Newly-Independent Country Elects First Matriarch

Reloria
28-01-2006, 04:49
MUKASUS CITY, RELORIA (RPNN) – It’s official -- Relorians have voted for the first independent government of the Constitutional Monarchy of Reloria in nearly 600 years, with 69% of voters showing their support for the Reloria Social Democratic Party

The final election results were counted and announced late last night by the Electoral Standards Commission, who confirmed that the RSDP had indeed defeated their main rivals, the Conservative Traditionalists, with a large majority of the total vote. Analysts had already been confident of an RSDP victory, but no-one predicted the extent of their dominance.

As a result the newly-formed Legislative Council swore in the new Matriarch early this morning. Zelella Rocca, leader of the RSDP, was required to swear to obey the law of the constitution and uphold the principles it espoused in front of the entire Council. After which, she made a short statement promising voters that she would “ensure the RSDP kept [their] promises […] and improved the quality of life for all Relorians”.

The balance of power in the new Legislative Council is clearly in favour of the RSDP by a surprising amount. Proponents have put this down to the RSDP’s “smart, realistic policies that appeal to most sound-minded human beings”, and Matriarch Zelella’s “approachable, sincere personality and compassion”. Critics have suggested that had the CTs presented the electorate with “a more structured campaign”, the result would have been different.

Matriarch Zelella is expected to issue an address to the nation later this evening. Sources suggest that this broadcast will be held on an international level. Political analyst Dr. Beth Prinel has been quick to point out Zelella’s policy of ending Reloria’s imposed isolationism, and suggests that “it will be one of her priorities in these early days of government, for certain”.

Leader of the Conservative Traditionalists, Nell Julini, has accepted the results of the vote as presented by the Electoral Standards Commission without protest, and wished Matriarch Zelella well shortly after the inauguration ceremony.

The island nation of Reloria had been a mere territory of three massive empires for some six centuries. In that time there had only been one major battle, which happened to be the one which initially saw their freedom lost to an invading empire. The nation was swapped peacefully between empires as times changed and power shifted across the globe, meaning that the large island has been peaceful for many generations. And in spite of foreign occupation and a lack of freedom, their distinctive culture had survived through to the present day. Relorian society is still matriarchal for the most part, it still has a strong artistic community, it still prefers peace over all else, and it is still bound inextricably to nature and its preservation.

Several years ago, the last of the great empires to claim dominance over Reloria finally lost the power to enforce that claim. Rather than abandoning the country to disarray and anarchy, this empire agreed to help the Relorians in their transition from a domain to a sovereign nation by setting up a temporary government, and a full infrastructure of amenities and government services. Once the country was capable of maintaining itself, the empire pulled out its resources and disappeared into obscurity. Reloria was largely successful after this, economically and politically. Elections were organised so that the temporary government could be replaced, the economy was doing OK, crime rates were low and people were generally happy. The transition was fairly painless.

With the elections now over, the first ever elected government of Reloria could finally be put into force. After six centuries of being controlled and used by foreign powers, Reloria was an independent, sovereign nation.

Zelella already had some ideas for reform, ranging from ending the imposed six-century isolation that Reloria had endured, to increasing civil rights and providing increased public services. Seemingly, those policies rang true with the majority of the voters, otherwise she wouldn’t be sitting in this elaborate red and white bedroom in the Grand Imperial Palace.

Used for centuries by the foreign governors of Reloria, the Grand Imperial Palace was much older than that. Before the Relorian occupation began all those years ago, the royal families resided here for many generations. It was an exquisite building both inside and out, and would be a fitting place for the government to operate from. Zelella was hoping to open the building up to tourists eventually, when things had settled down, as no Relorians had been allowed inside for quite some time. For the time being, she had enough to worry about.

She was just adjusting her blouse collar in the mirror when one of her aides popped her head through the slightly-open double-doors. The large wooden barriers had elaborate golden engravings decorating them, similar to the ones on the roof. They creaked slightly as the woman leaned against them.

“Ma’am, they are ready for you in your office,” the woman said quietly.

“Thank you Betinay, I’m as ready as I’ll ever be,” Zelella nodded, smiling weakly. She brushed aside some of her hair and stood up, following her aide down a long corridor to her office. The corridor was also decorated in red and white, with large, old paintings hanging all along them. They came to another set of doors similar to the others, and stepped inside.

Her office was somewhat darker than the other rooms; decorated with mahogany panels, burgundy wallpaper and carpet, and a large pair of windows at the rear, it was a much more formal room. The blue-cross flag of Reloria was attached to the wall directly behind her large desk. A camera crew had gathered in front of the desk, with their various pieces of equipment all set-up and ready to broadcast.

“Whenever you’re ready, ma’am,” the director said, nodding her head.

Zelella nodded and sat down at her desk. She cleared her throat, sat upright and made sure her hair was brushed aside, and nodded once more at the camera crew.

Greetings to all of the people of this great country. And to any foreign dignitaries who may be watching this broadcast, wondering what the heck Reloria is and how we came to be on your television sets.

Firstly I would like to thank the 69% of you who voted for the Reloria Social Democratic Party. It is a wonderful feeling to be held in such high esteem by so many, and I can only hope that we can live up to the amazing confidence you have placed in us. I certainly intend to use your votes to make this a better place to live for all of us, by living up to the promises I made during the election campaign. I believe that every single woman and man in this country deserves the best treatment we can possibly provide, and I intend to do everything I can do see that it is so.

This is a great new age for Reloria, one which offers many possibilities, and also many problems. If we stay united and optimistic, compassionate and motivated, I believe that we can overcome these problems and open up those possibilities, bringing greater prosperity and freedom to all of us.

I would also like to say hello to the foreign dignitaries of the world. We Relorians are a peaceful, caring people who seek only peaceful relations and trade with our neighbours. I am sure that mutual cooperation and peace can bring benefit to everybody in the world. Please feel free to contact the government, and I will personally respond to any queries, requests or suggestions that you might have.

I will personally be holding a Q&A session in a few days, anybody from anywhere is welcome to come along.

Once again, thank you to all who voted in the election. We will not abuse the trust you have shown in us. Good day and good wishes to you all.

Madame Matriarch,

On behalf of the Emperor and the citizens of the Xeraphian Empire, I congratulate you on your election to office, and greet you as an equal in governmental leadership.
As soon as it is convenient, we would like to open diplomatic ties with Reloria. If you are interested in establishing an embassy in Xeraph, we would be honored to allocate Reloria an ambassadorial residence in our Royal City of Tarascus.
I look forward to hearing from you.

respectfully,

Vlad, Prince of the Empire, Regent of the Grey Phoenix, in the Name of the Emperor.

Nice to hear from you, Prince Vlad -- if you prefer to be called something else, please tell me before I make a fool of myself!

Thank you for acknowledging our sovereign government, first and foremost. And yes, Reloria is certainly interested in establishing ties with Xeraph. As I'm sure you can understand, things are quite hectic around here at the moment and it may take a few weeks for a trained and qualified ambassador to become available, but we would very much like to establish an embassy within your lands.

If you wish to do the same in Reloria, I will make arrangements over the next few weeks. Reloria has been a dominion for quite some time now, and as such we do not currently have the facilities for embassies, but I will put it on my list of priorities. If you are in a dire hurry, I am sure we can find a temporary location for your diplomatic staff within a government office complex whilst we construct more permanent facilities, unless you wish to build your own complex?

Thank you for contact me, I hope to hear from you again soon. I look forward to friendly relations between our two great nations.

Thank you, Mr. Chambers. We would certainly be interested in further relations with your nation and having an embassy on your soil, though as you can probably imagine, things are not 'entirely' in order here at the moment. A proper system of embassy exchange is high up on my list of priorities and should be resolved within the next few weeks, but until then I can arrange temporary facilities for your diplomatic staff as well if you wish?

As an aside to all nations, as soon as a proper embassy exchange procedure has been established, I shall make an announcement personally and make the procedures public knowledge.

Thank you for contacting me, Mr. Chambers, I hope to hear from you again soon. I look forward to friendly relations between our two great nations.

Madame Matriarch,

Xeraph has always constructed it's own embassy in foreign countries. Our AI engineers can construct a residence in less than four days, and the entire project in less than a week.
Our standard ambassadorial staff consists of 15 embassy personnel and 12 security team members. I understand that you would prefer our people not be armed. Would sidearms for our security team be alright in lieu of our normal swords, sidearms, and automatic rifles? Our traditions have always had us ready for any eventuality, and we have found being "armed to the teeth" has always worked well for us. However, if you prefer us to be lightly armed, we will do so.
Your embassy in the Royal City of Tarascus is comprised of a three-story main residence ( two stories below ground ), a smaller one story residence for your staff, a barracks for your security people, an Olympic-sized pool, a HeloPad, and three professionally landscaped acres for your enjoyment.
If there is anyhting else you require, please let us know.

respectfully,

Vlad

Greetings once more Prince Vlad, I hope that you are well.

As to the armaments of your guards, you may arm them as you see fit, within reason -- equipping them with tactical nuclear weapons and other powerful explosives is quite clearly unreasonable, but a standard assault rifle, sidearm and melee weapons is OK. Provided they do not carry these weapons beyond the boundaries of the embassy without written permission from the Relorian government, and provided that no more than twenty-five women or men are armed at any one time, there should be no problem. The number of unarmed, civilian staff is entirely down to your own discretion, within reason. And constructing your own embassy is perfectly fine, planning permission will be granted automatically as long as the construction you plan on placing is not overly massive.

As for our embassy within your borders, I am sure that the facilities described will be more than suitable for Ms. Herren Iluvi and her staff! Our own security compliment will consist of ten soldiers from the Reloria Martial Defence Force, armed with standard assault rifles and sidearms. Roughly twenty to twenty-five civilian staff will also accompany Ambassador Iluvi, as well as a handful of unarmed vehicles. I trust this is acceptable?

Signora,

We have not yet had formal communication, but my good friend, former prime minister Dr. Timothy Ell, tells me he received a word of parting congratulations from you. Upon searching around for information on you and your country, I was intrigued to find your country had just recently elected you to the position of Matriarch.

I am happy to offer you my sincere congratulations on your ascension to the position. Not many matriarchs can legitimately claim to have been democratically elected and your people's confidence in your abilities seems to be a further plus to your merit. I sincerely hope that our two nations become greater acquainted over the next few months, now that we have found we have something in common.

My best to you and the people of Reloria, and may the Constitutional Matriarchy have only the brightest of futures laid out before it.

And Reloria, is your nation a completely feminist society?

OOC: I wouldn't say that exactly. Feminists appeal for rights in a male-dominated society. Reloria has always been female-dominated, in most areas, hence the name matriarchy. If anything, there will be a group of male protesters appealing for rights. Not that males are oppressed or anything, but they aren't entirely on equal footings just yet, socially or politically. They can vote, and hold positions of government, but the position of Matriarch is still a no-go area.

Greetings and congratulations on your and your party's recent landslide victory. Our nation, hundreds of years ago, was lucky enough to arrive at our independence in such a manner. OOC: Do you have any plans to reform your government Reloria, in the future, soon or not too soon? Or never at all?

OOC: Not for a while at least, I want to keep it how it is for the time being and explore the concept a bit further. Besides which, I still have to work on the other basics of the nation before I start changing things. I have a rough map of the nation, for instance, which I want to improve on -- transportation, geographic and political maps are things I want to do to it for example. I have to first draw up the armed forces as they are now, and then reform them to make them into a purely defensive force, which isn't so easy for someone with little knowledge of such things. I have to work on a constitution and other laws, write up their religious beliefs in more detail, develop the characters in some way, develop the nation and its culture in general, and all the while keep trying to get involved in goings on around NS. Busy busy! And from an IC perspective, sudden and drastic changes to the 'natural order of things', as far as they're concerned at least, wouldn't be viewed upon favourably by the majority of people in the country.

OOC: On the military - there is no way in hell, in human nature, no matter how much influence pacifism has in your nation's culture, that you will always be the victim. Even AMF, who usually doesn't attack other NS players out of randomness, is the aggressor at times (albeit very rarely). It just isn't realistic, no offense intended. There will always be a time when one nation is the aggressor....

OOC: On the contrary, there are several real-life nations which maintain a policy of neutrality and have not been militarily aggressive in decades or more. I would suggest that it is the countries on NS who go to war with dozens of nations every five minutes for seemingly trivial reasons that are wholly unrealistic, especially democracies. Besides, countries on NS will do only what the players want them to do, that is the nature of freeform RP. And I don't want to be involved in any war RPs for the time being. So, that's the way it shall be.

OOC: Oh wait a minute (looks again at facts)...you're correct. Besides, I meant no offense to you - it's your nation, your choice and I respect that. You have all the time on NS you want - enjoy it! You have plenty of potential.... :D

I congratulate you on your newly elected post. Although our nation is not of that state, it is remarkable on how your educational system has given you this oppertunity within the political 'sphere'. I offer you an exchange of embassys if you are interested as well as economic relations. We are a desert nation that is geared towards the Prophet and a substanial agricultural base, although not as large as one would like to. We do have oil.

Again, congratulations,

President Jarl Noea
