Greetings to all nations of the world from the Relorian Matriarchy.

Reloria is a newly-independent country with many hopes and ambitions for future growth. In order to further develop the nation, it is my belief that we need to establish peaceful relations with other nations, for our mutual benefit. As such I am pleased to offer the option for any nation that wishes it to establish an embassy within our borders.

The newly-designated embassy district is some three kilometres outside of Mukasus City, and is certainly large enough for plenty of embassy buildings. You may either apply for permission to construct your facilities by yourselves, or mail the specifications to the Relorian government and we shall have it constructed on your behalf. The embassy district has good access to rail, road and air transportation, and is well defended by a military base some fifteen kilometres north.

I look forward to developing peaceful relationships with the diverse nations out there! Ms. Pichi, Ministeress for Foreign Affairs, and I will personally review and approve all applications, and we will try to respond as promptly as humanly possible under present circumstances. Please include the name(s) of your representative(s) and some basic details about her/him, and details on how you wish to proceed regarding your embassy building.

Basic Terms & Conditions for Embassies within Reloria


Firearms are not permitted in Reloria. We ask that you respect this law by having no more than twenty-five armed women or men in this country at any time, at most, and that they remain within the confines of your embassy at all times. Diplomatic immunity will not protect foreign nationals carrying weapons outside of their respective embassies without first obtaining written permission from the Relorian government, and they will be arrested and charged by Relorian Civil Security forces. Firearms used aggressively against Relorian targets from inside embassies will be considered hostile acts and dealt with appropriately, unless under unique circumstances.
Armed vehicles of any sort are not permitted in Reloria. Armoured vehicles are permitted at numbers of your digression, but please be considerate and reasonable. Vehicle emission laws are in effect, though your diplomatic immunity in this nation exempts up to ten vehicles from these laws, per nation. Any further vehicles must either conform to emissions laws, or will face on-the-spot fines of up to J-5000.00. Further details can be obtained from the Relorian Transportation Bureau. Vehicle taxation and insurance does not apply to diplomatic vehicles.
Customs and Excise laws will now apply to foreign dignitaries as part of new national security measures. For a full list of contraband items, please contact the Relorian Customs & Excise Bureau.
The size of your diplomatic staff is entirely at your discretion, though each building is subject to health and safety and labour protection laws prohibiting overcrowding in the workplace, so please be reasonable and use sensible judgement. Your staff will be protected by Relorian labour laws for the duration of their stay.
Your diplomatic immunity affords you protection from misunderstanding our laws and customs. It does not make you totally invulnerable to Relorian legal reprisal. Severe transgressions of Relorian law -- such as murder, espionage or carrying armaments of any sort outside of your respective embassies, to name a few -- can and will result in legal reprisal.
Ambassadorial status does not afford unlimited access to Relorian government officials or Relorian government facilities. Please show courtesy during your stay here by clearing any such activity with the relevant personnel.
The Constitutional Matriarchy of Reloria presently wishes to remain neutral in all global conflicts. As such, it is possible that your enemies may also have embassies within Relorian borders. If you have a problem with this, either leave or discuss the issue with the Relorian government – there will be no preferential treatment if you continue your feuds within Relorian borders.
You are guests of the Relorian people. Please respect our customs and traditions during your stay. You will be permitted to leave your embassy at will to tour whatever area of Reloria you wish, so you may deal with normal civilians -- show them every courtesy, as you would any government official.

Complex like what we are trying to build, we would require twenty

you wish not to have a full fledged Complex in your nation, the
smaller Standard Embassy requires only four.

SIZE
Please refer to the dossier already mentioned about size. There are two
possible structures we are willing to build, the larger three part
Diplomatic Complex, or the smaller Standard Embassy.

SPECIAL ACCOMODATIONS
Look to our dossier for more information on what our embassies
require, it is nothing out of the norm I assure you. We also request with
begin our relations by having your nation sign a Non-Aggression

Greetings from Reloria, Mr. Brereton. I am pleased to hear that you wish to establish an embassy within our great nation.

In reference to the queries posed in your message:

Firstly there should not be a problem in your building your preferred larger embassy, nor with your request to arm your guards with assault rifles and the like. Provided these men do not carry their weapons outside of the complex without written authorisation this is fine.

Secondly, the Relorian government would be more than happy to sign a non-aggression pact with Delta Green. Peaceful relations are the objective of this program, after all.

Thirdly, on the issue of having an embassy within the capital of Mukasus itself; unfortunately we do not have the facilities available to accommodate such a request at the time being. If you are willing to have your embassy facilities within an existing office complex within Mukasus then we can make arrangements to do so. Otherwise, I am afraid that you will have to settle for the embassy district. As I mentioned in my original release, it is only three kilometres away from Mukasus, and has good access to high-capacity road and rail transportation. Diplomatic vehicles will have priority on roads when travelling between the embassy and the Grand Imperial Palace, so journeys will be mere minutes at the most. I am sure that arrangements can be made for helicopter transfer between the Palace and your embassy, if this is not satisfactory.

If all this is to your satisfaction, then I look forward to welcoming Ms. Storm into Reloria, and hope our relations improve from this moment on. If not, please contact me again and I'll help however I can.

Greetings Minister Adams. The Relorian Matriarchy appreciates and thanks you for the sentiments you have expressed. Your compliments are most encouraging, though I can assure you that we make it seem smother than it actually was...

And now on to business: regarding your inquiry, as mentioned, in order to be allowed to carry weapons outside of your embassy, you must obtain written permission from the Relorian government each time time[/b]. Swords, knives and other purpose-built killing tools are included in this, as it is illegal to carry them in public. If this is a term which is wholly unsatisfactory to you, however, we will be willing to make a compromise. No more than ten of your personnel at any one time will be permitted to carry bladed weapons outside of your embassy without obtaining written permission each time. However, being accompanied by Relorian Civil Security Forces each time they leave will no longer be an option for your personnel -- it will be mandatory.

Your other requests are fine. Using local construction companies to build your own embassy is perfectly acceptable, and planning permission will be granted automatically -- provided it is not ridiculously huge and provided it conforms to pollution regulations.

If this is acceptable, I will make arrangements to welcome Dr. Eleservi immediately. We would also like to return the gesture and have Ms. Ully Jahnus lead an ambassadorial team to your nation. No need to apologise for the delay. Both myself and the Matriarch are fairly consumed by work at the moment, and frankly you afforded me a welcome respite...

I am pleased that you are satisfied with this arrangement. I shall make sure that the necessary RCSF personnel are notified of these new circumstances before your party's arrival. I would suggest, but not require, that any of your people who are armed outside of the embassy be mostly female, if possible, as our RCSF personnel would have a much easier job of trusting them in this case. This is a suggestion entirely for your own convenience, and not a mandatory demand.

Reloria is a proponent of free international trade. Although at present there are protectionist tariffs in place on textile and woodwork imports, these are not overly punitive, and though I am not sure of the status of some economical plans still being debated in the Common Assembly, I do believe that these tariffs may be decreased or even removed altogether in the near future. The government would be interested in and willing to discuss trade opportunities with yourselves at your convenience -- economic expansion is one of this government's foremost objectives.

I am not a student of ancient history nor am I well-versed with any of the research that has been done thus far on the matter, and I would suggest that you speak with a Relorian anthropologist on the subject if you are truly interested -- I can always arrange this for you if you ever visit the country. According to my limited knowledge on the subject, however, the dominance of women here is a result of many different cultural and environmental factors -- the way prehistoric farms were structured, and the continuing prevalence of Nalism, probably being the most important two.

Anyway. Textiles and woodwork are two of our most important industries, hence the desire to protect them. Your willingness to accept Relorian imports from these two sectors would be most appreciated and would certainly help with expanding our economy. At present, our economy is in dire need of importing fossil fuels -- oil, coal and hydrocarbons in particular -- as well as manufactured goods, refined metals and the like. Traditionally these things have always been imported from our occupiers, but obviously, they are no longer with us and they have left us with a particularly large 'resource vacuum', as it were. Fossil fuels are of particular importance at the moment, as fuel rationing will soon need to be put into effect.

As we begin to switch our electricity generation methods to clean alternatives and move away from fossil fuels, we will soon be needing enormous numbers of wind turbines, as well as the various equipment required to build various types of hydroelectric generators. Whilst our own ailing manufacturing sector can build some of these, they have only the ability to fill 35% - 37% of our estimated requirements. We would be willing to outsource some of the work for the right price, if this is something your manufacturing businesses would be prepared to work on. Additionally, in the next few years we intend to implement a large mass-transport system consisting heavily of under- and over-ground railway networks, and again, outsourcing may be required to keep to schedule.

We may have other trade requirements to deal with shortly, but these are priorities at the moment.

Dear Matriarch Zelella Rocca.

During my last meeting with His Highness the King and my ministery of foreign affairs, we came to the conclusion that we would like to exchange diplomatic formalities with the state of Reloria;

We propose an exchange of diplomats, with the following conditions on our part :

Vuam and Isma will suggest a building in Ehime, capital of Vuam and Isma located within a 15 km radius of both the Parlament and the Ministerial congress to be the embassy.
Fewer than 70 people of Relorian nationality that will recieve diplomatic immunity. Diplomatic Immunity renders all charges except those consisting of felony void and null of content. Uses of Diplomatic Immunity will however be tracked, and repeated infringements of Vuam and Isma law will be considered as voluntary, and therefore will force us to ask the Relorian diplomatic services to reconsider the presence of the considered person in Vuam and Isma.
Only 10 firearms (Pistols, Sub-machine guns and Light machine guns will be authorised without specific demand, however, Heavy machine guns and Anti-vehicule weaponry will have to be individually authorised by the ministery of Law and Order), that will be the concern of Reloria. Misuse of any of these weapons will be considered as passable of civil, criminal or military court, and may be regarded as a reason to expell all Relorian Nationals from Vuam and Isma, or may be considered a declaration of war.
Access to 3 military airbases all within 50 km of the Embassy to ease transport in and out of Vuam and Isma in a safe manner of Relorian diplomats.
Military support upon request, under any conditions, as long as the support is in Vuam and Isma, and is requested by a person with Relorian diplomatic immunity.
Relorian diplomatic personell may access the Parlament at any time, providing a session is happening, even if it is closed to the general public.
Relorian diplomatic personell may have immediate meetings with the Minister of Foreign Affairs at any time, and may apply to have a meeting with the Prime Minister and/or His Royal Higness the King at any time. However, these rights may be restriced if they are abused by the Relorian personell.
Items that are legal in Reloria and are illegal in Vuam and Isma will be tolerated solely within the embassy. Outside this perimeter, they must either be given to the competent customs forces for transit, or risk being seised by customs, leading to possible court action for smuggling. Please note that this does not apply if the item is restricted elsewhere in the treaty.
The Vuam and Isma Labour and Work conditions Ministery will negociate an accord with the Reloria Labour and Work conditions Ministery (or the competent authorities), to fix Labour and Workplace conditions within the embassy.
All chemical and biological substances that are considered as "medical", "recreative", "military" or "scientific" will have to pass before a panel of Vuami and Ismian experts to determine if they may be allowed to be kept within the embassy.
The embassy remains property of Vuam and Isma, and voluntary degradation will not be tolerated.
The embassy personell will have the same rights as any Vuami and Ismian, including freedom of expression, freedom of religion, freedom of movement, freedom of vote, freedom of meeting, and many other freedoms, as they are depicted in Vuami and Ismian law.


We are open to negociate these conditions, and accept the conditions you pose to establishing an embassy in Reloria.

All of this is very good news. The government does not intend to begin work on the mass transit systems until 2008 at the earliest, so we have some time to work out the exact requirements and costs of all the materials that will be required. Local construction companies will be utilised for this, so all we really need is a 'flat-pack' solution, built to the same standards as the home-made goods to prevent incompatibility.

Our clean energy schemes will require extensive off-shore wind farms, utilisation of dams and tidal forces, and we would be more than happy to buy-in the equipment necessary to implement these technologies for a reasonable price. The conversion to clean energy is scheduled to start as soon as next year, and it will be a gradual process, meaning that some fairly large, long-term projects will be available quite soon.

Trading of our emergency requirements, however, can begin as soon as is convenient to your industries. They will, of course, be dealing with Relorian corporations and I shall ensure that all goes smoothly. Fossil fuel trade may well continue for many years, but our immediate requirements are somewhat higher than usual given the need to replenish our reserves as well as meet demand.

Relorian Ambassador to be named doyen of the corps diplomatique

The Eternal Republic’s Ministry for Foreign Affairs announced today that Reloria’s official representative to Xirnium, Ms Berga Uthello, is to be inaugurated as Dean of the Diplomatic Corps in a formal ceremony to be held next week at Fëadaryávë Palace.

It is our pleasure to welcome Ms. Marsoli with all honors and privileges as Reloria's Ambassador Extraordinary and Plenipotentiary in our land, which I shall attend to myself as soon as she arrives. Also, we would be remiss if we did not alert you to the possibility of another area of collaboration which your nation might benefit from.
Forgive my boldness, but I do know something about how your nation struggles with the question of its international commitments on the one hand, versus its desire to remain aloof from the baser ways of the world of Men on the other; indeed, in a more literal formulation of that desire for most of your leadership than even we Elves normally take it. Your policies are your own to decide and I have neither right nor desire to change that, but it would be my honor to invite Reloria to join an alliance that grew out of the same Theeb Accords you so contributed to; namely the United Federation of Allied Nations, henceforth simply UFAN or 'the Federation' if you'd prefer.
This alliance and its features we believe shall appeal to Reloria were born out of Wagdog and Vetaka's tumultuous but now-solid relationship, as well as our share of crises with each other as our competing alliances (the GUSN on Wagdog's part, versus the Questarian Commonwealth and Sovereign League on Vetaka's) nearly bayed for each others' blood over first the Londim Crisis which scuttled the First Anti-Slavery Coference, and then over the yet-ongoing bloodbath in Zanski. Rather than allow our suspicion (and no more even today, although well grounded we believe due to the findings of an Ennuisian investigation into the matter) of the Leafanistani Red Mafia's role in sabotaging the first conference to provoke war between Vetaka and us, since Leafanistan invoked Vetaka's Sovereign League obligations at the time once it was clear Londim wasn't going to be their patsy as was first hoped, we decided to back off from pursuit of the Mafia and focus more on the developing situation in Zanski at the time; which as it turned out nearly brought us to war against Vetaka a second time when the Crown Imperium Questers weighed in on the Zansk tyrant King Kang Arma's side and prompted our withdrawal, considering both our honor towards Vetaka and respect for obvious Questarian power, before Zanski later attacked us and forced us back into the matter once Questers had retired from the field.
Later, as payment of debt-of-honor for our general support for Vetaka's anti-slavery efforts and mustering beside them to punish The Fighting Stars after the latter's attempted nuclear attack on the Second (Pearce) Anti Slavery Conference, Vetaka joined us against Zanski and their complicit allies New Nicksyllvania to fully expose and stop the anti-Zaynite genocide by Zansk Royalist forces we'd uncovered hints of by that time, even as Clandonia Prime looked to be invoking the Sovereign League yet again when it threatened war against GUSN founder The World Soviet Party over what is now known to have been a tragic aerial accident; something which would've again forced Vetaka and us to each other's throats regardless of our own desires. Rather than put up further with this sort of madness, we decided together in a series of secret negotiations on a simple agreement: "NO MORE!" Vetaka withdrew from the Questarian Commonwealth and Sovereign League immediately thereafter, and UFAN was formed concurrently.
As a signatory to the Theeb Accords and Strando Protocol, both documents of equal constitutional weight to the UFAN Charter (http://forums.jolt.co.uk/showthread.php?t=522314) in Federation terms, Reloria should have no trouble joining this alliance. However, aside from the usual (if abnormally strongly-worded perhaps) mutual-aid and mutual-defense provisions, UFAN is unique in that via the UFAN Prime Directive member nations may withdraw jointly and completely from any military or diplomatic crisis threatening to pit themselves against each other for whatever reason; with guarantees of UFAN protection against retaliation for said withdrawal by any other alliances offended. Never again does any nation joining UFAN have to worry about dishonoring itself accidentally, at least against another UFAN member; for they may put their membership in the Federation first above all, and we their fellows pledge to back them unconditionally in said act of principle.
Although the very strong formulation of the mutual-defense clauses might give your government pause with reason, Ministeress Pichi, I have it on good authority from my own counterparts in Vetaka that a more-liberal reading of them would not contravene the Vetakan Oath of Loyalty provisions. Essentially, our suggestion is that should a UFAN-wide military crisis develop, Reloria's merely mobilizing in its own territorial defense and pledging diplomatic and logistical or economic aid to the other (belligerent) alliance members would be considered "sufficient compliance" with the moral obligations the Charter incurs; and again I have it on good authority from the Vetakan government that this would be the case in the regrettable event such had to be tested.
Obviously this matter deserves much and careful consideration by your government, and my respect of whatever decision is reached. However, I can merely summarize the advantages of UFAN membership for Reloria as I assess them to be. Reloria could remain a peaceful and uninterventionist nation, and yet still have a mechanism both to promote the good worldwide and enhance its own security against those few (but extant, alas) depraved regimes who might attack the Constitutional Matriarchy for doing so. Your policies would gain far greater weight than they even now carry, which I can assure you is considerable, and your sacred honor would remain intact with our solemn pledge to support it against any who would besmirch you. I humbly ask your consideration of this offer, and no more; for you have already done quite enough already in accepting our embassy and pushing through the Theeb Accords with your enthusiastic backing.

I felt I should address this issue personally, and I would like you to note that our decision did not come about lightly, as there was a not-insignificant degree of discussion in our chambers over this matter.

However I must regretfully decline your invitation. For while it does indeed appear for all intents and purposes to be a perfectly amicable organisation, Relorian membership in the United Federation of Allied Nations would be in direct conflict with our own 2005 International Neutrality Act, a piece of legislation we value most greatly. While signing a benign treaty such as the Theeb Accords or lending aid to any non-discriminatory humanitarian or progressive endeavours is not beyond our remit, joining alliances of this nature does not sit well with our policies.
