The Arch-Duke of Austria-Hungary lies dead in Sarajevo, at the hand of a Serbian terrorist group known as the black hand. Tensions rise on the continent as Austria-Hungarys answer is awaited around the globe. Fear and anxiety mount as the recently forged German Reich, the power of the continent, turns its eyes towards the Balkans crisis. The interests of both France and Russia are peaked as well as eyes fall on these two powers, Serbia and Austria-Hungary. Two nations whose power alone could cause catastrophe across the globe. And as all watch and wait, the words of the late Otto von Bismarck, architect of the German Reich, echo across the world.
"If there is ever another war in Europe, it will come out of some damn silly thing in the Balkans."

Should the Serbians refuse any of our demands, The Armies of Austria-Hungary will mobilize and move on the Serbians.

Imperial Headquarters, Tokyo, Japan
Prime Minister Okuma Shigenobu was waiting for the Minister of Defense, Shjinano Kodoma, Minister of Foreign Affairs Fuzuka Kawachi and Commander in Chief General Fukuoka. He had lit a cigar and sighed slowly. The K.u.K. heir and archduke had been assassinated. A Serbian nationalist was arrested; actually he was caught in the act. In return Austria-Hungary had sent an ultimatum to Serbia. This could cause another war on the Balkans, maybe even a grand European war. He had heard footsteps on the corridor and smiled. He saw the three men entering, Kodoma and Kawachi taking a seat beside him. CiC Fukuoka took his seat behind the desk.
Shigenobu:"Well, we've all read the reports from Europe. Austria-Hungary has issued an ultimatum against Serbia. The chance that war erupts in that part of the world is great. What shall we do?"
Kawachi:"For now I advice to do nothing. Prepare for mobilization and keep a close watch on the Balkans. There's still a chance that war will averted. Russia won't like Austria-Hungary to meddle with fellow Slavs. Germany is allied with Austria-Hungary but they may back down against Russia, with their enormous hordes. And they won't forget that France is allied with Russia. And Great Britain is allied with France and Russia. *sighs* And that involves us. We're allied with Great Britain. If BGR goes to war with Germany, we'll have to follow. It's all very complicated.Very complicated indeed."
Shigenobu:"Is Japan ready for war? Fukuoka, Kodoma?"
Kodoma:"Japan is ready for war, in the Pacific. We could mobilize the National Armies and use them for occupation duties in Korea and Formosa."
Fukuoka:"Japan is ready for anything! We can support our ally Britain. And maybe we can use the war to increase our influence in China..."
Shinegobu:"Let's pray that there won't be any war...
ooc. Hope this is alright. If you guys think it's absurd that Japan knows about the Ultimatum, those things aren't kept secret for long...

Kaiser Wilhelm sat in silence. He had just received word from Austria-Hungary that war had been declared against the Serbs. He had expected this, as he had personally assured the Emperor that Germany would uphold its end of their protection pact. Even now, the 700,000 man army of the Reich was mobilizing, orders having been issued to General Moltke to begin conscription. The German army is expected to gain an addition of 1,500,000 men when fully mobilized.
The Kaiser knew that time was of the essence, war would come to Russia, and with her, France. The Reich could not afford a war on two fronts and swift action was vital. Wilhelm also knew that he could not afford to fight this alone. His allies would be contacted and plans would be made.
If Germany must be surrounded, then our enemies will be as well. The German Kaiser knew that alliances would be the key to this struggle. He would call upon his allies, and perhaps even make overtures to those not so close with the Fatherland.
War makes people do strange things. The Kaiser thought before heading of to set his plan in motion.

The Japanese Imperial Headquarters was in an uproar. The Foreign Ministery had received the German Telegram and heared of the war between Serbia and K.u.K. and asked for an urgent meeting with Fukuoka and Kodoma. Prime Minister Okuma Shigenobu was also present. After a long debate they agreed to the following message...
From the Imperial Japanese Headquarters to the German Government
The Government in name of the Empire of Japan, His Divine Lord Taisho,
have agreed to reply the following:
Japan finds your telegram to be highly interesting, especially the last line
which speaks of immensely increasing Japan's influence in East Asia and the
Russian Far East. We are very curious about this, could your Imperial
Highness give more details about this (ooc. some specific "prizes" or
something, if you understand what I mean;) ).
For now we remain neutral untill our ally, which we have promised to aide in
every war possible, declares her stance. We seriously regret that we can't
give any certainties about our position in the coming war.
Prime Minister Okuma Shigenobu, in name of Emperor Taisho, son of Heaven, Divine Ruler of Japan, Chosen, Formosa etc. etc.
Meanwhile the Government issued the following orders:

-A Mobilization call is made for 125000 men. Of those men, 25000 will be trained as Naval Infantry (details will come later). The training will be finished within 4 months.
-Messages were send to the embassies in Washington and Londen, to speed up negotiations.
The same afternoon, the Emperor, the entire Government and the Imperial Command Staff payed a short visit to the shrine of Hachiman, the god of war...
--- Lisbon, Portugal ----
The entire republic was nearing panic. Parliament had just ordered for the construction of 3 new patrol ships and was hiring additional workers for multiple other projects. Fishing ships were now required to be manned by at least 30 men each with at least 20 fire-arms onboard. 5,000 additional soldiers were dispatched to each colony and soldier pay was increased to attract more recruits. Government officials have also begun meeting with factory owners in the hopes of purchasing 3-5 good-sized factories. Many supported these actions, hoping that another war would restore Portugal to it's former glory and tighten alliances with the other empires. However, others feared that Portugal would simply lose it's last two colonies and be stripped of the last of it's wealth. No matter, the decision lay solely with two european powers.
To the Glorious Empire of Britain:
Germany and Austria-Hungary have declared war and many of their allies,
such as the Italians and Turks, are sure to follow suit. However, the only
way for these two nations to meet at sea is the Atlantic, which puts both
of our homelands at risk of invasion. I recommend a strict naval treaty, in
which we shall defend the Atlantic from the eastern powers. The Portuguese
Navy is currently under construction but will most likely be at full strength
by winter. The fates of both our nations may rest in your decision.
To the Free Republic of France:
I realize that your chance to recapture the lands the Germans stole from
you many years ago. However, remember that Germany has many allies in
Europe and you may not be able to complete the task alone. Soon we shall
begin production of artillery and arms and will provide a special discount to
your nation on the condition that you protect your southeastern border and
therefore our nation from land invasion. This will relieve stress from your
factories and armories in exchange for a little extra attention to your
borders. The decision in yours.

Mobilisation had begun. The British would be ready for the war, even if they were never to join, although this became less likely by the day. Despite furious arguments in the House of Commons, the country was struck with indecision, although Asquith had wisely ordered mobilisation immediatly. Nothing would be left to chance in the upcoming days.....
To our Allies of Portugal
War is upon Europe, and although Britain has not officially declared its stance in the war, we are willing to assist our allies such as yourself. Expect strong Naval support from the very start of any conflict Should it occur that Britain and Germany enter a conflict against each other.

Army, consisting seven infantry divisions and two cavalry divisions, is beeing concentrated mostly along the Eastern border. Two additional divisions are also beeing formed and trained. Colonial troops in Congo are in high alert.
In his speech, King Albert seemed confident that these terrifying news arriving from all around the continent would not for a threat to Belgium. He said that "...and even if, against all odds, would any formations of foreign military cross our border in means of invasion, it is to be certain that those foreigners are to do the biggest and the very last mistake of their lives...". He also confirmed the fact that Belgium is not taking sides at this point.

France responds to Portugal:
We may be willing to accept your proposal, but first we have a counter-proposal. We suggest that in the event of war all nations opposed to the belligerant central powers share military technology. Since Britain seems to lead in this arena we shall propose that we pool our resources to help them produce their weaponry. This weaponry will then be distributed to all nations fighting against the central powers.
France has a message for Britain:
In the unfortunate and ever more likely event that we shall together go to war against Germany and her allies we suggest a pooling of resources. Our proposal is that we shall combine our greatest minds in military research. When the research is completed we shall open factories to produce the new weaponry in both our countries and perhaps a few others.

Rumors spread like wildfire across the eastern Portuguese towns. Although many knew it was far beyond any truth, parliament was far from the area and for all they knew, it could already be besieged. The rumor – 50,000 Spanish soldiers have crossed the border and begun raiding Portuguese villas. Those that did not swear loyalty to Spain were burned. Parliament was shocked. Without any debate, they ordered for the drafting of all able men ages 21 and 24 and the formation of the Portuguese Defense Corps, who’s job would be filled by the Expeditionary Corps until the infant army could be trained. A simple order was given to the patrol force – if a single spaniard crosses our border, shot him.

To: General Montoya
From: Central Command
You are hearby ordered to release 2 battalions from your command and send 1 to madrid and 1 to Barcelona to put down violent anti-Portugese riots that have occured as a result of Portugal's refusal to apologize for the accidental killing of soldiers. Your troops are also ordered to Level 1 defense readiness
My fellow Mexicans, I come before you to announce a grave matter to our sovereign state. As many of you well recall some months back the imperialistic dogs of the United States occupied our fair city of Veracruz. Why did this occur? It occurred after a legitimate arrest of a benign few of their marines. Marines on our territory, violating our laws. Does this America Respect our sovereignty? No! IN response to our just action this America invaded our land and has held on to Veracruz with a death grip.
Now with the rebels in the north, and the Constitutionalists everywhere, Mexico has a new enemy, these free states of America. The America that humiliated us nigh near 70 years ago in an other unjust war. Interfering then as they do now. This is unacceptable, what makes this grievance even greater, is their ignorance of us. I have sent numerous complaints to this government, yet they have ignored me, have ignored us. As if we lay beneath their feet. As if we mattered not, as if we were an already conquered province. This is unacceptable.
As such I make an ultimatum to the Americans, an offer to my fellow Mexicans, and an appeal to the world. Henceforth the Americans have 10 days in which to withdraw from the port of Veracruz and to give a formal apology to the government of Mexico. Should this not occur, the United States will suffer the consequences.
To my fellow Mexicans, I say to you that we must be united against the Yankee Imperialists, least we suffer again like we have before. Now is not the time for us to fight each other, not with such a great enemy upon our doorstep. It is for us to unite against this great evil. As such any individual currently in arms against this proper government of Mexico will be forgiven, provided that they fight for Mexico, against her enemies. To Villa and Zapata, I appeal to your sensibilities, if you love this country do not stab her in the back while these Yankee dogs step upon her. If this is not enough for you, I do promise that upon the conclusion of this war should there be one, that I will step down.
To the countries of the world, We Mexicans ask your support against the tyrannical injustice of these Imperialists. We strongly urge you not to simply let us flounder in the jaws of these brutes. We urge you not to let the Americans trample us down. We ask for your support, great nations of the world, we ask for your support, your compassion, and your aid.
Highlights of a vigorous speech given by President Huerta in the Mexican Capital.
Henceforth you are order to the waters surrounding the port of Veracruz. You are ordered to stand your ground and to escort the Americans away should they withdraw. Should they not withdraw it is your duty to blockade the port of Veracruz until the surrender of the Americans. Under no condition are you to allow any boats to enter or leave the harbor should a blockade commence. It is strongly urged that until war is forced upon us by the Americans that you do nothing to upset them.
Admiral Chavez, Commander of the Mexican Navy.
Transcripts of the orders given to Commodore Gomez of the Gulf Fleet.
“Zapata is that you?”
“Sí, Villa it’s me.”
“You know why I’ve asked you here”
“Aye, the tyrant Huerta, and his so called liberation speech, the dog.”
“He makes a fine offer Zapata, a fine offer indeed, perhaps the people can finally again be free.”
“Perhaps, but I trust him not.”
“He would be infinitely better than the Americans.”
“Don’t remind me, I wouldn’t be surprised if they invaded just to take us out of the picture.”
“Yes, the world doesn’t appreciate men like us.”
“Well what would you suggest Villa?”
“We wait, that’s all we can do.”
“Aye, Villa, we wait.”

General Moltke looked over the assembled reports on his table. The armies of the Reich appeared to be ready for war. It had been weeks since the Austrians had officially declared war and the mobilization had begun. Moltke had eagerly awaited Russian intervention in the conflict but none had come as of yet.
Reports had also flooded the desks of the General about the French entering the war should it begin with Russia. Today, Moltke had made his decision. Together with the Kaiser, they knew how to excercise the might of the Iron Fist.
He had instructed the Foreign Minister to send word to Spain of official recognition of their military coup. Tension was heating up in the Iberian penninsula and he was prepared to take full advantage of that.
Note from the Count Moltke, to the rest of High Command:
The armies of the Reich should focus their concentration to the western provinces of the Empire. Six hundred thousand German soldiers, as well as eighty percent of all the assembled reservist forces, should prepare and localize themselves to the west, Franco-German border reigons, whereas one hundred thousand soldiers and ten percent of reservists mobilized should garrison the eastern Polish provinces in preperation for a Russian offensive. Remaining soldiers should be divided between the south eastern and south western regions of the Reich in preperation for reinforcement.

Battle Story (I hope this is right, and if there is a Iberian campaign thread, i haven't seen it sorry)
The Azul and Verde divisions, both 10,000 strong, advanced from the east. Azul division moved from Bodajoz and moved toward Elvas, encountering startled patrols and hasty defensive positions, turning an orderly advance into a confused melee between small units. the Azul division advanced, pushing past strong points for the follow up divsion to take care of. The Verde division advanced from Ayomante along a road that lead to Faro. The lead battalion managed to slip between two portugese units, but suddenly found itself cut off as the units met together. the rest of the division assaulted the Portugese positions, driving them back 5 miles, capturing Vila Real de Santo Antonio, but recieving heavy casualties.
In the North, the Rojo division moved down the coast, brushing up against Portugese units, and engaging in fierce but brief firefights, While the Blanco division advanced in two parts, one toward Mpgaouro and the other half toward Braganca.
Reports all along the fronts are confused, and the land captured is small strips were the divisions moved mainly, but official estimates put Spanish casualties at around 1,000 dead or wounded, and around the same number of portugese, and many confused prisoners
In the navy, the fleet departed from Barcelona and advanced toward the Portugese coast
Hope i did this right

Today Vittorio Emanuele III made a grand speech to members of the senate, during this speech he made his abitions for Italiy's future abundantly clear. He wished to take back the glory of Italy's ancestors. When he mentioned ancestors everyone in the forum thought that he meant to reclaim the ancient Roman Empire, however Vittorio quickly squashed that idea explaining that he was not looking that far back in time, that he was in fact looking to the various realms and kingdoms that had been united to form Italy. The main nation that he aimed to retake the glory of was that of the Veneatians.
To further this aim he ordered the enlargement of the army and for the emphasis of their training to be put on amphibious actions. New ships were also commanded to be built, and later that day a declaration of war was sent out to the Kingdom of Serbia and Montenegro.

Silence, that was what the rest of the world heard from the large Russian monarchy. A spout of bad weather had damaged the few telegraph lines that the primitive country owned, allowing for an almost complete blackout after the news of the Archduke's death. This included with a small bout of sickness that went through the country helped to keep the government in a state of temporary chaos.
They'd been forced to send a messenger to the Serbians, probably a tenious ride considering that the lines the messengers had to cross were sent through what would soon be enemy territory. Once communications came under, the Czar took the stage. He'd recently recieved a message from the German's, almost bullying him into falling into line. He'd never sent a responce, he'd give his responce to the Russian people.
A month ago, a death occured in Sarejevo. The AUstrian's have called it a murder, an assasination that was perpitrated by the Serbian government. This is not true. The only truth is that there was a death in the Bosnian city, but murder can not be it's name. Instead, it was an act of desperation.
We've been told if we wish for peace, we should simply let the Serbians be conquered by an enemy whose only goal is to expand their empire. When they do, they will kill, and murder as many slavs as they can, and those they do not kill they shall enslave. And yet we are asked to stand by and watch this happen to our bretheren.
It is at this time that Mother RUssia asks of you, all of you, to support her. To fight for your brothers and sisters only a few hundred miles to the west of you. Do we wish to be trampled under a German or Austrian boot? No. Do we wish to have those we have put under our protection destroyed? No. We do not desire a war, but war has been thrust upon us by an evil alliance of nations. And I believe that our Mother shall be proud of every man who responds to the call of his country.
The Czar sighed as he knew that only a handful of the people who heard him, or who read about it, or could read about it, would actually feel loyalty. Though he felt rather good that his armies could triumph in the field.
[U]General Order 19[U]
Currently it has been found that the strategy of earlier has been lacking. Second Army will have problems with mobilization, and therefore will fall back to Vilna in order for reenforcements to more properly be applied.
First Army will be required to March to Suvalki in order to create a defensive position. You will be required to slow the German advance to a crawl. Buy time with land, as well as make the Germans pay for every inch of it in human lives. You will be required for stall tactics.
THird Army will demonstrate in front of the AUstrian Army at Tarnpol, making extreme preperations so that it appears that they will be making a frontal assault. Pile supplies for a huge assault.
Eigth Army, use the distraction of THird Army for a flanking manuever through Proskorev against the Austrian THird Army. Move quickly as your feet will allow in order to catch them by suprise. Rout the Austrian Second Army, and then connect with Third army.
Fourth and FIfth Armies will remain until their full compliment can be mobilized. A 6th and 7th Army will be created once this has been finished in order for further action.
Official Statement to the World
Hoping to bring peace to the Balkan nations, Italy has recently asked Albania to provide access to Italian troops. Henceforth Britain has decided to support its allies, and has declared war upon the nation of Germany and her allies. It is Britains duty to protect her allies against the evils of the Kaiser, and we will not pause in our fight till they are over come.
Britains orders:
4 BEF Infantry Divisions (100,000) to be transported to Belgium, where they will approach via railway to France where they will unite with their allies armies there. First however permission must be aquired (OOC: Cant be bothered to type up message). They were ordered to defend France and Belgium till more reinforcements could be transported.
The full British navy will protect the transportation of the soldiers, before locating and destroying the German naval forces.
Lord Kitchener begins recruitment campaign for more soldiers with great success: Roughly 33,000 people on average join a day.
Britain orders colonies with their own armed forces to prepare for transportation to Britain.
OOC: Do more later.

Belgium will remain neutral in this conflict. That means that no foreign troops of countries that are currently in war are allowed to move through our territory, to prevent the other side of using that as an excuse.
The United States has rejected the Mexican ultimatum, the country of Mexico has no standing before the international community with its usurper president to make demands on the United States. The US troops will remain and the US condemns any Mexican actions.
A fleet is being assembled in Hampton Rhodes to consist of 3 battleships, 5 cruisers, and 8 destroyers. This force will take on coal in Havana and then head to Veracruz. In the meantime, a cruiser and two destroyers off Panama will head to Veracruz to reinforce the USS Texas there and the garisson with some 2300 more marines.
US forces on the Mexican border are ordered onto higher alert and some national guard forces are called up in the southwestern states.

A cease fire has been arranged between Portugal and Spain, troops from both sides have been withrawn, Portugese ships are carrying Spanish troops to their colonies, to better protect them, the full deal can be found on the Iberian war thread
Also, using the money Spain recieved, it will begin to rebuild it's destroyed fleet. the plans include:
8 transports
2 battlecruisers
2 Armored Cruisers
2 Light Cruisers
12 Destroyers
18 Corvettes
6 Submarines (assuming we can build these in 1914)
the construction will take some time, as it is a large order, but Spain is on war production so the time is reduced, but it will take a while
In response to Mexican actions and their recent raising of large armies, the US is instituting a partial mobilization, enlarging the army to almost 2 million men, and regearing several key industries to produce arms
Mexico again asks the world for aid against the tyranical imperialistic actions of the Unitied States.

Due to the doctrine of the UNited States, banning the rest of the world to participate in the New World in any matter, the RUssian people must regrettfully decline in helping Mexico defeat the United States.

The Ottomon Empire declares that it will remain neutral in the current conflict, to show this The Golden Horn Will remain open to British/French Shipping that are carrying supplies or manpower to Russia, for the usual fee of course, and a large part of our armed forces will be removed from our mutual borders with Egypt and Russia.
In exchange we urge that Ottomon shipping be left in peace and alowed to trade with both parties of the conflict; any seizure of Turkish Shipping with Geramny, Austria, France or Britain will not be overlooked and will affect our Policy.

The German Reich has issued a call to arms! A force of one million reservists have been called to war. They will be ready for deployment within a week or two. Also, 110,000 German soldiers who were in southeast Germany have been redeployed to the Russo-German borderland.
OOC: These are reservists I'm calling on, NOT conscripts, so they HAVE had training for war and the like. Also, the 110,000 Germans WERE accounted for (a few pages ago I put 5% of the German army near the southeast of German to aid Austria-Hungary if need be, but they were never used. This is just in case anyone doubts were the men are coming from.

OOC: So now you have about 200,000 Germans on the RUsso-German Border. That's cool. *Looks at Map.* Alright I know just what to do.
Orders:
THe Russian FOurth Army is to go north of Warsaw to the German border there to join the Second and First Army in defense of the border. The 6th Army shall move to replace them as they have just finished mobilizing along with the 7th Army. THe 7th shall march towards the left of the 5th Army to bolster the defence there. The 9th and 10 Army shall now be mobilized.

3rd Army: Attacking the Austrian THird Army
4th Army: Moving to support the German Front
5th Army: Resting.

OOC: 300,000 Germans**
I had 10% of all German forces there: 10% of 2,200,000 is 220,000 and then sent a further 5%.
220,000 + 110,000 = 330,000

Ok well considering that the 1st Army is about 200,000 now short 10,000. THat's about 190 or 189,000 men in that army. The average for all armies is 350,000. I did the math of 1,400,000 split into four armies like the RUssians had it at the start in history, and then that turns out to 350,000 men. Soooo once fourth army gets there I'll have.
190,000 + 350,000 + 350,000= 890,000 troops. Alrighty then. LALALALALALLALALA!!!
So that's 330,000 men vs almost 900,000. Works for me.

La la la la la?
Relax bud. And remember, your low morale troops in massive numbers aren't everything. Also, how are you going to get all the supplies into Poland, where your railway system is NOT up to par?

Ok let me state this, Russian troops were not as low in morale as everyone thinks. No one seems to care to look at the Russian soldier of 1914 before Tanneberg or other massive defeats by the Germans. If you do the research on that time period Russian morale was actually pretty high. And since these soldiers haven't had a crushing defeat like in real history, theirs nothing to dampen it. THey feel a little frustrated they couldn't get the Germans, but they escaped a negative situation, so they are not as LOW morale as you seem to think. Are they jubliant? No, but neither are they the crushed defeatest armies of 1917. So sorry they are tougher than you seem to give them credit.
And the same way everyone does. It's Fall, meaning the roads are dried from the summer rains, and the winter wetness hasn't come in yet. You are crossing over destroyed terrain right now. So you are even slower to get supplies. I have roads undestroyed by war yet. You do not. By the way, I am a historian as well as an archeologist, so believe me I know what I am talking about. Thank you. Now lets get back to IC stuff.
The Iberian Peninsula and the Portuguese colonies have now been integrated into the United Atlantic Republic.
OOC: If you want to read about the structure change, etc., check out the Portuguese factbook. Otherwise, this is just a heads up. Yeah, there's going to be a little civil strifes, etc. in the African areas, but considering a republic isn't exactly a new concept any more (and Portugal already was one) I don't think this would cause a civil war (in fact, I don't think the Africans would be too angry at all). I also don't think other nations would object too much considering I'm still neutral. If you do, just tell me so.

RUssia wishes to give a warning that this may not be a wise move, however what you do with your colonies is your business.
ok, I guess we're just going to say that the US conquered Mexico and is readministrating it. Sweet. Who next? Canada?
