The Imperial High Command has issued two directives to the Imperial Army:

1. Identify and capture communist and socialist revolutionaries from the population

2. Establish regional military courts to convict and sentence the revolutionaries

His Imperial Majesty, Emperor Augustus, has decreed that the purges will continue until the revolutionaries are put down permanetly. His Highness expresses sympathy for the unintended victims of the gassing campaigns.

Any foriegn nation wishing to take in the socialist and communist revolutionaries to spare them from execution may do so, under the condition that the revolutionaries are banned from leaving their host nation for the duration of the C.U. civil war. Violation of that condition by a host nation would result in retalitory strikes.

Communiqué to the Imperial High Command:
The Second Empire of the Golden Throne is willing to allow all war refugees into its borders, regardless of political thought. We can arrange for the pick-up, through heavy naval convoys, and they will be sent to the Imperial colonies [i.e. the Hogsweatian Colonies] post-haste. As per request, all prisoners transferred to our law will be faced with a temporary duration restriction on travel. That is, until the UC Civil War is over, they will have to remain in the colonies. Hopefully, since we have confirmed that we will follow the stated prerequisites, you will agree to the full transfer.

There are roughly 26,000 interned prisoners awaiting trial. 300 insurgents are awaiting execution by gasing. There are an estimated 166,000 insurgents held up in the southern provinces. We will release all prisoners who have not been accused of any serious crime (murder, sabatoge, etc) other than being an active communist or socialist - this amounts to about 23,500 prisoners. The rest will be tried and, if any found innocent of serious criminal activity, will be released into your custody. The 300 on death row will be executed. We will give your transports right of passage into the southern provinces to collect the insurgents or "refugees" as you call them. Do so at your own risk. We will expect an inventory and estimate of insurgents removed. Any insurgents seeking transport from the provinces to your nation will be detained at the Abraham Detention Center until your transports collect them.

Communiqué to the Imperial High Command
The Empire has decided unanimously that it is within its best interest to take the risks in order to achieve the transfer of the refugees. Nonetheless, we will warn that any convoy entering through hot seas will be heavily armed, although we guarantee non-intervention in the war, unless the war is brought to us. However, should we be attacked, do expect retaliation, regardless of source side. But, we do not expect this to be a major problem, as we do not think that either side would find it profitable to force the Empire to retaliate. We would agree to any attempt to screen our forces for protection reasons, however, we require a free layer between our outer protective tiers of any fleet we send and screening forces to be at least fifteen kilometers in length. We don't believe that this is a huge requisite. '

The fleet sent will be made up of two large troop ships, able to carry twenty thousand souls per bowl, making it perfect for the number you have proposed - 23,500. Above that, the two ships will be escorted by three Morsky-Orol light cruisers, which have orders to open fire if fired upon. A futher two hundred thousand soldiers will accompany the convoy, also with orders to open fire if instigated. The route of our ships will be traced on a map, given to you in an attachment with this message. Hopefully, no 'accidents' will develope.

As per your request, a full inventory will be provided upon receipt of every last refugee willing to leave. We hope that this will go as smoothly as possible. For the note, we are Absolute Capitalist (http://ns.goobergunch.net/wiki/index.php/Absolute_Capitalism), and do not support non-Capitalist ideals, but we are also opposed to unnecessary slaughter. But, alas, we are not interesting in pursuing a political debate. I bid you well in your war.
