Within hours of the collapse of the Wickian Government Wilhelm Kaufmann immediatelly began negotiations with prominent businessmen and worthy military agents within Latvia and Estonia. Rumors of the murders of hundreds of high-ranking Wickian politicians by the populace spread throughout the halls of Visara. A nation as heavily fortified as the Wick could not be taken with brute force by Bjornoyan troops, even under its current state of disarray. Visara Co. CEO and Right hand of State Wilhelm Kaufmann had a different plan that would require more money and less blood. Hopefully his investment might pay off.

The astounding gains made by his company over the past year allowed for incredible ammounts of free capital to be invested on the project. Operation Tiamut was more or less an attempt to purchase or otherwise manipulate the loyalty of the region rather than force it into submission. An official announcement from Esthar by the Patriarch claiming the region for Bjornoya came nearly a week after the operation began to come into the light.

The first signs of the operation came from the incorporation of nearly every major industry into Visara's hands. A majority of CEOs were glad to participate considering Wilhelm would allow them to keep their positions and a hefty raise so long as the 'kept up the good work.' The few who attempted to resist mysteriously disappeared in the night; victims of Visara's top secret Assassins unit. Suitable 'replacements' from within the company's ranks would eventually agree to Visara's terms.

The most important industries to be incoproated were military, education, and marketing related. As soon as those fell under Wilhelm's control he had the populace under his spell. A master of propoganda and public relations the clever CEO went about the task of covertly 're-educating' the region. A replacement of certain 'corrupting' educators allowed for the schools and universities to hire more 'well-trained' individuals to take their places. Amongst the conservative ranks there was resistance. Thousands of Wickian nationalists made their ways to the street when the Bjornoyan flag was raised over the capitol, but no-one heard it. At least none of Wickian populace outside the capitol. That day the Visara Co. Associate News' top story was the successful rescue of 20 oil workers from an oil platform, followed by the Patriarch's successful navigation of the Bering Sea straight, the construction of 2,400 new schools and plans for over 5,000 more in Bjornoyan Africa. Amidst the footer was a brief note mildly announcing the Bjornoyan claim to the region.

Behind it all Wilhelm was pulling the strings. All major communications networks were assimilated into Visara. Wilhelm had little need for force in his objective to silence strong resistance to Visara's move. A tapped or cut wire was far more effective in dealing with dissidents than a bullet to the head. Being omniscient yet invisible; that was the key to true power. Few people were capable of pulling it off, but Wilhelm managed. Reviews, reports, and surveys conducted independently from the Bjornoyan Government by Visara showed a majority of the Wickian populace was in favor of Bjornoyan rule; nearly 78%

For years Wilhelm had been selling Heart of State Lucy Rand's books on philosophy, history, religion, and society to the society's elites within Bjornoya. Regarded as one of the most intelligent and honest of 'politicians,' Wilhelm saw an oppurtunity to establish a new form of education within the Wick. The propoganda he force-fed the majority of the population was just that; for the majority. To finish his rise power within the region he needed more than a majority for he knew better than anyone that behind every great nation lies a handful of elites who love, protect, and know what's best for their country better than the 'majority' would. He made contact with existing Freemason agents within the region to find if anyone was left who was in charge of 'pulling the strings' during the previous regime. With Lucy's intelligence and his money, the elites within Lithuania and Estonia would be out-paid or out-thought into recognizing their superiors.

Bjornoyan Federal Peacekeepers arrived nearly a month after Visara Co. Security forces had, and found their task disturbingly 'taken care of.' The Left Hand of State Herrgott Jacksehn Hegel had watched with uncertainty as Visara's Security forces began to outnumber the Feds'. What the Visaran Security forces had been up to was unclear, but the relativelly small populace seemed to be enjoying some of the lavish lifestyle that was prevalent in the Bjornoyan mainland. Vast numbers of relativelly cheap televisions, radios, and computers along with internet connections were being sold cheap by Visara. Little did the people know they were buying their own slavery, but hell they wanted it. They sat glued in front of their machines, almost becoming one with it. The few protests that had occured were dwindling and dieing as more and more protestors found it more entertaining to sit at home and watch people bitch about Visara on TV or type online than go out and do something. Funny enough, the anti-Visara programming and forums were conducted behind the scenes by Visara.

With the populace subdued the Federal Peacekeepers had little to do but watch in amazement as Visara went about its business. Meeting the average citizen on the street they could see a sort of fatalistic look on their face, like they'd just lost something precious, and worst off they were not sure what.

The military and police in the region would be reformed keeping as many of the good people as possible without threatening Bjornoyan interests. Refitted with typical Bjornoyan gear Visara was beginning to patch up its one weak spot in the region; the military.
