Message from the Capitol of Hyperborea
Addressed to All Nations in Interest of Peace and the Truth
Our young nation has grown over the last year to consolidate power in the new continent of Hyperborea, what was formerly known as Antarctica, and now Australia. We have proven our ability for political manuevering and significance during the conflicts of the Hyperborean Purge, yet we have conversely proven our dedication to the cause of human survival and international peace.
We wish to make this intent manifest through action. We today are making the decision to fully open relations with the international world. After the dire events of the Woomera Incident, which we all dearly remember, we have seen what political tension can cause. We are attempting to rebuild the forsaken parts of the world, out of the ashes of Woomera. We will begin a new world, a life anew.
Under orders of Our President, I personally welcome any ambassadors to visit us at the Capitol in Hyperborea, or to simply send a formal intent for relations and any deals. We are also willing to further answer any questions concerning our new foreign policy under Our President Bailey O'Sullivan. We look forward from hearing from you all, and I bid you a good day.

Embassy Exchange
Delta Green is open to full exchange between all nations that it deems friendly and trustworthy embassies in order to provide adequate avenues of communication, information, and diplomacy. However, because of issues concerning the way our society is run, there are conditions to this than a simple decision.
Embassies in Delta Green must be located in a central point. Located at the specific magnetic South Pole is the Capitol, which is the effective center of government and culture for Hyperborea, and on a larger scale, Delta Green. The Capitol is also one of the larger hab-centers, and in the higher levels, in the shadows of the imposing Diet, room has been made for foreign embassies in order to connect the Delta Green government with others.
While all architectural specifications and preferences will be accommodated for, all construction will be handled by Delta Green personnel, unless prior negotiation can reach a deal if it is absolutely necessary for the other nation to take some part in the construction. Construction will be based on maximized efficency, comfortable accommodation, and best use of limited space. It should also be noted that Delta Green hab-centers are effectively subterranean, and thus no vegetation would be suggested to move in. Necessary nutrients given by exposure to sunlight will be supplemental in the diets assigned by the local State Committee.
Security details must be approved by the Delta Green government. While we wish to be hospitable, we also wish that we do not have any internal threats within our nation. All members of a security detail must be checked and issued Arms Licenses by a local State Committee. They also must register their weapons with the government, and no heavy arms will be allowed. Security details will be supplemented by Delta Green's own interior security systems.
Furthermore, all diplomats and other personnel, including the security detail, must have their housing facilities within the embassy compound, seperate from other habitation facilities found in the larger hab-center.

The Delta Green Diplomatic Complex
This building is designed for optimum usage and accommodation for Delta Green diplomatic personnel. Because of its rather large size and usage of land, it is often reserved for those nations with which Delta Green has most strong relations. The Diplomatic Complex, with a minimum skeleton crew, houses a single Ambassador, a single Freeman agent, twenty security (armed with standard handguns and anything else allowed the host nation), twelve maintanence, twenty diplomatic, and thirty management and miscellaneous personnel. Eighty-four employees in total.

Foreign Office This building is restricted to Delta Green personnel only, but in special circumstances it can be opened to others. This is where all Delta Green business and documentation occurs in the other nation, when it is not necessary to involve the other nation.
Habitation Facility Open only to Delta Green personnel and those invited, the hab-facility is meant to replicate the conditions back in Delta Green and provide a housing for Delta Green personnel near the embassy. Since embassy personnel cycle occasionally with the exception of the Ambassador, inhabitants and conditions change over time.
Public Affairs Building This building is open for all access, and is the center for giving out information about Delta Green and its policies, as well as being the center for diplomatic business between Delta Green and the nation holding the embassy.

The Delta Green Standard Embassy
When space is an issue, and there is only needed one building, an alternate building is erected. It is built with flexibility in mind, as it can be built to have any size specifications. The lower level is a public office, where information for visitors can be gained. A structure nicknamed "the Watchtower" is raised up above the lower embassy, where private meetings can be held. This embassy is also built for a specific organization or province within a nation when necessary. With a skeleton crew, the Embassy houses a single Ambassador, a single Freeman agent, four security, four diplomatic, and three maintenance personnel. Thirteen employees in total. Unlike the Diplomatic Complex, however, the Standard Embassy must be provided a separate set of housing by the host nation.
Treaty Definitions
When opening relations with Delta Green, several opportunities lie for levels of relations between our nation and what they entail. These sorts of treaties include:
Declaration of War A Declaration of War must accompany a justification of it and the conditions on which the conflict will end, even if this includes the destruction of either side. Under this condition, Embassy personnel are detained and dealt with on a conditional basis. No entry is allowed by citizens of the opposing nation, upon penalty of summary execution. All trade lines are closed and any civilian vessels entering Delta Green waters are immediately captured and detained.
Hostile Embargo An Embargo, like a Declaration of War, accompanies a justification and the conditions thereof. It is usually issued as a warning or a precursor to a larger conflict. All trade lines are closed and all civilian vessels crossing Delta Green borders are intercepted by patrols and turned back to their home nation. Immigration is also restricted in the same way. Embassy personnel for both nations are ordered to evacuate or be detained and processed by the Delta Green government.
Restricted Relations When a major issue or disagreement occurs between the nations, a period of mistrust and suspicion may ensue. For a temporary period of time, Delta Green may declare Restricted Relations, in which embassy personnel are not allowed to enter or leave for a period of time, security personnel must arm themselves with the lowest tier of weaponry and lower their numbers to a manageable level. Furthermore, heightened tariffs on trade and immigration restrictions will be applied.
Non-Aggression Agreement A form of more cordial relations is the NAA treaty, in which both signing nations declare non-aggression towards each other. This is usually for a certain period of time, an armistice or truce to pause a war for a temporary period of time. If its an indefinite treaty, it comes with a condition on which it could be ended.
Mutual Defense Pact The MDP includes all conditions of the NAA, as well as under the condition that either nation is attacked the other is bound to come to their aid, lest all relations close between the nations.
Treaty of Alliance Full fledged alliance includes not only a MDP and NAA, but that there is free trade and borders between the nations, as well as a free exchange of information dealing with foreign affairs and other nations. Specifics of an alliance may differ, but often it includes exchange of technology as well as joint-projects in internal affairs.
