no, but you can't excede your nations military budget. If you have a product or products you would like to sell, start a thread, include some information about the products, maybe some pictures, a brief description, price...etc
You can, but within reason. Depending on what tech level you are in. For example if you are a MT nation, you should only sell MT items, the same goes for PMT,and FT. You can basically sell anything that is not a godmode. Check the stickys about storefronts.

I can answer the tech level one...u should stick to selling stuff that adheres to ur own tech level.
The first question, tokera already answered: Only sell stuff from within your tech. (It wouldn't make sense for a future teach nation to be a selling a modern battle tank... and it wouldn't do crap against the technology of the day).
The "storefront sticky" is located inside teh II Consolidation sticky.
