OOC: Alright this is essentially my way of semi-opening my nation up to the international community again. After over a generation of isolationism they're rather arrogant though, so ignore what they say IC @_@. IC:

The room was, essentially, an illusion. A black table with a small group of men and women seated around it, while the backdrop of the universe surrounding them on all sides, slowly moving around them. It was essentially only for appearance, but this group of people actually believed that they were the center of the universe, or at least the relevant portion of it.
They were all robed, though the hoods were down, showing off the groups startling features, and almost uniform long hair. Most was black, though in the group of eight there was also a white and blonde in the group. At the front of the table, staring at a group of documents in front of him, sat the Emperor of Yurka. He was not very like his ancestors, but still managed to control the populace due to his nearly unreal charisma. However, behind his dark, almost innocent eyes, it was not hard to tell that something almost sinister, or perhaps even insane was constantly forming and reforming.
"Now... To tell you all why I've summoned you to these chambers..." He finally spoke, smiling faintly as he looked across the faces of those in the room, his expression unwavering, not even changing in the least as he continued to speak in cool, preplanned tone of voice, "Obelisk's projects are slowly moving forward, but it has come to my attention that even with all of our researchers, some help from the foreign community may help progress things even further."
The room remained quiet, some of the group began to look at eachother in bewilderment. Talk with foreigners?! It was almost unheard of in this day and age of barbarism and disgust. The Emperor himself had constantly spoke out on such filth constantly, at dinner parties and even a few times in public. But to hear him talk about something like this out of the blue...
"While it is true that we are the epitome of the perfect race..." Drake Yurka III said, in a voice that was completely honest and serious. It was a common opinion, and the isolation over the total isolation of his generation did nothing but cement such views, "They far outnumber us, and together they might actually have a few researchers that could be of use to us..."
"We could always have them kidnapped my Emperor. There is no need to resort to such deplorable means..." The white haired man began to speak, looking at the other delegates coldly, "Perhaps Sections three, four, or even seven could-"
"No... While I have no doubt in our men's abilities, it would be too risky. If they are caught, they may be taken alive. Who knows what kind of tactics the enemy are capable of in garnering their origin? Do you think I want to start a war?"
"But we'd surely win..." The blonde haired woman began to speak eloquently, her large doe eyes concentrating on the Emperor, she was one of the youngest members of the council, genetically engineered at birth for qualities which would help her in her duties to the council.
"Yes, perhaps against one or two enemies... But the world is a large place. Even I am not sure if we can fend off too many of the larger nations out there." He stood up and looked at the (NS) earth, a smile crossing over his face, somewhere on that immense ball of dirt and water rested Yurkan Empire, "We should not go to war if we don't need to. Every soldier in this nation is worth at least that of a million foreign ones."
Everyone grew quiet. They had said their opinions, and seeing as the Emperor was in the end at the head of everything, they could not sway him from what he wanted. They were only there to do their jobs and help control Obelisk...
"Well then, I suppose if there is nothing left to say I should send out the broadcast. I'd like to have our projects done as soon as possible." He smiled a false appology at the group as he turned and began to walk off into space, pushing his hand forward as it touched a button, turning the entire room into a dimly lit, unadorned meeting chamber, "I will still make sure that no foreigners interrupt the lives of our people, don't get me wrong in the least. This is only for our own benefit."

Suddenly, after an entire generation of a complete cancellation of all foreign broadcasts anywhere near the country, the entire grid was lifted. Seconds later hundreds of broadcasts were sent to any nation which was even remotely influential or could offer them any type of scientific or militaristic knowledge. However any nation that had any type of power whatsoever, or even got in the way of an errant transmission would get the broadcast opening the Empire of Yurka up to foreigners for the first time in seemingly almost ever.
The citizens of Yurka however, would not know of any immediate change, as the government retained the scrambling grid throughout the city to keep any foreign "propaganda" from getting to them.

Greetings to the International Community,
I am Emperor Drake Yurka the third, and it is with a compassionate heart that I open up our isolationist policy to the outside world. For too long have we remained shut within our own borders... in our vain attempt to protect ourselves from the dangers which would be posed by opening ourselves up to the international body once again. Unfortunately, by doing this we fear that we may have lost something precious in the attempt, and are currently trying to make up for lost time.
While for now our borders will remain closed to foreigners, untill our populace becomes as open as possible to the idea, we would still like to open diplomatic talks at this stage. Along with this we are happy to accomodate an exchanging of some technologies, and perhaps even start an alliance if our interests intersect at enough key points. In an attempt to further bring ourselves together with you and your people, we would also like to open up joint efforts between our scientific communities as soon as possible.
If any of these things interest you, please respond within the near future.
