Democratic Capitalist Republic of Pacitalia
Timothy Ell's last day in office is Monday, 30th January, the day of the Official Ceremony for the Transferrance of Power. However, his term as the sixty-seventh prime minister of the Democratic Capitalist Republic of Pacitalia officially ends on Wednesday, 25th January, the day of Pacitalia's 111th federal general election.
I ask the leaders and political figures of every country in the international community - if you know him, or know of him, love him, like him, hate him, admire him, despise him or are generally neutral in your opinion of him - to post their parting messages to a man who is arguably one of Pacitalia's most honourable, and one of its greatest, leaders. He is a prime minister that will have an immortal legacy but alas, a mortal life. And so, I ask you all to send a wish of good luck or a simple parting comment to a man who did his best to lead Pacitalia with integrity, honesty and patriotism these last nine years and six months. Dr. Ell is a man who is wise beyond his years, but not his soul, so let us honour him for that.
It is also with this invitation to send along a message that we cordially invite the heads of state of all countries to attend the ceremonies on Monday, 30th January, where Dr. Ell will hand over the powers of prime minister to the winner of the Wednesday election. Feel free to bring a guest.
The winds of change are on the horizon as we prepare to switch governments here in the Democratic Capitalist Republic of Pacitalia, but it is not too late to leave your message of peace and goodwill on the sails of this departing ship. The prime minister will be grateful to hear from all of you this one last time in his current capacity.

It's a shame we could never share a state visit, but it's just as well: your whole name, with all your titles and the initials after it, would never have fit on one of our visa applications. The Shah reclined upon silk cushions, set upon a massive Tabriz rug, smoking flavored tobacco from a waterpipe and drinking wine from a gilded cup. Musicians played in the background as the Shah relaxed, letting his mind go from state policies for one rare time in his usual day. Suddenly, one of his courtiers entered, bringing the message about the latest event, Prime Minister Ell would leave office. Democracy was always a funny idea to the Shah and the Parthian people in general, how could a head of state only be allowed to rule for a set time, even when he was insanely popular and did an excellent job, and secondly, how could you trust the masses to choose a sensible leader. Inhaling another puff of smoke and exhaling, the Shah spoke, "Its suprising he does not try and prevent this, a military coup would surely prevent him from losing his power, why does he not order them into action and take over the government, then crown himself?!?! Nevertheless, send by salutations and best wishes, it is his choice."

It is with a mixture of both sadness and joy that we witness the departure of Dr. Timotaio Ell from his longtime post as Prime Minister of the Democratic Capitalist Republic of Pacitalia. We will sorely miss the wise leadership and the overriding sense of honour he brought both to his interactions with other governments and he projected upon his people with uncommon grace.
However, we note the reasons he has expressed for choosing to leave the international stage with great joy. We are delighted that Dr. Ell has chosen to spend the formative years in his child's life ensuring that the next generation of Ells brings about the integrity he demonstrates so freely. The world may lose the counsel of one of its greatest leaders, but it gains potentially one of the greatest fathers. We wish the Ells great success in their family lives and Pacitalia great prosperity in the international sphere.
With Lt. President Lewis currently attending to her son Jaden and with the President currently in Hamptonshire, I have asked to deliver this message personally, considering my uneven history with Pacitalian political figures. I have been granted special dispensation from Parliament to announce that Prime Minister Timotaio Ell shall be the first recipient of the newly-created Presidential Gold Medal. Such is the highest honour that the Incorporated Sarzonian Government can bestow upon any individual, and I, and we, believe very firmly that Prime Minister Ell should be the first recipient of this medal.
We would like to present the medal to Prime Minister Ell here in Woodstock upon the conclusion of what we hope would be successful talks in Praeton related to the official repair of frayed relations between our two nations. We realise that the Presidential Gold Medal would not carry the same cachet as the Capostication does in Pacitalia; however, we note that a tradition should begin somewhere. There is nothing that I could possibly say now that has not been said innumerable times before. You, Tim, are held in the collective hearts of all Hamptonians as a cherished figure. It was through your leadership that Hamptonshire and Pacitalia have become brother nations and it is through your legacy that we shall become ever closer. You have received every award that this nation can bestow. You have been praised, rightly, by every level of Hamptonian society. We no longer see you as foreign leader of a foreign nation; you are the greatest friend who is the leader of the great ally of our humble nation.
There was an ancient tradition during the early days of the Grand Duchy, a tradition that I believe should be revived. When a man performed exceptional acts in the service of the Grand Duke and the nation and when there were no more awards or titles to give, there was one final honor. As Head of the Royal House of Pyotr-Hampton, I do hereby decree the following:

My admiration and respect for you, Dr. Timothy Ell, can in no way be aptly expressed through any modest words of mine. However, I will display my attempt. No man on this earth has acheived more for the greater good and asked so little for his contributions. No man on this earth has become a more powerful and influential figurehead as yourself. Leaders of some of the most powerful nations in the world look up to you, and mold their beliefs and actions after your example. That is no humble feat indeed. For those contributions to society the United Empire of Comatica is eternally grateful.
Our two administrations, along with my father's also, have striven together through dark times, and prevailed through your unfailing optimism. Surely one of the wisest and most charismatic men I've ever had the pleasure to meet, you, Dr. Timothy Ell, shall live on through history despite history's vastness in the grand scheme of things.

My friends,
Ten years ago I was but a humble servant of my country, determined to make good on my inceptive campaign promises but, simultaneously, concerned about whether, at the tender age of twenty-eight, I would be able to make the impact I had aspired to accomplish. I had little federal political experience and few friends in the political community, so you could imagine how I was as surprised as many others that a twenty-eight-year-old upstart from rural Beracanto could ascend so quickly and, dare I say, effortlessly, to the post of leader of a major political party, and then to the position of prime minister.
However, my early troubles in the position of prime ministership were quite remarkably overcome. From being labelled a lame duck and an incompetent youngster by my political opponents and the voting public within six months, I found that I was imparted with sudden wisdom and tact. From a source I am yet to fully comprehend, I was mysteriously given a sense of the world's breadth and of its differences. It changed me deeply and from that, I gained the tools and the knowledge as to where to lay the foundation for my legacy as prime minister.
In my nine years and six months as prime minister of the Democratic Capitalist Republic of Pacitalia, I built my legacy on diplomacy and on giving Pacitalians a place among the world's powers as a definitive nation of our own right. I daresay I was successful in this, but I am more proud of the literal explosion of international diplomacy that Pacitalia was able to accomplish from 1996 onward. Today, Pacitalia boasts solid friendships with 141 nations, and thousands more are just beginning.
I am very proud of what I have accomplished as prime minister, from bringing Pacitalia out of its proverbial closet of wasted potential, to improving the economy and standard of living for all Pacitalians and for creating an image of Pacitalia that worldwide is extremely positive and admiring. My administration tried its best, and the efforts paid off. I leave my post feeling nothing but admiration and respect for my people, but yours as well. And I also feel fortunate to have so many friends in the world, not just on a political level, but a personal one as well. I thank all of you for that.
Though my time is done, I know my own country is in good hands. We have elected a new prime minister that will continue the Pacitalian dream to achieve and succeed, and the world outside the Democratic Capitalist Republic soldiers on with the same leadership I have come to trust, respect and admire.
It is my personal hope that the bonds between my country and all of yours do not break or bend; I hope they grow stronger. My own father loved to say, "true friendship will yield results easily". I know very well, that in this case, it is true. Good luck to all of you.
