His Majesty’s Government would be interested in establishing diplomatic and trade relationships with the Republic of the Beltway as we are seeking new trade partners especially in the Atlantic where we, as a Pacific nation, have little trade. Diplomatically, the United Kingdom is willing to offer a plot of land in our Diplomatic Quarters, specifically No. 24 King John Street where your embassy will have a magnificent view of the mountains to the west and the river that quite literally abuts the western edge of your property. Should you find this acceptable, we would be quite interested in establishing an embassy in Georgetown and perhaps a consulate in Baltimore and Wilmington as we do anticipate a growth of trade between our two nations, which I will touch upon shortly. Your embassy in the United Kingdom would be limited to thirty-five armed guards with small arms and no armed fighting vehicles, instead armoured civilian automobiles for the travel needs of your ambassador are the upper limit of accepted vehicles. By that same measure, His Majesty’s Government does not ask any more of the Beltway and so would be quite content with facilities accommodating a fifty person embassy staff and thirty-five Royal Marine guards. Should this be acceptable to your government, Parliament has already approved Sir Rodger Lamb to serve as the first ambassador to the Beltway.

In relation to trade concerns, the United Kingdom would like to first seek an agreement on a free-trade agreement that would open our markets to one another free of tariffs and duties that serve no purpose but to harm trade and cause inefficiency in national economies. At this moment, the Minister of Trade and Industry has informed me that several shipping companies would be willing to open facilities in both Baltimore and Wilmington as well as the oil corporation Azazian Petrol would be looking to open a facility in Baltimore to open the Beltway to supplies of Azazian oil. Here in the UK, your agricultural goods would be most welcome in a nation characterized by hyper-urbanisation and a deficit of locally-grown agricultural and raised livestock.

The United Kingdom shall have the money requested by your government for the consulates in Baltimore and Wilmington ready within a week’s time from our reserves in the Treasury; it simply needs to clear the red tape. Per your request for consulates in the UK’s major cities, the four most important cities in terms of sheer trade entering and exiting their ports as well as population and other intangibles are the cities of Breningrad, Philadelphia, Artega, and Portsmouth. Each is a port city with over two dozen million inhabitants and so given the extremely high price of real estate we shall offer the construction of a consulate in the commercial centres of these cities as a gift to your government.

I have personally spoken to the CEO of Azazia Petrol, who was quite enthusiastic about adding his company to the TBEX. Currently trading at 48CC/share in the UK with a total of 1.6 billion shares and of those 5.12 million remain outstanding. Additionally, should any Beltway companies look to trade on the exchanges in the United Kingdom, the largest being the Barent Exchange in Breningrad and the Philadelphia Exchange located in Philadelphia, they should seek Annette Sharpe, the Minister of Trade and Industry.

May these first words and agreements be the start of a fruitful relationship between our two peoples.

Your national trucking, cargo, and freight industries will all be issued SBFP (Secure Boundary Fast Passes) which will include bio-metric identifiying information. There are some items listed in our internet-factbook (http://www.geocities.com/cascadia42002/) which may be of use to your citizens.

There are several key things I do want to ensure that are included:
Prohibited Items- The following items are prohibited from being carried into the ROCA by a foreign visitor: Weapons- Guns, Knives, etc.
Such items can be purchased with a Foreign Visitor Consealement Permit, availble at all Points of Entry, for the purpose of hunting game, etc.
Agricultural Items are not permitted across international boundaries OR state boundaries.

All visitors must have a passport from their nation to enter.

All vehicles must have proof of insurance from The Beltway. If such is not availble, a temporary policy may be purchase at the Point of Entry.

Ages of Endowment
The ROCA has very specific laws regarding the endowment of certain rights that congress and the citizenry have deemed not acceptable for persons of a certain age.
# Tobbacco Use: The use of tobbacco is forbidden to minors under the age of 18
# Alchohol Consumption: Consumption of Alchohol is prohibited to those under the age of 21, but is waived to those who are in the Armed Forces and those consuming a minor amount of alchohol (wine) for religious observances while accompanied by a legal guardian.
# Motor Vehicle Operation: Learners Permit at 16, Restricted License at 16, Full License at 18 pending successful completion of tests.
# Age of Concent: The national age for a person to legally enter a contract, etc., is 18. At the age of 18, all citizens are considered an Adult.
# Gambling: Gambling is prohibited to minors under 18.

We would also like to request an advertisement in your tourism guide, for our National Park Service, promoting our Foreign Visitors Pass. For CA$80, a foreign visitor can purchase a Foreign Visitors Pass, which allows them unlimited visitation to our National Parks (such as the Grand Canyon, North Cascades, Columbia Scablands, and more) for an entire year (normal entry fee is $25/day/park). We are prepared to pay CA$10,000.00 transferable from the National Park Service, Dept. of the Interior (Invoice #1212).

We wish to construct our Consulate in Wilmington. The Capital City of Moantha is Moath, and land is very cheap in Moantha, as capitalism is frowned upon, good naturedly, of course. A 40,000 square foot embassy would go for about 300 Moanthan Ankhs. As for trade, we have very little to offer, although our nation produces almost unrivaled lemonade, and there is also a large, though, in keeping with our good natured socialism, not terribly profitable export in fine arts.

Finally, an animal, as of yet unfound by our government in any non Moanthan lands, the dolphin-dog, produces unusually fine wool.

Our architects have designed a embassy in the manner of dome styles, to save space and offer a unique perspective of the city. The complex shall be a ring of nine dome buildings, to suit the needs of your ambassador here. The dome nearest the river is intended as a residence for your beloved ambassador. The other domes are for your as you see fit: fine arts programs, embassy connections, garages for your vehicles, and eating facilities... In the center of this complex shall seat a command dome, which connects to all of the ring domes via covered open passages. We intend to construct this as a command center for your security forces. In addition, three helipads shall be placed on this dome, for ease of security clearance. The construction material is to be made from Naktan ilidien, which forms a very potent alloy when mixed with conventional aluminum. Ambassador Ellen Moyer will suit fine in our capital.

You may do as you wish on this territory; we offer extraterritoriality for your subjects - as long as they remain on embassy grounds. We are grateful for this offer. As you will have noted, the Holy Empire of Naktan just recently voided all tarriffs in the Holy Empire, so that is no longer an issue. Furthermore, if you ever need books published, we have an accommodating industry of the sort. And likewise, our munitions industry is rather superb and while our companies have yet to expand abroad, we hope to offer them encouragement to get into the international setting to acquire new developments and good markets.

In reference to our guards, the Ambassador does not an escort of more than 27 men. We may be primitive in most matters, but our arms manufacturers and our soldiers are considerably well-placed. We furthermore appreciate the concern for your local police to assist in this matter. This consideration may allow us to spare less men for guard duty, but that is for a later time.

In the matters regarding your embassy, our workers have begun construction of the site. If in the meantime your ambassador would to review the construction or get ahead in other matters of her details, we have adequate temporary residences in the Imperial Citadel (the site of the construction area is visible from the west side of the Citadel...), and we can accommodate such. As stated though, it is only an offer, and it stands until the completion of the embassy in one year the naktan year is two days, but in this case, i believe the standard year one day, so it shall be one day .

You may open consulates if you wish in our cities. As previously mentioned, there are five Royal Cities in Xeraph.........that is the sum total of the cities in our nation. As Xeraph itself is primarily a military nation, all of the residents of Xeraph live in the five cities, total population of approximately 1.5million, 90% of which serve the diplomatic community. It is Xeraphian law that there be no buildings taller than one story abov the surface. All subsequent stories are below ground, ranging from three stories to 12 stories.

The only other inhabitants of Xeraph are the military forces, totalling some 180,000,000 soldiers, pilots, and naval personnel. In addition, Xeraph has an AI army of 12,000,000 AI Spiders, Paladins, and Sentinels. All of the other citizens of Xeraph, about 4.4 billion, are employed off-world, either as blue or white collar workers, or military.

The Holy Empire of Naktan supports our firm friends in the Beltway Republic. While the Empire is reluctant to support in full arms, we have massive loads of volunteers, who can engage in covert, sabotage, and partisan missions. If need be, some of the volunteers can be arranged in military formation for a Voluntary Expeditionary Force.

[ooc: since all of our citizens bear arms, they have a reasonably good stock of weaponry for themselves; the only necessity for a strict military unit would be the necessity for APU vehicles and any other mechanized unit. Our first load of volunteers is granted permission to leave for the Beltway Republic in two hours [with a flight there, 16 hours in all], numbering at around 1500. According to our Ministry of Domestic Affairs and Intelligence, our people are very upset [to put it lightly] at the attack and have condemned the state of Gilabad. A petition of 50000 persons havev asked His Holy Eminence to assist your people, and while he would do so, he reasonably expects that the Gilabad state would easily crush Naktan alone. And even with our modernization initiatives [nice patrol fleet and good armored divisions], we still lack an effective air force.

However, if it gives you any comfort, our cavalry units are among the most disciplined and elite in the world [cavalry as in horses and sabers]. Furthermore, our priests have summoned all the nation into prayers to ask Taiarai for a peaceful resolution to the conflict, and that righteousness and justice shall prevail above the vain and hostile forces of Gilabad.

Furthermore, seeing the limited success of the volutneers, His Holiness has authorized the PM to order mobile units with the volunteers.

And furthermore, considering that His Holiness doesn't not even recognize the state of Gilabad yet, we have no reason to assume any trade deals with them. With your government's permission, we can send 15,000 troops to your country to mobilize for an assault to attempt a relief of your base of operations in Gilabad. With time and preparation, we will send in a full force, although naval and aerial assistance will be an almost necessity. We will coordinate our future plans with you as our forces prepare.

The Amestrians, overwhelmed on the ground by tens of thousands of rioters who had obtained M-16's, Dragunov sniper rifles, and even a Merkava IV MBT, had resorted to helicopter gunships to protect the Embassy, killing thousands.

Calm down, we won't give the people of the Beltway a reason to riot like that. After a few angry phone calls to various Beltway officials, she finally capitulated and dropped her demand for a gunship.

The Holy Empire of Naktan has completed the preparation for the 15000-man Expeditionary Force in the Beltway. We have plans to expand our force there to 50,000, although the Ministers have debated the proposal in the Imperial Council. There are cries from the Imperial Assembly to destroy the state of Gilabad and "teach them the ways of the civil and righteous human." Furthermore, His Holiness has granted more volunteers to go to the Beltway, although He has explicitly forbidden any further acts of volunteering, since the workforce decreased due to the high levels of self-sacrifice [perhaps a reason why the economy is doing relatively poorly at the present...our Minister of Economic and Industrial Resources is trying to manage it at the moment...].

We furthermore extend our desire to resolve this issue as soon as possible, since the conflict itself benefits no one, and in a good resolution, we hope furthermore that the people of Gilabad may come to righteous deliverance, and thus lead their people to peace.

Seeing as the conflict is standing down little to a ceasefire, our Expedition will be standing down and reverting back. His Holiness has wisely chosen to refrain from an official declaration of war, explaining that these people are willing to accept peace now, an indication that the Gilabad people are inviting a return to righteous behavior [albeit slowly...].

Our current force of 50,000 will be returning home, with our originial 15,000 remaining in place in the event that things turn sour. And seeing as we have no more real need of it anymore, we glady and graciously return your remnant elements of the 12th Transport Wing. Our current force will be able to manage the return trip.

On another note, we have begun to notice that our more modern ships were becoming low in supply of armaments, and we realized that we have not been adequately supplying our vessels with the proper armaments. This element has been discovered in all of our other modern units, ground and air force alike. Therefore, PM Karmala wishes to open a military training exchange to resolve these differences. Our units will need training on maintaining proper supply with modern tanks and air planes [as well as as our ships], as well some other aspects with its general maintenance. We are glad that these problems did not occur when we were battling the pirates, or that might have taken a turn for the worse...

Either would be beneficial to us, although it would be better for the training to occur at home, seeing as we regularly conduct execises around our numerous islands and vast country in our western provinces. If possible, we could also work out a management of supplies with some home supply. It would be most pleasing to us if we could expand the military training with industry specialists, to help with the home supply. We will pay the appropriate costs of these armaments manufacture as is needed to the appropriate companies.

Oh, and 30K barrels of oil is a drop in the bucket for any nation; further, we operate on a free-trade system, so you'll only have to (assuming that you can work around the fact that I don't accept magic) simply request a free-trade agreement and agree to remove any tariffs on imports and exports in your nation.

Sorry for the delays in our reply; bureaucracy can be quite slow sometimes. Gage Munitions has offered to sell (domestic-only) production rights to the various shells needed for the price of 1,000 of each shell that production rights will be given out for; further, they offer to, for $54 million US per factory, help set up ammunition, naval gun, and missile factories in your nation. Finally, to help maintain and repair your new navy, Baltimore Shipyards, for a cost of $750 million US, offers to help build you a port facility for vessels with displacements of up to 60,000 tons.

As for the offer to sell Naktan wine, we welcome this opportunity. I recall your wine being quite good; I think that Naktan wine will be a great success in The Beltway.

It will include 1 Ambassador, 25 Shazbotdom staff, 25 locally hired staff (if applicable. If not then 25 more people from Shazbotdom), 10 guardeners, 2 motocycles, 3 ethanol ran SUV's, and 1 armored limosine. If you have space, we would also like to have a helopad on the grounds to transport officials to the airport quicker in case they are called away in a rush. We await your answer.

tepi wen. It has come to the attention of the State Department that we are yet to establish formal relations with your esteemed nation, and are thus responding to your offer with a proposed embassy exchange, with a view to perhaps strengthening diplomatic ties further on.

Your embassy would be relocated in North-West/North District, Flurthwel, in the picturesque Waterfront gated community. A security system is in place, and is available for immediate inspection by security services, if required. There is ample parking space in an underground facility, and access to a helipad. My fleet is in New Barbary; they invited us in from international waters before you began to set up your blockade or whatever it was. We then, again before you began to set up said blockade, started deploying a Mechanized Infantry Division, along with three wings of aircraft.

if posible can you map which Islands you take even if it is just circling them on the map in mspaint etc.. so I can add it to the main map.

ICCD is very serious about stabalizing .. you can still do the RP even if you keep it going ICS if you'd like, but ICCD is involved.

Circle the area on the map. ICCD will attempt to drive you out of NB if you are inland, I think it is better then we are allies, why not join the IDF.

ICS: ICCD is continuing to recognize ramissle so it can make arangements with the syndicate in ramissle, so that it can slowly steer them towards tighter alignment with ICCD it will take years to do but with corpsac and no endorse both advancing the borders ICCD needs an infusion. The government disintigrated but ICCD is trying to rebuild it, and insure that it is allied with ICCD. We eventually after 30 or so years attempt to annex it if the situation is calmed down. The other option was to let it disinitegrate and attack the republics one at a time but with you landing a force there ICCD thought that you were going to support the breakaway and letting the break away republic gain foreign support would be bad for ICCD later control of them. ICCD couldn't stop the florintine paritition so having 5 new states around it 1 or 2 allied would be ok but it would be better if we could let the two that would be allied with us control the three that wouldn't.

So as far as that stike forzen in time, if we got word you would remove your presence we would continue our peaceful nature with you, like any other state. We will compensate you 250 billion and support your settling in the islands you were originally keen on if you do not interfere in ramissle. as stated before.

all in all I'm not forcing you to stop the RP but ICCD as ramissle next door neighbour would be very active in it.
