1800 News and Events

Louisiana and Florida sold to Prussia
At the cost of 15 million dollars in gold marks, the colonies of Louisiana and Florida have been transferred to Prussia. All citizens currently residing there are offered large grants of land in California and Texas should they decide to move. King Charles announced today that on the urgings of his advisors, he would use the money to pay one-half of the cost of any new factories in Spain. It is expected that this money shall start a new wave of investment in Spanish industry.

Military Academies Planned
In an effort to boost the quality of the Spanish Officer Corps, new military academies have been scheduled to open in 1803. Three academies are planned: a Naval Academy at Cadiz and two Army Academies at Zaragoza and Salamanca.

Industry to Pay Lower Taxes
As part of the government effort to boost Spain’s industry, all factories shall hereby be taxed at a reduced rate. All factories producing weapons or ammunition will not be taxed, but their products may be bought at market price by the government of Spain at any time.

Morocco has long supported the Barbary Pirates, godless men who rape, pillage, and plunder the high seas to the detriment of all civilized nations. Even today, the pirates of Barbary continue to demand payment in exchange for leaving peaceful trading ships alone. The Kingdom of Spain demands that Moroccan backing of piracy end here and now. Our demands are:

1. Morocco ceases to grant pirates or suspected pirates safe harbor.
2. On request from Spanish, French, or British authorities, that the Kingdom of Morocco quickly arrest individuals suspected of piracy and hand them over to the offended country for trial.
3. A payment of 100,000 dollars to the governments of Spain, the United States of America, Great Britain, and France as reparation for the past offences of Morocco.
4. The Kingdom of Morocco engadge in no alliance, pact, treaty, or other arrangement with other known privateering states (Algiers, Tunis, etc)
5. Spanish soldiers shall be allowed to move freely through Morocco in order to enforce these demands.

Failure to accept these demands within 30 days will result in serious consequences.


Six regiments are moved from Spain, bringing the Spanish presence in North Africa to 3000 men in Melilla and Ceuta and 10000 men in Spanish West Africa. The troops in Melilla and Ceuta begin digging in, fortifying the cities. The Spanish naval forces in the Mediterranean and Canary are put on high alert.

OOC: As the realism mod I am going to handle Morocco reaction for this.

IC:
Morocco, agree to ceases to granting pirates or suspected pirates safe harbor. The Sultan will order the arrest of all suspected pirates within his land and he asks that payment to be cut down to 50,000. He agrees to not assign any alliance treaties with Algeria, Tunis and etc. But he would not allow any Spanish troops to march into his lands.

Spain agrees to the reduced payment for the newly-formed United States of America and the Republic of France, but insists on full payment to Spain and Great Britain.

Carlos will (grudgingly) remove the demand for Spanish troops provided that Morocco agrees to no more than 500 unarmed Spanish observers move uninhibited in order to monitor activities in Morocco.

The Sultan ask that payment to Spain to be cut down to 75,000 gold coins. Also he will premit only 200 Spanish observers in his kingdom.

Adams, who has been having a great number of troubles with various Ottoman vassals, greatly supports Spain's proposal. The US embassador to Spain suggests that the US would be completely willing, in the event of difficult negotiations, to forgo any reparations as long as the threat of Piracy and the practice of Tribute are removed.

King Carlos IV arrived early from a hunting trip. The game had been sparse, so the King thought to surprise his wife with an early return. However, the King found entered the royal chambers only to find his wife and Manuel de Godoy in the throes of passion. While Carlos had known of this adultery, seeing it in person enraged him. Drawing his “ceremonial” sword, the King simple hacked de Godoy’s head off.

Shortly after the event, the King declared the aging José Moñino y Redondo, conde de Floridablanca Prime Minister. Having concluded this, the King announced a new, one-year hunting trip. The Queen, traumatized by her lover’s death, decided to retire from decision-making.


Floridablanca’s first act was to declare a reform in the Navy’s accounting procedures, designed to stop widespread corruption. Under this new system, all money entering the Navy’s treasuries would have to be strictly accounted for. A system of double blind accounting made it almost impossible for bureaucrats, field commanders, or anyone else to conspire in order to cheat the government. The penalty for corruption was death, but army commanders and bureaucrats also got a considerable pay raise in order to make up for some of the lost funds that they would previously gained by skimming off the top. Finally, any person discovering a flaw in the system could report it for a substancial reward, if they also provide a solution.

February 1802

As the new anti-corruption push in the navy has seemed to be successful, Prime Minister Floridablanca decreed that the same system shall hereby be instituted in the army. Some nobles and generals protested this, but since the King has essentially granted Floridablanca total power, their objections were waived aside.

Industry in Spain has begun to pick up speed, especially in munitions. An army push to create a large reserve of rifles in case of a national emergency has demand spiking, and many factories have opened to meet this demand. However, Spanish agriculture is still weak. In order to boost the amount of food available for consumption, the government raises taxes on land used for grazing, in the hopes of land reverting to agriculture.

Floridablanca also commands the creation of an additional 15 regiments, or 30,000 men. (OOC: Just realized my initial army was a little small).

Sardinia notices Spain's weak argrculture and sale of Lousinia and Florida, and offers to by buying the four islands off of Spain's east coast for (the equvilant of) 2 million dollars (I can't find an accurate 1800 lira exchange rate ) and increase grain shippments to Spanish ports. In exchange, Sardinia wants to have Spain share it's anti-corruption military policies with them and lower tariffs on goods from Sardinia

Other 1802 News

Spain begins to fortify its border with France. Major defensive works are made in Barcelona, San Sebastián, Pamplona, Huesca, Lerida, Zaragoza, and Gerona. Militias are also given extensive training (mandatory 2 months training) in those cities and the surrounding areas, mostly focused on marksmanship and discipline at the expense of volleys.

The British threats create great upheaval in the Spanish court. One powerful group favors a declaration of war against Britain, while another wants to withdraw so as to avoid British hostility. Troop movements in the New World are also worrisome, and the consensus is that Britain and Prussia are planning to attack New Spain. Finally, the King holds a special meeting of his closest advisers to see what can be done (and to let him get back to his hunting).

Disagreement at the meeting is rife. The militarists speak loudly about the ease of winning a war with the British. They label the others as cowards, afraid to stand up for the true glory of Spain.

Those in favor of pulling out of Algeria, on the other hand, point out that the importance of Algeria in relation to New Spain is small. However, they lack really loud voices, so they are generally outshouted.

Finally, Floridablanca speaks up. He begins by praising the Spanish armies and navy for taking Algeria, and the militarists give nods of agreement. However, Floridablanca then goes on make an analogy: Spain in relation to the ill-fated Batavian Republic. Floridablanca lays out in stark terms the state of the Spanish armed forces: while corruption has been largely stamped out, the Spanish are simply not as able as their compatriots in the British Navy or Prussian Army. At this, the militarists begin to make comments about Floridablanca's lack of patriotism. Floridablanca counters with the statement that he is only laying out the facts.

Then Floridablanca lays out a strategy of immediate withdrawal from Algeria, fortification of New Spain, and various political maneuverings. This meets with approval from the traders, and a lack of serious disagreement from the militarists.

France has just signed an accord with the Kingdom of Spain, stipulating the following:

Spain will pay France 2 million dollars a year for four years.

France will be buying 1/2 of their muskets and powder from Spain.

France will lower all tariffs on Spanish goods by two-thirds.

France will buy/sell Spainish grain at low prices.

France will send 1000 French advisors to Spain in order to improve Spain's army and navy.




The first of the advisors have departed for Spain. They will be conducting an inspection of the Spanish army and will begin training the men as soon as possible.

[ooc: While France itself has many Catholic followers, the Papal States views the actions of the French government to be hostile to the welfare of all Catholics - in and around France. It doesn't help that Pius VII didn't like Napoleon, because he wasn't considered very respectful towards the Church and towards Catholics in general.]

There's only 10,000 in Batavia and I can easily divert a few regimetns fro mthere now that all that rebelion business is over. And there's only 90,000 men in Italy. That should give me enough lee-way to make a 30,000 strong army.
