The Empire of Japan would like to agree to a non-aggresion-pact, or maybe
even an alliance with the United States of America. Negotiations could start
immediately, our embassador wil negotiate in name of the Son of Heaven,
Emperor Taisho.

Mr. President
As you are well aware elections have recently occurred within the sovereign state of Mexico. I am highly troubled by your governments lack of recognition of these legitimate proceedings. Almost as much as I am trouble d by your governments continual occupation of Veracruz. As the sole legitimate power within Mexico and for the sake of soverity I strongly urge America to withdraw its occupying force from the city of Veracruz and recognize the legitimate government of Mexico. Doing so would do much to settle the chaotic situation within my borders. I eagerly await your reply.
