The following message was received by the Russian Tsar Nicholas II:

The German Kaiser Wilhelm II hereby informs the Russian people that, due to their support of the Serbian terrorists in the Balkans, war is inevitable. German mobilization has begun and we prepare to defend the Fatherland as well as our just Austrian-Hungarian allies. Should the Russian people wish peace, we will willingly grant it, so long as you retract your pledge for aid from the Serbian scum. We do not desire war, but will not stand by if you support known criminals.

THe Czar: It seems that Wilhelm has decided on treating us as a lesser cousin. I suspect he'll most likely attempt to come to Austria's aid during our current campaign to aid the Serbian goverment. I have sent a telegram to him, requesting that he keep his army out of a clearly Eastern War. But I doubt he'll listen. At this moment we must assume we are currently at war.

The council of war looked at the czar as the stress seemed to be getting to him. Still they needed new plans, and thankfully a late July storm had brought with it a rather nasty spread of flu, that killed that fake holy man. THe czar might make better decisions now.

Decision of COuncil: It is hereby decided that the current muster of recruitment shall be decided. SHould the war last longer than this the year of our lord 1914, then the following instructions will be created. 2/3rds of the available manpower shall be recruited by the army, their term of duty to be decided by a random means. The other 1/3rd shall be pressed into service of the country as a whole. Of that percentage 50% will be used for maintance of the food supply. 25% will be used for the creation of better roads, and railraods. THe other 25% being used in the munitions and other factories considered useful to the war effort.

Should men be lacking in a certain area, of skill or men already recruited into the army, then women shall be used to shore up the lack. THese "Women Brigades" shall only be created in a time of dire need for labor. Local partisans will be required to choose persons based upon their skills and experience. We shall not have railroad engineers tending farms.

General Order 20

Currently there are a fair number of slavic soldiers in the enemies armies. THis means that we will have a rather large leaflet campaign that shall use this to our advantage. We must protect the Slavs already in the Austrian grasp as much as we do those without. This means any surrendering Slav who goes to Russian lines shall be treat in as humane a way as possible.

Any Slav who wishes to recruit themselves into the Russian Army shall be allow with full measure. THis is a direct order.

Encrypted Message to Nicholas II of Russia

We are glad that events in the history of both our nations can be
forgotten. But untill Britain declares war upon Germany and it's allies (which is
a sure thing) we are officially neutral. We can give you however the
guarantee that Japan will not attack Russia, so forces in the Far-East may be
transferred to your western borders.

Reading the note, Nichalas lets out one long sigh of relief. That means an advantage compared to 1904. The British on their side definetly brings about a much better relationship on the world stage.

As you know, the heir to the Austro-Hungarian throne is no longer in a position to accept the responsibility of ruler a great empire.
As I grow old the future of my crown and country is always on my mind.
In fear of a vacant throne I am crowning my grandnephew the Blessed Karl von Habsburg-Lothringen as heir to throne. He is a noble, strong young man with a good head on his shoulders. However, in a tragic loss, his wife Zita of Parma passed on recently, from the flu. I need to ensure the continuation of our seed, and make all attempts to keep strong noble blood in power.

I now come to you, Nicholas, Czar of all Russias, and ask that your lovely daughter, the second grand duchess of Russia, Tatiana Romanov take my grand nephew in marriage. This will forge an important alliance in a time where friends are hard to come by. In return for your royal blood I pledge that our two great countries shall benevolently govern the misguided states of the Balkans. And rest easy, our actions against Serbia are not directed towards the Slavic peoples. In fact, there are motions in our government to bring all of our peoples closer together. The Slavic citizens of Austria-Hungary have been mistreated and we know this angers your humble and humane subjects. I beg of you, accept this proposal, and we will take the Balkans, allowing you to liberate Constantinople from the evil and corrupt Ottomans and regain the glory that was Russia's, before the collapse of the Byzantines empire. Remember, the Austro-Hungarian people have a peace treaty with the Ottomans, so we cannot engage them directly. However, allow us to re-unite Serbia with there Slavic brother in Austrian owned Bosnia and we will watch with joy as the might that is Russia rolls through Romania, Bulgaria and eventually annihilate the Ottomans and with them the pestilence that chokes Europe.

Nichalas looked absently at the letter he'd been sent. Communications must be rather confusing as at this very moment he knew that Russian artillery would be dropping on Austrian forces in the hour. And yet did he wish to deter the war. In truth the RUssians had come to Slavic defense because they wished to create a seperate Slavic state that they could control.

And yet they also wished for the Slavs to have some semblance of freedom, and to tell the truth, he knew that the heartfelt letter sent from Josef, was still showing some semblance of retreat. He hated this job. Sometimes he wished he could simply stay on vacation, hunting or maybe fishing. He sighed as he reached over, preparing to send his responce.

Russian Army:

Today the military shall be recruiting 2000 young recruits for a special mission to be enacted on March of 1915. It will be hard work, with extreme conditions. We expect to fail 50% of the class. This will be for your Motherland, so do not dishonor her with cowardice. Recruit for the Special Assignment Directive of the RUssian Army.

Recruits Enacted at this Moment: 1,673

TOday it has been ordered for the construction of added ships to the fleet.

On the same note, three submarines of the Baltic Fleet shall sail towards the secret location of the special military team for special training to be completed by March of 1915.

Movie Reel: The War

A group of soldiers march past the camera, silently waving towards it. A screen of words pass by.

"Today the 6th and 7th Armies gloriously form to go to war."

Soldiers hold up an AUstrian flag with smiles as they sit on a destroyed artillery carraige.

"Men of the Third Army route an Austrian Army on the border. Jubilant soldiers look at little trinkets from the enemy forces.

A group of Austrian soldiers look nervous as they are handed food.

"SLavic Prisoners of the enemies armies are fed after talking with jubilant Russian soldiers of the Motherland."

THe RUssians laugh, offering the other soldiers coffee and other amenities as the nervousness seems less pronounced.

"Today the RUssian people begin building a battleship for the Baltic Fleet. With Ottoman shipping open, the RUssian fleet shall deal a crushing blow to the enemies ships."

A hull slips off a slip into the ocean, creating a massive wave.

Another group of soldiers train in ships, moving quickly onto beaches, and practice demolition.

"The Special Russian Attack Squad prepares for it's orginal mission. THese men are the cream of the crop, preparing for a secret mission to bring death and destruction to the enemy."

RUssian Planes shall be prepped as the factories are shifted into war production. Planes to be manufacuted hopefully will number 100 by the end of the year.
