Diplomatic Relations:

United Kingdoms of Great Britain and Ireland: Recently out from under colonial rule (Less than 20 years since the formal peace). Although diplomacy is frequently tense, Britain remains the number one trading partner of the United States merchants. Canada, a collection of British territories, borders the US to the North.

Republic of France: Negotiations ongoing over the Quasi-War, looks to soon be concluded. Friendship during the Revolutionary Wars (American and French) is there, but tested.

Kingdom of Prussia: Little trade is conducted so far. Recent developments have the Spanish colonies of East and West Florida as well as Louisiana sold to the Prussians, making the US/Prussian border the largest in the world. The US and the Prussians have come to a tentative agreement, creating an uneasy cooperation between the two nations.

Holy Roman Empire (Austria): Enemy of France, though recent US troubles with the French navy has made this a minor point at best. Little formal trade, largely neutral.

Ottoman Empire: The Ottoman's decline has created a variety of minor demi-nations rising up as semi-independant entities in North Africa. Some of these entities are demanding the US pay tribute, as a means of "protecting" their ships from pirates, and the US does not like this. On the other hand, the Deist leanings of the US government (a President known to his opponents as "The Great Atheist") mean that there is little bias based on the chosen religion.

Kingdom of Sweden: Not much official communication, or trade.

Kingdom of Spain: Runaway slaves into Spanish Florida have angered Southerners for some time. However, now Spanish territorial claims in North America have moved back to the Missouri River.

Kingdom of Saxony: Not much official communication or trade.

Batavian Republic: Some support for the revolution against French Rule. In general, not much assistance is going to be given.

Kingdom of Bavaria: Not much official communication or trade.

Kingdom of Portugal: Not much official communcation or trade, though a very illegal slave running opperation still continues.

Kingdom Naples: Not much official communication or trade.

Russian Empire: Not much official communication or trade.

Papal States: Not much official communication or trade.

1800

The Alien and Sedition acts backfired, as Democratic-Republican electors are chosen over their Federalist counterparts. An attempt by the Federalists to elect their vice presidential candidate to president by suggesting that everyone place one vote for him, ends in failure (his name escapes me at the moment). The news that Prussia has recently purchased massive amounts of Spanish land within days of the election is credited with giving a few extra votes to Adams, but in the end the votes give Thomas Jefferson (DR-Virginia) the most, with Aaron Burr (DR-New York) in a close second with only two votes less.

Feburary 1801

Adams remains a lame duck, and upon Jefferson and the DR's accendancy to power, the Federalists are nearly impotent on the National scale. The DRs quickly allow the Alien and Sedition acts to expire, and Jefferson, in his inaguration speach, promisses to negotiate with Prussia, the new neibor.

Negotiations have begun with Prussia, the new neighbors to the West and South. The meeting takes place in Baltimore, with the Prussian Embassador to the US Count Christian Gunther von Bernstorff, and the US Secretary of State James Madison being the principal parties.

The discussion produces the following provisions:

Baltimore Treaty of 1801

1) The US cedes all territorial claims to Westblume-Land.
2) The US and Prussia are granted unlimited access to the Mississippi River.
3) The US agrees to defend Prussian interests in the New World.
4) Prussia agrees to defend US interests in the event of an attack by a European power.
5) In the interests of mutual defense, both the US and Prussian ships will be able to have free access to one anothers ports.
6) Prussia agrees to pay the US a sum of 100,000 marks, deposited in Switzerland, each year for ten years.
7) Prussia commissions 7 Frigates and one Ship of the Line, to be constructed by the American government, in exchange for (OOC: What is the territory of modern day Minnesota):
Jefferson 44 Gun (named as a very careful ploy to honor the President agreeing to the deal) (1802)
Neues Berlin 44 Gun (1802)
Osteblume-Land 36 Gun (1803)
Westblume-Land 36 Gun (1803)
Fredrick III 64 Gun (1804)
Brandenburg 46 Gun (1805)
Heilger Louis 32 Gun (1805)
Bewegliche Bucht 34 Gun (1806)
8) The US agrees to accept Prussian midshipmen to train on US vessels.
9) The US and Prussia will both send a joint mission to chart the territory of New Prussia.

1801: With the beginnings of a navy being built for the Prussians, President Jefferson is forced to evaluate the need for ships of the line. With the Prussians having one such ship (to be build in the US), the Americans will almost certainly be faced with one or more Ships-of-the-Line in the event of war with a major power. He originally decides to petition Congress for three such vessels, but due to budgetary concerns, he is forced to compromise at one such ship. The USS America, due to be laid down in early 1802 and scheduled tentatively to be completed by 1805 will be a 72 gun ship-of-the-line, with a crew of 530 sailors and 45 marines.

So far, Jefferson's presidency has been fairly innocuous. Aside from a small round of disagreements with Vice President Burr over the extent of the Tarrifs (not enough), US involvement in the Spanish-Ottoman crisis (not enough) and protection of Western settlers from Indians squatting on choice land (again, not enough) his remaining problems have been mostly with in the relm of "what if".

The Prussians, which newpapers had been warning of as a threat to the US settlers, have largely been transformed into a politcal coup for Jefferson. His "Treaty of Baltimore" even managed to avoid any overt problem in constiutionality, as the President did not purchase the land, but rather was granted it as part of a larger treaty. Spain and the Ottomans were handling the Barbary Coast Pirates admirably, and even the small diplomatic blunder that was the Batavian Revolution seemed to leave no lasting repercusions. 1802 was set to begin with no major conflicts on the horrizon, and a bright outlook for the United States.

Vice President Aaron Burr has been considering his chances to defeat Jefferson and assume the office of President. He already has widespread support in the North, but Jefferson's popularity remains undiminished, and he is well aware of his fellow Democratic-Republicans' support of Jefferson. There remains however several other areas to pick up support. Tennessee, Kentucky send delegates to the electoral college, as soon will the Ohio Territory which is on the fast track to statehood.

Raising a regiment of Militia in his native state of New York, he sets out on March 12th, 1803 for the west. In Fort Pitt, another two regiments of Pennslyvania Militia join his force, and on June 15th, at Fort Detroit, another regiment of Ohio and Indiana territory militia join him.

He then begins a sweep of the British forts in the area, stopping at each to declare it be turned over to US soverignty as per the Treaty of 1795.

The Prussian Government seeing the current sad state of its navy would like to take out a loan from the Bank of USA against some of the New Prussian Territory(exactly what, to be negotiated), to commission 3 74 Gun Ships of the Line(to be built in New York, Philadelphia, Boston and Washington).

Puma (to be laid down in 1804)
Leopard (to be Laid down 1804)
Bär (to be Laid down in 1805)

And 2 44 Gun Frigates
Cheetah(to be laid down late 1803)
Wolverine (To be laid down 1805)

The US shipbuilding industry is more than glad to accomodate, as loans are taken from State Banks in NY, Mass, Penn and Virginia.
