We, the people of The Allied States of Gun Manufacturers, have started to find that our current electrical needs aren't being met. Therefore, we are looking to send some of our scientists for nuclear training, for the purpose of building a nuclear power plant. If any nation has the resources to train a group of our scientists, please send a telegram.
Once our scientists are trained, we will also need to secure a source of nuclear fuel, and the necessary equipment to handle/store/use it.

President Sutton laid in his bed, tossing and turning, unable to sleep. He decided to take a stroll around the Palace, making a first stop in the Presidential Office to look over what had been placed on his desk througout the night as he attempted to sleep. As he exited his bedroom and walked down the brightly lit corridors of the palace, dressed in a robe, socks, and slippers, he came upon the door to the Office and stepped in, heading straight for his historic desk. He sat down in his large black leather, cushion chair and picked up a manilla folder with a number of various papers dealing with communications with intel and communications between Credonia and other nations. He quickly came upon one that came from the nation of Gun Manufacturers. He read the messages over and decided to write a note down on a memo pad to give to his secretary, who was still up doing paperwork for him. The note read as follows:
"I welcome the opportunity to speak with your government leaders on providing your nation with a clean and very reliable energy source to be used to replace the other messy, and very dangerous and deadly energy production methods. Feel free to fly out to Credonia at your earliest convienence as I have nothing really pressing to deal with, minus a small war that has broken out elsewhere in the world, but my Generals can easily handle that while I tend to this. I look forward to meeting with your Minister of Energy."

Normally in these matters, the Secretary of Transportation and Energy would handle such matters, yet, the President reminded himself that this was a small, impressionable nation that is requesting to get ahold of nuclear energy producing capabilities that could lead to the creation of nuclear weapons and he did not want to see a nation go rogue after obtaining nuclear weapons technology directly from Credonia without a Presidential "seal of approval".
Sutton summoned his secretary and told her to send it immediately. She merley nodded and scrambled out of the room to complete the President's request. After reading the rest of the contents of the manilla folder, he stood up and resumed his stroll around the Palace.

James Wayne and his wife were sitting in 1st class, on their trip to Credonia (his for state business, hers for shopping in another country). Feeling a slight bit ill, James was about to take a drink of water, when the plane hit a bit of turbulence. He hated turbulence. In fact, he hated flying. "It's not the falling that scares me, it's the sudden stop at the end.", he was frequently quoted as saying. What made his queasiness worse was the thought of his wife's credit card bill once this was over. Finally, the plane started it's descent to one of the airports in Credonia. Soon enough, they were on the ground, and James was feeling a bit better.

Our terms is that we get rights to build a certain number of nuclear power plants in your country. We can talk about the numbers later. We can also build a small Tech. College where you can train your Nuclear Tech. We will train the professor, as well as the first group of students. This College will include a simulator and classes.
Now, we must come to the security issuse. We require that any Nuclear Power Plant that we build must be guarded by your troops. We must also request that no one within the Nuclear program share these information to people outside the Nuclear Program. In the world filled with Terrorism we can't be too careful.
We plan on proposing to build our latest model plant, which uses the state of the art computers to control it, as well as many safety feature, which inclues fail safe systems. We call this system our Falcon II Plant. Each Falcon II Plant will cost 1.5 Million dollars to produce and to hook up to your power grid. We hope to hear from you soon.

His wife, hoping to get a jump on her shopping, took off, reminding him that if he needed to reach her, she had her satellite phone. Secretary of State Lauren Smith entered the motorcade that was to take her to pick up James to take him to meet the President. She had just come from a private meeting with the President on what the President will push for during the conference. Almost immediately after the door of the limosine Lauren entered closed, the motorcade took off.
She looked out the window rehearsing in her mind what she would say when she met the representative. Before she realized it, the motorcade came to a slow stop in front of the airport and Credonian secret service cleared the area, allowing her a path to walk towards James. As she exited the limo, she immediately spotted the representative. She had seen pictures of him during the intelligence briefing before departing from the Palace. She approached the man and extended her hand for a shake.
"Mr. Wayne, a pleasure to meet you. President Sutton is eager to meet with you. In fact, he is at the Palace right now preparing for your arrival. He hopes to strike a deal with your nation."

We would like to use this deal to not only bring our nations closer, but to become better friends and to establish a long lasting friendship that will last for years to come. You will not find such earnest intentions with the other nations. They are merely in it for the money. Credonia is not because we do not need money. We make enough with our arms sales and normal trade transactions with other nations. Lauren looked the man in the eye as she spoke. She had a look of determination and sincerity and she hoped that she had peaked his interest, for the offer that was about to be made by the President, would be one that any nation of Gun Manufacturer's size should not and simply could not refuse and would be a bad thing to do if they did. They would be loosing out on the opportunity of a lifetime.
Lauren quickly glanced out of the window to get a sense of where she was in relation to the Palace, then turned back to Jim for his reply.

Lauren looked the man in the eye as she spoke. She had a look of determination and sincerity and she hoped that she had peaked his interest, for the offer that was about to be made by the President, would be one that any nation of Gun Manufacturer's size should not and simply could not refuse and would be a bad thing to do if they did. They would be loosing out on the opportunity of a lifetime.
Lauren quickly glanced out of the window to get a sense of where she was in relation to the Palace, then turned back to Jim for his reply.
Jim listened intently to the Secretary of State, hoping that he would be able to get a deal brokered soon. He also hoped he could have a chance to confer with Bob about the other offer(s).
"I hope, as well, that this will bring our nations closer together, and that this negociation will benefit both our nations. Many citizens in my nation are looking forward to a deal as well, as brownouts and air pollution are getting tiresome to them."

We, the people of The Allied States of Gun Manufacturers, have started to find that our current electrical needs aren't being met. Therefore, we are looking to send some of our scientists for nuclear training, for the purpose of building a nuclear power plant. If any nation has the resources to train a group of our scientists, please send a telegram.
Once our scientists are trained, we will also need to secure a source of nuclear fuel, and the necessary equipment to handle/store/use it.

Nuclear energy is what my nation needs, and I feel that your nation's technical expertise in this field will help us achieve our power goals safely. I do feel the need to confer with my president, to find out if he is willing to agree to your stipulations, although I'm sure he will be. He knows how important this deal is for the citizens of ASoGM."
Jennifer's flight to Yurka City II was the very epitome of calm, as she was basically the only person onboard the plane, since Yurka had no foreign citizens within her borders, aside from those with business, at least for now. The long flight over the ocean was completely uneventful, with the exception of a stewardess attending to her on the long ride there, compliments of Yurkan Nuclear Inc. "I am Alan Trueno, and these are Drake and John. They've just completed training with the Red Crescent Corporation, and this is the first assignment they've been in, but there should be no trouble getting you to Yurkan Nuclear in time for your meeting, which is in a few hours. Until then we are at your beckon call."
The two red uniformed men slowly rose as Alan looked at them with a smile, his dark hair swinging in front of his eyes charismatically. The two then walked over to go and grab her bags, as Alan pointed a finger down the immense airport in the direction of the streets below.
"We already have a limousine prepared for you. Its not every day we get foreign guests to Yurka, so you must be rather important."

Well, I'm ready to go whenever you are. Who is it I'll be meeting again? I hope there will be a few minutes before the meeting, that I can use to check my notes and email/text messages from my superiors. I didn't have time for a briefing before I left ASoGM, so my knowledge on this deal is only what I was able to read during the flight.
The officer slowly whipped out a small electronic notebook at Jennifer's statement, looking at it as he walked the small group to an elaborate limousine outside. The doors were quickly opened by the two guards to allow them all to have a seat while they finished loading up her belongings. He then sat back and placed the notebook away.
"It seems Yurkan Nuclear is interested in assisting your nation with their Nuclear technology. Most of our country is run on nuclear power, though we tend to keep our power plants underground for the safety of the populace..." He pulled out the notebook again, scratching the back of his head as the limo immediately began to move forward, "Actually Yurkan Nuclear is a Corporation which is partially run by the government, so they'll probably expect to place some sort of Corporate School there to train your people in exchange for the plants."
Alan slowly pulled out a bottle of what appeared to be some form of medication, and popped a pill into his mouth, sighing, "As to your concern about time, it should be a two hour drive to get to their headquarters, but I'm sure they'll let you take a break before the meeting starts."

It makes sense, and we will plan to have adequete security and safety precautions to make sure a catastrophy doesn't happen. Tell me about this corporate school. Will it be for training people to run the plant, or will it also train our scientists, to be able to develop other nuclear based energy sources? ASoGM would like to lessen its dependancy on oil, and nuclear powered transportation would really help in that regard."

She continued with, "We hope to be able to produce nuclear powered commercial ships that can circumnavigate the earth, without the need for refueling. That would help reduce costs on bulk exports as well as tourism."

The massive, almost pure white building took up an entire typical city block, and stretched straight upwards, impossible to see the top from the current angle and the fact that a large viewing screen was placed one hundred meters above, broadcasting Yurkan Nuclear logos and merchandise nonstop. In actuality, the building was around one hundred floors or so, though much of it also stretched downward. There were nearly eight glass doors at the front, with men and women buzzing in and out continuously.
"Ahh... Its lunchtime... So Jennifer, I'm sure the board are up there waiting for you. Would you like to freshen up a bit first?"

Alan quickly walked over to one of nearly a dozen secretaries seated behind a large half-circle, working on computers and giving assistance to numerous men and women, some of which actually had a line behind them. After a few seconds of talking to one of the women, Alan quickly gave a "follow me" sign and walked over to an elevator which was being avoided.
"Alright. My men will bring your belongings up to the room in a bit. I'll take you to your room using the VIP elevator. I wasn't sure if you wanted to spend the night at the Corporate Headquarter's hotel or go out for one, so I made sure to get a room ready just in case."
After a short elevator ride, with a soothing ambiance playing in the background the entire time, it eventually came to a stop on the 88th floor. The number to which was colored a dim red, along with a few other numbers sparsely seperated. These were more or less for VIPs only, or those who were guests of the corporation, as Jennifer was.
"Alright. This is it... Your room should be..." He whispered to himself as he walked through the significantly quieter hallway, with men in similiar red coats walking around with small sidearms, taking little notice of Alan and Jennifer as he finally came across a room marked off as 88-29E, "Heres your suite. Please make yourself at home. The meeting will be in two hours, though you can reschedule it by phone. Just go through the operator."
With that, he finally opened the door, revealing a well-lit, furnished room, drapped in velvet and a wide view of Yurka along the windows, allowing everything to be seen. Along with this was elaborate oak furniture, numerous strange sculptures, and a large couch facing what appeared to be an immense flat viewing screen.
"Don't worry about the view. Its one-way only. The bathing chambers are off to the left, along with the toilet. Theres also a small kitchen by the bedroom, which would be off to your right. If you need anything just ask the operator. Well I should probably get going unless theres something more you need."

"Don't worry about the view. Its one-way only. The bathing chambers are off to the left, along with the toilet. Theres also a small kitchen by the bedroom, which would be off to your right. Once she was alone, she took advantage of the time to take a shower, change her clothes, and contact President Whey on her satellite phone. He also informed Jennifer that the choices they had looked to be either Credonia or Yurka. He then informed her about the Sephrioth situation. He finished off the conversation by stating he had confidence in her ability to negociate with Yurka's officials, and he wished her luck.

IC: Robert Whey went out to greet the nuclear inspectors and their guards. He notified them that lodging for them had been arranged at one of the finest business hotels (cellular transcievers, wireless Wi-Fi, etc) in all of the AGoGM. I will also have to pass along any offer to my president before I can agree to anything.". She looked at the members of the corporate board for responses, notepad at the ready.

As the gentleman from Yurkan Nuclear talked, Jennifer wrote down the figures in her notepad, although she would type them into her laptop when she got back to the hotel. Once she was finished taking notes on the figures, she said, "I'll have to pass this information along to my president, but in my opinion, the deal and the numbers look favorable. One question I had was, how many of our scientists will be able to be trained at a time, once this school is opened?".

Jennifer followed the red suited security officer back to her suite. Once she was alone, she started typing up her notes with her laptop. Once she was done, she called President Whey on her satellite phone. The phone conversation was:
"I have met with the board of Yurkan Nuclear, and I have the specifics of the deal they're offering. I can email them to you, and await your answer."
"That will be fine. What was your impression of the board and the proposal?"
"I think the deal will be fine. The board seems to have thought of all the things we'll need to get nuclear power for ASoGM."
"Very well. I'll look over the proposal, and get back to you once the Ministers and I make a decision. Good work, Jennifer."
"Thank you, sir."
Once the conversation had ended, Jennifer hooked her satellite phone to the laptop, connected to her email account, and sent the proposal to President Whey. After her work was done, she took a nice, long shower and relaxed.
Meanwhile, President Whey recieved the proposal, called a meeting of the Ministers (with the exception of the Minister of Energy, who was still in Credonia). Around 2 am, the Ministers approved the proposal, and the President ratified it. Once the meeting was over, President Whey emailed Jennifer with the news, and gave her the authority to sign the agreement in his place.
In the morning, Jennifer checked her email, then notified security that she needed to speak with the board.

She hoped he arrived soon, so she could return to the warmth of the car's interior.

Before, I go into the cost, I like to give you some information that will provide you and me with more information. It will provided you with the type of reactors will operate and provided us with further information on the type that most suites your needs.
All our reactors are of Generation III, with Generation IV being researched at this time.
After opening his brief case and pulling out a few pieces of paper. He handle them to the President. Sir, this will give you a general idea of the reactors that if you approved would be built in your nation.
Pressurised Water Reactor (PWR)
This is the most common type, with over 230 in use for power generation and a further several hundred in naval propulsion. The design originated as a submarine power plant. It uses ordinary water as both coolant and moderator. The design is distinguished by having a primary cooling circuit which flows through the core of the reactor under very high pressure, and a secondary circuit in which steam is generated to drive the turbine.
A PWR has fuel assemblies of 200-300 rods each, arranged vertically in the core, and a large reactor would have about 150-250 fuel assemblies with 80-100 tonnes of uranium.
Water in the reactor core reaches about 325ƒC, hence it must be kept under about 150 times atmospheric pressure to prevent it boiling. Pressure is maintained by steam in a pressuriser (see diagram). In the primary cooling circuit the water is also the moderator, and if any of it turned to steam the fission reaction would slow down. This negative feedback effect is one of the safety features of the type. The secondary shutdown system involves adding boron to the primary circuit.
The secondary circuit is under less pressure and the water here boils in the heat exchangers which are thus steam generators. The steam drives the turbine to produce electricity, and is then condensed and returned to the heat exchangers in contact with the primary circuit.
Boiling Water Reactor (BWR).
This design (diagram next page) has many similarities to the PWR, except that there is only a single circuit in which the water is at lower pressure (about 75 times atmospheric pressure) so that it boils in the core at about 285ƒC. The reactor is designed to operate with 12-15% of the water in the top part of the core as steam, and hence with less moderating effect and thus efficiency there.
The steam passes through drier plates (steam separators) above the core and then directly to the turbines, which are thus part of the reactor circuit. Since the water around the core of a reactor is always contaminated with traces of radionuclides, it means that the turbine must be shielded and radiological protection provided during maintenance. The cost of this tends to balance the savings due to the simpler design. Most of the radioactivity in the water is very short-lived*, so the turbine hall can be entered soon after the reactor is shut down.
* mostly N-16, with a 7 second half-life
A BWR fuel assembly comprises 90-100 fuel rods, and there are up to 750 assemblies in a reactor core, holding up to 140 tonnes of uranium. The secondary control system involves restricting water flow through the core so that steam in the top part means moderation is reduced.

IC: After Mr. Wallace left, Robert looked over the designs for the 2 reactors. He summoned Jerry Lint,from the Ministry of Energy to help him make his decision. After a few hours and a few beers that Jerry brought, they decided on the Pressurised Water Reactor. Afterwards, Jerry left the office while Robert finished up some last minute paperwork before leaving.
Around 9:45am the next morning, Robert arrived back at his office. He no sooner got settled with his coffee and danish, when his secretary buzzed the office, letting him know that Mr. Wallace was waiting. He had her send him in, and opened his door for Mr. Wallace. He extended his hand and said, "Good morning, Mr. Wallace. Would you like a cup of coffee?".

You also have to factor in delays but it would cost anywhere from 600 million dollars to 1.4 billion dollars. We have two types of PWR reactors in operation, Sir. So, depending on your power needs that is the approximate cost. If, you tell us what range of Mw generation your looking for, I have all the information you need that will narrow the cost down even further. The largest PWR reactor we produce has a power output of 1154 MWe. Theirs no need sir to round up the cost to 1.5 billion, the 1.4 billion was the rounded cost. To be more exact it would cost between 1,154,000,000 at its lowest and up to 1,400,000,000 at its highest. The AP1000 has a site construction schedule of 36 months from first concrete to fuel loading. This is our most safest reactor built, a result of having over 60 years of experience operating nuclear power systems. While not as powerful as the ABWR, it is cheaper to build and operate- so the trade-off can be worth it. Also, the construction time is faster then it would be with the ABWR, which takes 48 months to build from start to finish. "replied Wallace"
