Who holds the power in the ROCA?
The President holds the external might of the ROCA, while the Grand Marshalate is considered the most powerful position regarding internal affairs.
What is a "Grand Marshalate"?
The Grand Marshalate is essentially the Chief Police and Security Officer for the Republic. The Grand Marshalate directs all divisions of national policing and security, and has on occation flexed federal muscle in dealing with uncooperative municipal, county, or state police. All major police events will be handeld by the National Police.
What are "Grand Marshals"?
Grand Marshals are direct deputies of the Grand Marshalate, and usually act in investigatory or superivory rolls. The Grand Marshals are the elite National Police officers, investigating underground crime, etc. The Investigation Service of the Grand Marshalate also provides assistance to other countries requesting an expert investigator or who are chasing an international criminal.
Does ROCA use capital punishment?
OH YES! Our policy has been criticized as the worst in the world, but it has created a much lower crime rate. Our policy is simple, if its blatantly apparant to officers on scene that you have committed a crime (such as hostage taking), at the order of a Grand Marshal, an execution order can be given. Example: Police had been in pursuit of an individual near Las Vegas, when his truck had been pinned against the jersy barrier and police cars. He was alone in the vehicle. After 35 minutes of blocking traffic and attempting negotiations, the Grand Marshal on scene gave the order to set the rear of the vehicle ablaze. A molitov cocktail was thrown on the rear of the vehicle, and the SUV began to burn. The suspect refused to leave the vehicle, as flames crept foward. Within 15 minutes, the gas tank ruptured, killing the suspect. The incident, which under normal guidelines, would have taken 16 hours or more, was over in two hours, with a final judgement passed.
