yurka City II. Taking a deep breath(more out of awe then from anything else) he smooths the wrinkles from his jacket and places a hand on the briefcase by his side. "I certainly hope this information can be of assistance to them" he says quietly to himself as the plane begins its approach to the airport. "Alan" He says to a man sitting to his left "Read me the brief once more before we land." "Right Boss." Alan says "Well other then the information we have gone over previously , they do sem to be engaged in a rather large scale conflict upon the nation of Czardas. We should perhaps inquire as to the reasons behind such an undertaking." "Well Alan we will check the diplomatic waters, so to speak , and see what information we can obtain." He sighs" and we shall of course offer our assistance in any way needed. While I would like to see us not at war with anyone, we must hold fast to our alliances." "Right Boss, hit our frineds and we will hit you back even harder." "Alan, calm down, let us prepare to meet with our gracious hosts."

The plane lands smoothly on the runway and taxis to a stop. " A Sergent in Field dress comes throught the doorway" Ambassador Sir, we have arrived, if you would please follow me." as he salutes. "Yes, come Alan let us go and meet our new Allies." He says as they reach the exit of the plane and debark, the bright lights of the plane giving way to the new asituation he is about to enter.

"We would be honored to exchange embassies with Yurka. However, it will have to wait, as my Foreign Minister is currently standing trial."

The delegation from Resurrected Danu are quietly led through the airport, passing numerous posters which seemed to be made with the intention of getting the populace to support the Yurkan Navy. One in particular was a photograph of the Emperor in Agua with dozens of black shadowed submarines moving in the background. The delegation did get a few looks from the people there, more out of the fact that the group was being escorted by guards than anything else...

Upon exiting the terminal an armoured limousine drove up with a large Red crescent covering the top. As the delegation neared it a group of red uniformed attendants rushed forward to open the doors. It was relatively spatious, and though the seats were plush and comfortable there did not appear to be any luxuries other than a television screen in the front going over some strange news network. If they could understand Yurkan they would know that a man named Jack Sombra was discussing the fact that the nation of Reloria was secretly run by a 600 year old vampire raising an army of super soldiers under her Imperial Palace.

With that he quickly shut the screen window and continued driving for literally hours through the neverending city, passing massive structures and large congested groups of pedestrians before turning into a garage connected to the Imperial Palace. It was built in the center of the city, and looked more like a corporate headquarters than a palace.

As they came to a stop a group of eight black-uniformed soldiers handed over what looked like a credit card over to the driver and escorted the two men through the lobby and onto a massive elevator. After coming to the hundreath floor they eventually passed by dozens of people working and came upon the massive doors to the Emperor's chambers. Moments later they suddenly opened inward, electronically revealing the immense room in which the Emperor liked to act as if he was constantly working...

"Ah! The delegation from Ressurected Danu!" The Emperor said enthusiastically as he pointed to a series of red seats in front of his desk, a charismatic smile on his face, "Today appears to be rather busy for me, though I'm sure we can work out any specifics on our alliance rather quickly. So how was your trip?"

The United States Government would like to open embassy and trade communications with Yurka. For this, we are ready to deploy Ambassador Xerien Malik of the Department of State. He is a graduate of the University of Concord, and one of the best men of the trade, and we believe he is possibly better qualified to take the job then anybody in Allanea. He is also a former Air Force officer and pilot.

Ah we humbly appogise for accidentally overlooking your request. We assure you that it was simply a technical error and nothing more. As to your request for a floor of the Embassy District... The only locations with aircraft capabilities are on the highest thirty floors, but you will be able to hold your armoured vehicles within the garages within the lowest sections.

Now for the safety of everyone involved we will have to ask that you always leave the Embassy District with at least two Yurkan personnel, unless you would like to undergo being minorly microchipped. This is to ensure your own protection, and to prevent any from getting lost within Yurka City II... Also in regards to your helicopter more or less you will need to contact us before you wish to use it, as our city is a bit paranoid when it comes to these things.

Greetings, the Socialist Federation of Ato-Sara wishes to extend diplomatic relations to Yurka.
We believe an embassy in your country would be a good way to achieve this.
In exchange you would be offered an embassy in Quanoi's Pei' tzu buisness district.

In our embassy in Yurka we would require a whole floor to ourselves preferably in the middle if possible.
We would be sending four hundred embassy staff and a company of Jade Guardsmen for protection.

Hmm most of your requests are acceptable, however we would like to question and inform you on a few of our policies. First of all we would like to note that you will be required to be followed by two of our Yurkan Guards at all times outside of the Embassy District, unless your delegates would like to be microchipped. This would go double for your androids, as there are certain types in Yurka who would be more than happy to dismantle them for their own purposes.

The military equipment as a whole is deemed appropriate. You will be unable to use the aircraft or military vehicles unless you request it in advance, or else we will be forced to fire upon them. This should not be a problem, as every embassy will have a direct route to the building's control center.

If this is acceptable, you will be placed on floor 60, the exact center of the building. If you have any other requests feel free to ask us at any time.

I'm sure the microchip would probably break if the Android went through a bad enough electrical charge. One capable of killing the average human should do it, since Yurka didn't take into account the durability of your androids in advance.

OOC: The androids are mostly used by the senior embassy staff for various duties and are programmed to directly obey any orders given to them by those individuals. Several androids are used by the ASIA (Ato-Saran Inteligence Angency) personnel in the embassy to sort and grade incoming infomation.
My idea is that maybe some disidents/secirity forces of yours try to hack into the ASIA computers in the embassy, they either accidently or on purpose disable the behavioural locks and programming that binds one of the androids to the embassy staff and leaves it with a strong urgency to escape the people that have confined it for so long. The android in question the procedes to escape and I go to you for permission to hunt it down.

Your vehicles will be stored in a private section of the lower garages reserved for your use, while your helicopters and VTOLs can be stored in the upper hangars within the complex. These hangars are located within the top thirty floors, and you will be given your own access codes to use them. If you have any jets or the like we will need to move them to our distant military airfields for safe-keeping.

Your terms are acceptable, however as has been said you will not be allowed to leave the embassy without escorts or being microchipped beforehand. This is simply for your own safety, as Yurka City II is a very large place, and it would be all too easy for you or your guards to become lost. As for the VTOLs, you may house as many as you can fit.
