Spanish businessmen come to England with a proposal that the English finance factories to be built in Spain. The Spanish government has offered to pay half the cost of building factories, and factories will pay low taxes. This makes it an ideal area for British investment.

Those that do find that the Spanish government is willing to sell them land for factories at discounted prices. Also, those factories can export to the Spanish New World, an area mostly closed to non-Spanish goods.
Britain has siezed control of all Dutch overseas colonies in order to faciliate a more effective war against France. Garrisons have been dispatched to the east Indies from British India and to the carribean from Britain's Carriabean colonies.
Vice President Aaron Burr has been considering his chances to defeat Jefferson and assume the office of President. He already has widespread support in the North, but Jefferson's popularity remains undiminished, and he is well aware of his fellow Democratic-Republicans' support of Jefferson. There remains however several other areas to pick up support. Tennessee, Kentucky send delegates to the electoral college, as soon will the Ohio Territory which is on the fast track to statehood.
Raising a regiment of Militia in his native state of New York, he sets out on March 12th, 1803 for the west. In Fort Pitt, another two regiments of Pennslyvania Militia join his force, and on June 15th, at Fort Detroit, another regiment of Ohio and Indiana territory militia join him.
He then begins a sweep of the British forts in the area, stopping at each to declare it be turned over to US soverignty as per the Treaty of 1795.
Mr Burr is greeted and is heard out. The British garrsion commanders respond that they will have to get orders from headquarters before doing anything, and promptly dispatch messangers.
OOC: I see each one is stalling for time then.
IC: Burr is content to camp outside each one until they ultimately leave.
Eventually, all of the garrisons pack up and leave.
